Government Response
1 Article 2, page 6, states the CBA is applicable to only employees located at NNSY. The article further states employees at other location are excluded. What other locations are considered excluded from the CBA. Are nonexempt employees located/working at DDPV CBA or SCA/WD employees? If CBA, is there a CBA applicable for DDPV employees that will be made available for offerors to review? Does the SAWTST NNSY CBA apply only to those positions located at NNSY (e.g. Supply Technicians)?
6 RFP Attachment J-3
SAWTST NNSY
CBA signed
The CBA provided is applicable to this contract in its entirety (both the DLA Distribution portion, as well as the DLA Land & Maritime portion). Both portions of this contract are physically performed at Norfolk Naval Shipyard, Portsmouth, VA.
2 Per Amendment 4, updated Government Estimated Labor Hours has included positions identified as CBA that are located elsewhere (DDPV), per table 2, page 68 of SP3300-20-R-5005 (and includes positions (Warehouse Specialist Supervisor) not included in the NNSY CBA. Two questions: 1) Are positions other than at NNSY now included in the CBA and has an updated or amended CBA been negotiated to include other positions and location (DDPV)? 2) If so, will the updated/amended CBA be provided?
68 RFP Section 2 Sub- Factor (b) Para A / Amendment 4
While there are two customers, DLA Distribution, and DLA Land & Maritime, the whole contract is physically located at Norfolk Naval Shipyard, Portsmouth, VA.
The CBA is applicable to all non-exempt positions under both the DLA Distribution portion, and the DLA Land & Maritime portion.
The CBA has not been revised. If a new CBA is negotiated under the current contract, an Amendment to this RFP will be issued with the CBA attached.

3 Amendment 4 changed the requirement of this paragraph and it now states “Within ten (10) calendar days after start of transition, at a minimum, the Contractor shall complete remaining hiring actions that includes but is not limited to initial background checks, drug screening, etc. IAW accepted Transition Plan.” Is it the government’s intent to have this requirement apply to all employees hired or just required for key personnel?
