About this file

This document contains responses to questions from offerors regarding a solicitation for chemical management services and third party logistics for the Warner Robins Air Logistics Complex. The Defense Logistics Agency Distribution is seeking proposals to provide hazardous materials management at multiple issue centers, including delivery of materials to work centers on holidays, weekends and after hours as needed. The contractor will be required to maintain inventories and issue chemicals, fuels and other hazardous materials to various customer organizations on base including AMXG, CMXG and EMXG. The document provides clarification around locations of pickup order units, estimates of after-hours delivery workloads, and confirms that SMXG receives only limited hazardous material support from EMXG. Pricing will be firm-fixed-price for labor requirements.

Question

RFP Page OR Pre-Proposal Conference OR Site Visit/GFP/GFE Review/Inspection
RFP Para Reference (if question relates to the RFP)
Government Response
83
The referenced TEs do not reflect POUs or quantities of POUs for CMXG. While the referenced TE is named ‘CMXG Pharmacy and POUs’, there are no POUs reflected in this attachment or anywhere else for CMXG. Please provide location(s) and quantities POUs supported for CMXG.
RFP Technical Exhibits
T.E 5.12
The PWS has been modified to add locations of POUs in C-5.9.
84
The PWS references the “Issue Hazardous Materials (HM)”. Are the POU Lockers the bulk of issues throughout the base, or do Shop Personnel also receive daily carts, kits, and/or single-issue-items? If so, please provide a Daily or Weekly issues list for the Issue Centers in order to quantify this workload.
RFP Attachment J-1
PWS Page C-43, para 5.6.4 A-G
Daily or weekly issues are not pertinent to the development of the technical proposal. Demands required to develop an inventory plan are captured based on the initial issue of HM to the Issue Center. After 3PL HM is issued to the Issue Center, it becomes Government-Owned HM.
85
The PWS and PPC Slides state that the contractor "may be required to deliver HM from the issue centers to work centers...on holidays, weekends, and after normal business hours." As the labor for this contract is FFP, please provide historical workload data and/or an estimate of the number of times and productive hours that this occurs annually.
RFP Attachment J-1 and Pre-Performance Conference Slide #65
PWS Page C-5, para 1.5.2.A
The requirement to deliver HM from the issue centers to work centers is within the operating hours of the Issue Centers. No other historical workload data or production hours is being provided in the solicitation.
86
Nearly all locations for AMXG POUs are identified in one map/slide or another. However, we are unable to geographically locate B2316 and B2390 POUs. Please provide the location of POUs associated with B2316 and B2390.
RFP Technical Exhibits
T.E 5.4
See the answer to #83.
87
The PPC Slides reference SMXG as a customer organization. However, we cannot find any requirement to provide HAZMAT services to SMXG. Please clarify if there are any services required for this customer organization.
Pre-Performance Conference Slide #50
PWS 5.8
SMXG does not have an Issue Center and requires very little HM. It is supported by EMXG.
