Statement of Equivalent Rates for Federal Hires

This section outlines expectations for a very specific monetary wage including benefits for 7 specific job categories. Yet there appears to be a disclaimer stating, “This statement is for information only: it is not a Wage Determination.” The Davis-Bacon Act Wage Determination hourly wages are considerably less than the aforementioned expectations. To conduct a labor market study and a staffing approach, the contractor needs to know with great certainty, which guideline the Contractor is expected to follow. Are we expected to adhere to the monetary + benefits dollar amounts as described on page 32 of 84? If yes, what about the remaining job categories such as Site Manager, GM, etc? Is there a specific GS or WG scale that the Contractor is expected to adhere to?

ISSUE CENTER MANAGEMENT: “The Contractor shall operate the Issue Centers IAW the locations and schedules below.” The staffing schedule on Attachment J1 C-48 calls for as many as 64 positions at 14 separate locations to be staffed, BUT it does not indicate which “Labor Categories” are expected to fill these positions.
