About this file

This document contains questions and answers regarding a solicitation for Chemical Management Services (CMS) and Third Party Logistics (3PL) for Warner Robins Air Logistics Complex (WR-ALC). The Defense Logistics Agency Distribution is seeking a contractor to provide on-site storage, inventory management, distribution, and hazardous material support services at WR-ALC. Key details include that the contractor must operate an off-base storage facility within secret-level security requirements, maintain inventory levels for over 5,000 line items, service point-of-use lockers and issue centers across the base, and replenish bulk gas tanks and hazardous materials vats. The questions and answers provide additional clarification on performance requirements, schedules, security protocols, and technical exhibits.

Amendment 0001 Question and Responses – Part 6

Question
RFP Page OR

Pre-Proposal Conference OR Site Visit/GFP/GFE Review/Inspection

RFP Para Reference (if question relates to RFP)
Government Response
118
Is there a central receiving location for material at WR-ALC or is it acceptable that deliveries of HM can be made direct to POU, Cabinet locations? Does every building have MHE, truck offloading capability?
N/A

See PWS C-5.6.4.4, Paragraph A. MHE and truck offloading capability will be available.

119
Building 149 2nd shift lists 0650-1515 as the time, please advise the correct shift or time for this support.
N/A
PWS Page C-49
See revised PWS Section 5.8, Issue Centers Management, Paragraph J, Table. The PWS is corrected to change the time to 1500-2350 and change the FTEs from 2 to 1.
120
The rover shall physically be available in the Issue Center during the hours posted or by cellphone in the event of an emergent requirement. Does the Government intend to provide radios or cell phone for the required communication?
N/A
PWS C1.2.4.D
The Government will not provide radios or cell phones. Cellphones are Contractor Provided. See PWS Section C-4.1.1 Paragraph F.
121
Section L requires the contractor facility be within a 30 mile radius of Warner Robins. However this requirement was removed from Section C of the PWS. Will Section L be modified to remove the 30 mile radius requirement?
Attachment J1-PWS page C-26; Section L, Section 3 Sub Section 3.1.B page 71
Paragraph C.4.1.1.B and Section L, Sub Section 3.1.B

See revised Section L, Sub Section 3.1.B. It is corrected to remove the 30-mile radius.

122
Upon review of solicitation SP3300-19-R-5002 for Chemical Management Services (CMS) and Third Party Logistics (3PL) services in support of DLA Aviation at Warner Robins Air Logistics Complex (WR-ALC), it was discovered that this RFP does not contain any provisions for offerors to comply with FAR 9.5 – Organizational Conflicts of Interest (OCI). Specifically, some offerors/contractors, likely to bid on this procurement, are currently performing support services for agencies like US Army, where they would have access to other offerors/contractors’ highly proprietary financial data. This would provide them unequal access to information, thereby creating an unfair competitive advantage when competing for other programs including those within that same agency or component of that agency, and specifically including CMS and 3PL/WR-ALC.

Further, any recommendations, evaluations, conclusions that conflicted offeror/contractor may render to the government would be tainted as it would have been clearly influenced by its own impaired objectivity. The offeror/contractor’s own ability to render any impartial advice to the government would be undermined by its relationship with the entity whose work product or other proprietary data is being evaluated.

Given the high likelihood that there will be a serious OCI for the CMS and 3PL/WR-ALC procurement, will the government consider incorporating the requirements of FAR 9.5 into the solicitation and require offerors to not only identify any actual or potential OCI(s), but also to submit a satisfactory OCI mitigation plan should an OCI be identified?

General reference to RFP
N/A
A response will be forthcoming under a separate amendment.
123
For best demand planning, we request information regarding quantities of each product that were not used, but were ordered and received.
RFP Attachment J-1
PWS Page C-1, Section C-1, Para B

TE 5.1

This is a new requirement for the Air Force. This information is not available.

124
Will the contractor be authorized to keep and use Utility vehicle/electric carts on base?
RFP Page 72
N/A

Yes, in accordance with PWS Section 4.1.1., Paragraph E and as long as the offeror proposes those vehicle types in Section L Sub-Section 3.2 Equipment, Table 2.

125
The PWS Section 5.9C states “

The Contractor shall inventory and replenish POUs/lockers IAW the scheduled frequency unless a schedule for replenishment based on customer’s usage has been approved by the ALC and DLA TPOC.”

No scheduled frequency is provided. Is there a government directed frequency schedule for locker replenishment

PWS C-50
PWS 5.9, paragraph C
Servicing frequencies have been added to PWS Section 5.9, Paragraph G.
126
T.E. 5.1 Provides annual order information. This does not provide ordering periodicities for the thousands of line items listed. Given the shelf life considerations, and the costs for warehousing, labor, utilities and equipment being impacted by the space requirements, and the JIT inventory management approach, can the government provide the ESSOH MIS generated Monthly Issues Reports for CY 2017 and 2018 to assist in the determination of projecting actual demands and the 3 PL contractor’s investment requirements?
RFP
T.E. 5.1
The information provided in TE 5.1 is based on annual requirements.
127
While making initial introductory calls with the vendors/suppliers of HM, there has been resistance on the part of the HM Suppliers to provide any ordering history to assist in the initial demand planning process. Many have stated they will not provide the information without the government’s permission in the form of a Letter of Authorization. Will the government grant that permission and provide Letters of Authorization upon request of interested vendors? As with the above stated concern regarding our JIT approach, flow through planning is key to the determination of the size of the warehousing facility required.
RFP
Section B
The Contracting Officer will not issue a Letter of Authorization prior to contract award.
128
In-as-much as there is no incumbent workforce with the required Security Clearances, and the Clearance approval timelines today make it doubtful that newly hired individuals will be able to obtain clearances to enter Bldgs 20645 and 158 “prior to performance of contract requirements”, will local temporary clearances be granted for these individuals awaiting approvals?
PWS
Para. 1.5.3 D
Local interim secret clearances will not be granted while an individual is awaiting adjudication. Local interim clearances will be granted for those working on base and in an IT-III position with an initiated NACI and favorable fingerprints. (See PWS Section 1.5.3 Personnel Clearance
129
In light of the above stated concerns, will DLA extend the due date for proposals by 1 month to allow for additional time to respond to answers and facilitate adequate competition on this opportunity?
N/A
N/A

The Government does not anticipate extending the RFP due date at this time.

130
Attachment J.1 (PWS) lists the Truck Driver as an SCA position. Can the Government reclassify these positions as non SCA due to the criticality of the mission they perform? The SCA pay scale for these drivers with the requirements of a CDL and an HM endorsement does not provide adequate pay and diminishes the ability to hire and retain qualified drivers
PWS page C-10
Paragraph C-1.4.2 letter E
DLA Distribution cannot reclassify SCA positions; however, the SCA Wage Determination only establishes the minimum wage rate for the SCA labor categories identified in the WD. The SCA WD does not prohibit contractors from paying the SCA employees more than the SCA WD rate.
131
Section M states the Minimum Quantitative Requirement for small business is 6%. Is this 6% of subcontracted dollars or 6% of overall contract value?
88
Section M, Factor 5, item #5.
The MQR of 6% is based on the Proposed Total Contract Value as stated in Section L, Volume IV – Small Business Proposal, Section 1 – Small Business Participation Commitment Document, Paragraph 2.
132
What is the highest personnel Security Clearance required for Site Manager and staff for access to Bldg 20645 and Bldg 158? Section C-1.5.3 states “secret or higher”.
PWS C-12
PWS 1.5.3
The Site Manager and staff accessing building 20645 and building 158 must have at least a secret clearance. See PWS Section 1.5.3, Paragraph C and D.
133
If the contractor’s facility is outside the county represented on Attachment J.2, Wage Determination (WD). Is it allowable for the offeror to use the WD rates for the county in which the facility will be operated?
Attachment J.2
N/A
See FAR 22.1009-4.
134
In PWS, Attachment J.1, section 5.8.F there is a reference to an earlier section 5.6.2.5, which is absent from the document, is this merely an editorial artifact? Please clarify
C-43
PWS 5.8.F.
The correct reference is C-5.6.2.2. This has been corrected in the PWS.
135
Schedule B Subclins 3003 AA & 4003 AA Government Provided Estimates do not match the Estimated Cost provided in the table under CLIN X003 – Material Support, Equipment lease for On-Base Use, Travel and Training. Which estimate should offerors use?
9,11,81

See revised RFP Section L, Volume V – Cost Proposal, CLIN X003 Table.

136
PWS states that “Contractor shall perform all services, as a minimum, during the first and second shifts Monday – Saturday to support WR-ALC production workload.” Yet the Issue Center outlines 1st/2nd/3rd shift schedules for contractor support and no mention of work schedule coverage for POUs. Do the POUs need to be supported during 1st and 2nd shifts or just 1st shift, Monday through Saturday? Please clarify.
Attachment J1-PWS page C-5
Paragraph C-1.2.4 (A)
PWS Section C-1.2.4, Paragraph A is revised to clarify “all services” that includes support from the contractor’s storage and distribution facility. PWS Section C-1.2.4, Paragraph D and C-5.8 addresses the Issue Center operating hours. POUs within the confines of the Issue Centers being manned are supported during all shifts as needed.
137
According to Paragraph C-1.6.3.B, the contractor will be liable for penalties/fines levied if the fault is grounded on government after being advised by the Contractor for compliance non-conformities. We recommend that levies be removed for non-compliance issues sustained by government personnel after contractor edification.
Attachment J1-PWS page C-18
Paragraph C-1.6.3.B
This requirement is correct as written in C-1.6.3.B and will not be removed.
138
In order to promote fair and open competition, respectfully request a 30-day extension to the due date in order to adjust our solution in response to answers to questions?
General
General
See Government response to Question 127.
139
Request the Government please confirm that the Contractor provided off-base storage facility will not be required to hold classified material or information and does not require a facility clearance.
PWS Pg C-26

RFP Pg 64 RFP Pg 67 C-4.1.1 L-24.4 L-25

The Contractor provided off-base storage facility will not be required to hold classified material or information.

The Contractor is required to hold a facility clearance at the Secret level. See Attachment J.6 – DD254.

140
In the Answers to Questions Set #5, question #112 relating to the deletion of buildings 50, 54, 59, 89, 20095 and first shift in building 20137 from the Issue Center coverage schedule at PWS C.5.8, the government responded that the coverage schedule is accurate. Additionally, in response to question #105, the government stated that PWS 5.8 “…is the required level of effort”. As contractor labor is Firm Fixed Price on this effort, please clarify the following:
RFP Attachment J-1 and RFP Technical Exhibits.

Government response to Question Set #5, Question #112 posted to FBO on 7 May 19 and Question #105 PWS Page C-48 – C-49, Para 5.8.J Issue Center Schedule; PWS Page C-51 – C-52, Para 5.9.G POU Locations

See 140a.

140a
Does the contractor have ANY responsibility to provide labor support Issue Center operations in buildings 50, 54, 59, 89 & 20095? If so, please clarify and quantify the level of effort required.
RFP Attachment J-1,

Government response to Question Set #5, Question #112 posted to FBO on 7 May 19 and Question #105

PWS Page C-48 – C-49, Para 5.8.J Issue Center Schedule; PWS Page C-51 – C-52, Para 5.9.G POU Locations
No there are no requirements to provide labor support in Building 50, 54, 59, 89, and 20095.
140b
If contractor labor support is not required, what is the purpose of providing Technical Exhibits 5.5 through 5.9 that depict these Issue Centers?
RFP Attachment J-1 and RFP Technical Exhibits.

PWS Section C-7, TEs 5.4 through 5.9

PWS C-5.9, Paragraph G is revised to require service to the POUs in these buildings as needed.

140c
POU locations within the AMXG buildings (including those deleted from PWS 5.8) are listed in PWS 5.9.G. Will the HM required for POU replenishment for these buildings be issued/sourced from the AMXG Issue Centers deleted from PWS 5.8? If not, where will AMXG POU replenishment HM stock be obtained/stored on-site?
RFP Attachment J-1
PWS 5.9.G, pages C-51 & C-52
AMXG Issue Centers are operated by the Government. The Government will order HM from the Contractor’s 3PL Inventory using EESOH_MIS and the Contractor shall deliver the HM to the Issue Center requesting the material. POUs will be replenished from the AMXG Issue Centers by the Government. The only AMXG Issue Center serviced by the Contractor on a regular basis is in Building 20137. See PWS C-5.8 Paragraph J and C-5.9 Paragraph G.
141
Are POU lockers at any of the locations locked? If so, who controls the keys? Will access be afforded to the contractor at any time or is it will it be limited?
RFP Attachment J-1
PWS 5.9.G, pages C-51 & C-52
No, the POUs are not locked.
142
Are we correct to assume that someone else will be responsible for operating the AMXG Issue Centers and they will be open for access to HM necessary for POU servicing? In order to present a viable approach, please identify any restrictions with respect to what days/times HM from these locations will be available for POU replenishment?
RFP Attachment J-1
PWS 5.9.G, pages C-51 & C-52
AMXG Issue Centers are operated by the Government. C-5.9 G is updated that AMXG POUs will be serviced by the Contractor on an as needed basis which means if AMXG is short of personnel, the Contractor may be requested by the TPOC to service those POUs. There is a new column for frequencies “as needed”. No other language is needed.
143
What methodology will the government Issue Center Operators in buildings 50, 54, 59, 89 & 20095 use to interface with the contractor in order to communicate HM Demands / Material Ordering?.
RFP Attachment J-1
PWS 5.2.A.2,
AMXG will order HM through ESSOH-MIS. The Contractor is still supporting them with 3PL HM.
144
Page C-39, Section 5.5.D., states that the contractor will “assume responsibility for any Government owned stock on-hand in the Issue Centers…”. If some operational support is required within AMXG Issue Centers in buildings 50, 54, 59, 89, 20095, will the Contractor assume responsibility of the Government material held within?
RFP Attachment J-1
PWS 5.5.D
See revised PWS Section 5.5, Paragraph D, which states the Contractor shall assume responsibility for any Government Owned Stock on-hand in any Contractor assigned Issue Centers and POUs.

Except for those Issue Centers identified in C-5.8J, the Government will operate all other Issue Centers.

145
PWS Para 5.10.G lists two (2) POU Locations for EMXG (Building 158 & Building 20645). However, T.E. 5.13 shows there are also Flammable Cabinets in Building’s 635 and 640. Will the contractor be responsible for replenishment of Flammable Cabinets in Buildings 635 and 640 as well? If so, will 5.10.G be updated to reflect this?
RFP Technical Exhibit 5.13
PWS Para 5.9.G, pages C-50 & C-51
At this time, there is no requirement for the Contractor to provide replenishment support for POUs/Flammable cabinets in 635 or 640. The Government will request HM needed for those POUs through EESOH-MIS and will pick up at the Issue Center.
146
Can decanting for POU servicing be performed in the Pharmacy Issue Centers? If not, where will this function be performed in the interest of right-sizing for specific chemicals in the smallest unit of measure, etc.?
RFP Attachment J-1
PWS Para 5.10, page C-52
Decanting is performed in the Contractor’s facility and delivered to the Issue Center. The Contractor can only decant in assigned Issue Centers for those shops supported from the assigned Issue Center. See revised PWS C-5.10 Paragraph A.
147
In Technical Exhibits 5.1, is the material unit of issue size (CUP_QIP_SUI) listed how the material is received by WR-ALC or has it been decanted onsite and then issued from the pharmacies?
RFP Technical Exhibit 5.1
