How the Offeror determined the proposed labor categories for each process/sub-process of each functional area of the PWS (i.e. how the proposed responsibilities of the proposed labor mix align with the processes described in the PWS) Offerors shall provide an additional explanation for the use of any labor categories not listed in PWS section C-1.4.3, Non-Key Personnel Labor Categories;

2. How the requirements described in the PWS, previous/current experience(s) performing 3PL Operations (if applicable), etc. were used to calculate total productive labor hours, explaining how the number of productive labor hours/FTEs proposed, compared to the Government’s estimated productive hours, is the most efficient staffing approach to meet the requirements described in the PWS and J Attachments providing the rationale for any deviations to the Government’s LOE in Table 1;

3. The productivity analysis used to calculate the productive hours for a Full-time Equivalent (FTE). This analysis shall discuss factors to include but not limited to productive hours, vacation, sick time, personal fatigue and delay (PF&D), training, etc. for both non-SCA and SCA labor categories. The Government calculated FTEs by dividing its projected productive labor hours by 1,880 hours;

4. Any proposed work to be subcontracted.

D. The Offeror shall provide an organizational chart and brief narrative explaining the lines of authority amongst the corporate management, key personnel, non-key personnel, any subcontractors proposed and how the Offeror determined the number of work shifts (e.g. 1st, 2nd, 3rd, and/or weekend shifts) proposed to perform 3PL Operations, to include the proposed labor mix and hours/FTEs per shift. With the exception of corporate management, and labor categories in the organization chart shall match the level of effort proposed in Table 1. Additionally, the organization chart shall:

1. Account for multiple work shifts if more than one shift is proposed;

2. Clearly identify any labor to be subcontracted; and

3. Clearly identify any part-time labor per shift.

E. The offeror shall provide their approach to obtaining and maintaining qualified staff throughout the duration of the contract, to include:

1. Hiring and retaining qualified full-time and part-time personnel with the knowledge, skills and abilities to perform the work described in the PWS;

2. Determining part-time, temporary, and/or overtime labor to perform all contract requirements to include the benefits of such labor and examples of how this type of labor has been used in the past for work similar in size and scope how proposed part-time will maintain continuity of performance;

3. A labor market analysis of the place of performance and the surrounding area and how it impacts the staffing approach.

Subfactor (b): Key Personnel Approach
