4 The RFP Subfactor (a): Staffing Approach states, in part, that the Offeror shall complete Table 1. Table 1 is included in the RFP beginning on page 60 but not included as a separate document. Is the expectation that the Offeror will extract Table 1 from the RFP as a WORD or EXCEL document? If so, which format should be used? If not, will a separate Table 1 template be provided?

RFP pages 59 >

Subfactor (a): Staffing Approach Offerors are to include the information requested in table 1 in their technical proposal in either Microsoft word or excel format.

5 Government Training: Please provide definition for Hazardous Material/HMIRS Training so Offeror can determine which employees require this training.

RFP Para Reference (if question relates to RFP)

Government Response and TE 4.1 Contractor Training. Who is to actually provide this training?

7 CCAD Hazardous Waste Coordinator Training listed as 1 hour. This appears to be a typo since traditionally RCRA training is a minimum of 4 hours with some lasting as long as 16 hours based on job requirements as specified in 40 CFR 262.17(a)(7). Please provide clarification of whether this is initial or refresher and the actual length of this training?

Attachment J.8

TE 3.3

Attachment J.8

TE 3.3

RCRA training at that level is for operators of permitted storage areas or Less than 90 Day Sites. The HWC Training is site specific training on the local Hazardous Waste Management Plan and localized Hazardous Waste Handling Procedures. EPCB will continue to provide that training on the first Wednesday of each month (exceptions being holiday weeks where the training will shift to the following Wednesday).

8 PWS Section 5.7.1.A states that contractor will utilize Government Furnished drum crushers and can punchers. These are not listed on TE 3.12 and the facility was not part of the site tour. What building will the contractor be manning to perform these operations?

PWS C-46 PWS 5.7.1.A The language stating that the contractor will utilize Government Furnished drum crushers and can punchers has been removed from the PWS. The revised PWS is being posted as part of this amendment.

9 Paragraph 1 indicates that CD's are to be provided.

Paragraph 8 indicates that electronic files are to be emailed or utilized file sharing. Is it the Government's intent to receive proposals in all 3 formats (hard copies, CDs and emails/file sharing?

RFP page 54 Paragraph 1 (Organization/Number of Copies/Page Limits) and page 56, paragraph 8 (Electronic Copies)

CDs are not required. Hardcopy and electronic submission of proposals are required. The column in the table directly under Section L-19, Paragraph 1 titled CDs has been retitled to state: ELECTRONIC COPIES. In addition, the number of electronic copies required in this table for Volume IV (Small Business Utilization Proposal) has been filled and now reflects: Original.

10 The column Titles for the Transition Period reflect 4 months in the Total Government Estimate table but state 3 months in the subsections for the different functional elements. Please clarify.

RFP page 60 RFP Table 1 Transition Period is 120 days. Table 1 has been corrected to reflect 4 months consistently.

11 Are offerors to add rows below the total blocks for each functional area in order to incorporate all labor categories? Please clarify.

RFP page 60 RFP Table 1 Yes. Offerors are to add rows reflecting: Proposed labor categories for each functional area listed and Total productive labor hours for each process/sub-process to be performed by the proposed labor categories for each functional area listed.

Government Response

12 This paragraph states "The proposal shall include subcontract cost data in the same level of detail as provided by the prime contractor…" Can the Government confirm if same level of detail is required for all subcontractors or only "major" subcontractors as defined in the solicitation.

RFP page 66 Section L, Cost Proposal, paragraph c "Subcontractor Costs"

The proposal shall include subcontract cost data in the same level of detail as provided by the prime contractor for all MAJOR subcontractors as defined in the solicitation.

13 PWS 1.2.4.C states "The Contractor shall be available to perform all services and support Monday through Saturday, except federal holidays, and Sundays as required....and perform workload planning and adjust staffing to meet customer requirements...during all shifts (1st, 2nd, and 3rd). However, PWS 1.2.5.A states the contractor shall work weekends, Federal Holidays and before and after normal working hours...and request approval for contractor personnel to work outside of normal working hours..." It is not clear what are established "normal" working hours for each HDSC and WGCP. It is clear that the hours for each HDSC operation vary greatly depending upon production line needs. As the labor for this contract is Firm Fixed Price, recommend the HDSC coverage requirements be clearly delineated and an "Over and Above" line item be added to the Section B Schedule to accommodate customer driven additional work hours approved by the COR according to PWS C.1.2.5.A.

PWS page C-5 & C-6

Paragraphs 1.2.4 C and C.1.2.5 A. All waste cages should be operated as necessary during all shifts. As necessary defined by CCAD's production operations.

During 2nd and 3rd shift, CCAD has reduced personnel on site.

New RFP Attachment J.23 HDSC and Waste Cage Hours of Operation is hereby incorporated and will be posted as part of this amendment.

14 During the PWS briefing portion of the pre-proposal conference, it was stated that offerors could combine position classifications as long as they were fully explained and justified. Does this apply to both Key-Personnel and Non-Key Personnel positions or just one of these groups?

Pre-proposal Conference and PWS page C-8 through C-12

Both Key and Non-key Personnel.

15 This paragraph states "The Contractor shall designate a Site Manager for each location where services are to be performed. Please clarify this is a single location, stand-alone contract.

PWS page C-9, paragraph 1.4.2.4

This is a single location operation located onboard the Naval Air Station Corpus Christi, Texas. DLA Distribution and Corpus Christi Army Depot are both located onboard the Naval Air Station, Corpus Christi

Texas. PWS has been updated and will be posted as part of this amendment.

16 This paragraphs states that "employees shall have a state issued commercial driver's license to operate a vehicle with a gross vehicle weight rating of more than 26,001 pounds and any vehicle that is transporting HM". As this contract operation does not require transport of HM on public roads does this requirement still apply? If so, to which classification(s) of employees listed under PWS 1.4 would it apply. Please clarify.

PWS page C-26 Paragraph 3.1.2.D. The requirement for personnel to have commercial driver's license does not apply. The entire HAZMAT mission occurs onboard Naval Air Station Corpus Christi, Texas.

PWS has been updated and will be posted as part of this amendment.

17 While the PWS clearly states the list in this paragraph"includes but is not limited to…" Please confirm this material would include chemical decanting "child" containers. Also, please clarify whether or not common PPE such as safety glasses, ear protection, gloves, etc. would be reimbursed under CLINs X003AA?

PWS page C-28 Paragraph 4.3.B Yes, chemical decanting child containers is a material that will be needed and provided by the Contractor. The contractor will procure PPE and these costs will be reimbursed under subclin X003AA..

18 The PWS states that the contractor shall generate and provide the government with the DD Form 250 and Issue Report identifying all HM issues for the month for each Cost Center. That Issues Report will be utilized for invoicing purposes.

PWS 5.6 states that POS transactions take place when HM is transferred from Warehouse or Shed, to the HDSC. However, the actual Cost Centers aren't known at that time as numerous Cost Centers are supported by the same HDSC. Please clarify how the cost center in the Issues Report is reconciled with the DD250 document?

PWS page C-35 and C-42

Paragraph 5.4.1.A and 5.6.5 PWS Paragraph 5.4.1.A has been updated to remove the Cost Center language.

19 PWS states that “the contractor shall only manage HM listed on approved ACL/AUL". Does this requirement go away for courtesy stows and material like it?

PWS C-37

(Attachment on Pg 9 of RFP) Paragraph 5.5.1.C

No, all material brought onboard the Naval Air Station must be approved by CCAD Environmental, Industrial Hygiene, Safety, etc… So the ACL/AUL process applies.

20 PWS States “The Contractor shall prevent damage or deterioration to all HM inventory in storage.

The Contractor shall provide the appropriate

PWS C-39 Paragraph 5.6.2.C No, all materials are expected to be stored in the seven outdoor sheds, with the exception of materials specifically requiring a temperature that would meet a refrigerated or

Government Response storage for HM having unique physical or hazardous properties”. Per manufacturer's instructions, the vast majority of chemicals stored in the outdoor sheds require a cool/dry storage environment. As the temperatures in Corpus Christi are extremely hot during the summer months, will sufficient climate controlled rooms and/or storage devices (refrigerators, freezers, etc.)

be provided by the Government to prevent spoilage/damage to contractor-owned and government-owned HM?

frozen location. There will be some indoor storage at building #27, but that will be very limited. Aircraft Adhesive Films, will be stored in the Composite Shop Deep Freezers.

21 The PWS states “The contractor shall: Provide MSDS/SDS(s) for each issue. As written this would result in literally millions of 10+ page SDS's being printed annually. Please clarify that this is only upon first issue of a material and by request thereafter?

PWS page C-44 5.6.6.A.3

Paragraph 5.6.6.A.3 The requirement for the issue of SDS's is only upon first issue and upon request thereafter.

22 The PWS states that “The Contractor shall segregate any contractor owned 3PL material determined to be waste and alert the KO or designee who will alert CCAD Environmental.

CCAD environmental will make arrangements for pickup and disposal. The Contractor shall be responsible for paying any costs associated with the disposal, such as a Navy Air Station Corpus Christi (NASCC) surcharge”. What is the surcharge rate(s) for contractor-owned HAZWASTE turn-in.

PWS page C-29 Paragraph 4.5 A The Surcharge applies to Non DOD entities utilizing the Waste Outage Services at the NAS Corpus Christi, Environmental. The Surcharage is calculated as 5% on top of the $1.25 per lb, which would be a total of $1.31 per lb.

This surcharge is not a separated charge, IE: it is calculated at $1.31.

23 The list of government provided buildings does not include WGCP #s 2 and 5, but they were called out during the site visit. Please clarify that these two WGCPs are included in the scope of work?

PWS Technical Exhibit 3.1, b. Page 2 &3

Yes, both WGCP's will be included in the Scope Of Work and TE 3.1 has been updated and will be posted as part of this amendment. In addition TE 3.1 has been revised to reflect additional office space available for utilization.

24 Section L-19 does not identify the required number of CDs for the Small Business Utilization Proposal. Can the Government please confirm the number of CDs required?

RFP Page 55 L-19 CDs are not required. See answer to question #9.

25 During the Site Visit, some of the HDSCs starting times were mentioned, but not all. The “hours of operation” were not provided for any of the HDSCs. The PWS mentions the “contractor is to provide service performance Monday through Saturday for all shifts (1st, 2nd, and 3rd).” Will the government break out the hours of operation for each shift as well as the number of days per week for each of the HDSCs?

Site Visit/PWS

C-1.2.4.C See response to question #13.

26 The number of issues (eaches) in the workload data on attachment J.11, TE 5.1 indicate the issues from the HDSC to the Artisans/WCs, which includes multiple issues for the same product. Can the Government please provide the number of issues from stowage lockers and sheds to the HDSCs to allow us to determine staffing levels?

RFP attachment

J.11, TE 5.1

(Historical Workload as of Nov 2016)

No. Issues from stowage lockers and sheds are not allowed.

27 During the Site Visit, waste accumulation sites were referred to as CSAPs; however, we do not see that acronym in the RFP. Can the Government please clarify if CSAPs are the same as WGCPs referenced in the RFP?

PWS Page 47 C-5.8 Waste Generation Collection Points is the same as a Consolidated Satellite Accumulation Point (CSAP).

28 Section L provides Total Government Estimated Productive Labor Hours of 85,379 for the base year (9,070 for the 4 month Transition plus 76,309 for the balance of Performance Year One). Can the Government explain the difference between the base year (85,379 hours) and the option year hour estimates (94,000 hours)?

RFP page 60 L.19; Evaluation Factor 3: Staffing, Key Personnel, and Sustainment Training Approach; Subfactor (a): Staffing Approach

Estimates are based on a rolling hiring process. Not all personnel will be required to be on board at the start of transition. Transition hours plus remainder of base year will not equal total hours required for each of the option years.

29 PWS paragraph 4.1.1.D discusses the requirement for a 6K forklift, pallet jacks, a scooter with pintle hook, and trailers for use with scooter. TE 3.12 (GFE) lists a 5K forklift, no pallet jacks, a scooter with no mention of a pintle hook or load/tow capacity, and no trailers. Can the Government please clarify if the equipment listed in 4.1.1.D is should be mirrored in TE 3.12 (GFE)?

PWS page 28 C-4.1.1.D Equipment listed in 4.1.1.D is required equipment in addition to the government equipment provided in TE 3.12.

Article XXI & Addendum B No. There will be no reimbursement from the Government in regards to any withdrawal liability resulting from underfunding of the pension fund.

33 Attachment J-2 provides a copy of the National Service Contract Agreement. Section 3 (f) of Addendum B to Attachment J2 states “The Employer and the Union to agree to accept, be bound by and comply fully with a copy of the Fund’s Agreement and Declaration of Trust, a copy of which has been provided to both.” Due to the potential fiduciary impact of this documents, can the Government please provide a copy of the Fund’s Agreement and Declaration of Trust for (1) Laborer’s National Health and Welfare Fund and

(2) Laborer’s-Employer’s Service Contract Education and Training Trust Fund?

Attachment J.2 CBA page 21

Addendum B Both requested documents are incorporated into this amendment as attachments.

34 Can DLA please provide the tenure of the current staff, or the average number of employees who receive the third week of vacation under the current CBA? This will help offerors calculate fringe dollars associated with the extra week of vacation.
