In section F-5 (page 18) of the RFP, the Base Period is split into a four month Phase-In period and a Full Performance of eight months. The hours provided in the Base Year of Section L provides nine months of labor for the Site Manager, Logistics Analyst, Supply Systems Analyst, and Hazardous Waste Supervisor and 8.5 months for the Supply Technician, Warehouse Specialists and Truck Drivers based on a 40 hour work week.
Are we limited to only the hours shown in section “L” Phase- In ( 1 Month for the Site Manager, Logistics Analyst, Supply Systems Analyst, and Hazardous Waste Supervisor / .5 Month for the Supply Technician, Warehouse Specialists and Truck Drivers ) ?
How are the cost for Phase-In assistance to be priced (Hours, Travel, ect.)? With no Phase-In CLIN where are these cost to be applied?

| Yes, you are limited to the hours shown in Section “L”; however, the hours for the Site Manager, Logistics Analyst, and 3PL PM have been increased to allow more labor hours for the phase-in period. |
Costs will be captured under the applicable CLINs: FFP Labor, CPFF Labor, CPFF Hazardous Materials, and/or Cost Reimbursable, No Fee Support Cost CLINs. Additionally, pricing for these Phase-In costs will be captured under the applicable CLINs that will be in the 1st Task Order issued for Okinawa support.
