About this file
This is a Statement of Work attachment providing a detailed procedural guide for reslopin shower floors in patient rooms at the Rocky Mountain Regional VA Medical Center. The procedure, referenced as 554-26-101, outlines the complete workflow for modifying shower floors in Buildings H and K to achieve the required 1/4" per foot slope (1:48 slope or 1.20 degrees) toward floor drains to correct drainage issues affecting 60 patient rooms.
The work is organized into five sequential phases with specific contractor responsibilities and Contracting Officer's Representative (COR) approval requirements at each stage. Room Preparation involves establishing infection control barriers, negative pressure conditions, HEPA filtration, and protection of existing fixtures. Room Demolition requires careful removal of existing tile or epoxy flooring, mortar bed, and trench drains while minimizing noise and controlling silica dust through OSHE-approved respiratory protection. The Mortar Bed and Waterproofing phase involves installing new mortar beds with confirmed slope, reinstalling trench drains at the new height, and applying two coats of single-component, self-curing liquid rubber waterproofing membrane. Tiling (for rooms H1, H3, K2, and K3; epoxy flooring only for H2 rooms) includes pre-layout approval, thinset application, methodical tile installation, grouting, and slope verification. Room Restoration concludes the work with pressure recording documentation, removal of construction barriers and equipment, comprehensive cleaning, and final COR/Infection Prevention and Control (IPC) staff approval. All phases require adherence to manufacturer instructions, applicable codes, regulations, and specifications, with the contractor responsible for modifying and obtaining COR approval on this standard procedure.

Abbreviations COR Contracting Officer’s Representative HEPA High Efficiency Particulate Air filter ICRA Infection Control Risk Assessment IPC Infection Prevention and Control staff OSHE Occupational Safety Health and Environment staff PCRA Pre Construction Risk Assessment For all steps below, follow manufacturer’s instructions and applicable codes, regulations, and specifications.
I. Room Preparation
1. All materials and equipment traveling to or from the work area shall be covered with plastic or a sheet of cloth. Wipe down bins or carts, including wheels, before they leave the anteroom.
2. Post ICRA and PCRA forms.
3. Set up ICRA barriers, a plastic barrier at the bedroom door and a hard barrier at the bathroom door. The hard barrier may be built out into the bedroom to accommodate the HEPA machine. The bedroom serves as the anteroom.
4. Set in place tack mats, construction warning sign, HEPA machine, and two negative pressure recording instruments.
5. Begin use of HEPA machine.
6. Begin recording room pressures.
7. Cover HVAC grilles and diffusers. A low MERV filter or plastic may be used. Coordinate with the COR to adjust air movement to ensure that the bathroom is negative w.r.t. the bedroom and the bedroom is negative w.r.t. the hallway.
8. Cover headwall and any instruments or furnishing remaining in the room.
9. Install Ram Board or equivalent floor protection material on flooring to remain and to be protected in the patient bedroom and bathroom.
10. Show the prepared room to the COR. Obtain COR/IPC approval.
II. Room Demolition
1. All materials and equipment traveling to or from the work area shall be covered with plastic or a sheet of cloth. Wipe down bins or carts, including wheels, before they leave the anteroom.
2. Turn off supply water to the toilet. Remove and store toilet.
3. From the pony wall, following a grout line, mark with blue tape the dividing line between the tile area to-be-demolished (shower and toilet) and the tile area to-remain (vanity).
4. Show blue tape line to the COR. Obtain COR approval.
5. Obtain masks for silica dust for all staff entering the workspace.
6. Show the silica dust masks to the COR and OSHE. Obtain COR/OSHE approval.
7. Angle grind, with diamond cutting wheel, the tiles (or epoxy flooring) at the boundary of the to-remain area and the to-be-demolished area. The portion of the cut tiles (or epoxy flooring) to remain shall be chip free. The VA can provide replacement tiles to the contractor in case a tile(s) is chipped. Replacement is at no additional cost to the government.
8. Show cut edge to the COR. Obtain COR approval.
9. Remove tiles (or epoxy flooring) in the area to be resloped, the shower and toilet floor area. Minimize sustained noisy activities. Once one tile is removed attempt to pop remaining tiles (or epoxy flooring), minimizing noise. Consider a non-marring plastic chisel scraper (made of high impact resistant nylon plastic composite and designed to absorb hammer blows) or similar tool to minimize noise. Consider a carbon steel blade ice scraper with fiberglass shaft and D-handle to remove tiles and to minimize noise.
10. Remove as needed the existing mortar bed and all underlying materials. Consider a v-groove scraper or nosing scraper with a long handle to minimize noise. Consider a drill with a hole saw bit to remove bed material and to minimize noise.
11. Remove and store the trench drain.
12. Wipe down and HEPA vac the area.
13. Show completed demolition to the COR. Obtain COR approval.
III. Mortar Bed and Water Proofing
1. All materials and equipment traveling to or from the work area shall be covered with plastic or a sheet of cloth. Wipe down bins or carts, including wheels, before they leave the anteroom.
2. Install the new mortar bed.
3. Reinstall the trench drain at the new required height.
4. Confirm with a digital level (or standard level and gauge block) the 1/4” per foot slope toward the drain.
5. Show mortar bed to the COR. Obtain COR approval.
6. Use alkali resistant fabric where necessary.
7. Apply two coats of thin, load bearing, water proofing and crack isolation membrane. Single component. Self-curing liquid rubber. Ensure all new surfaces are covered and the new membrane bonds with existing materials to remain. Leave no voids for water passage.
8. Confirm slope with a digital level (or standard level and gauge block). The 1/4” per foot slopes toward the drain.
9. Show slope and waterproofing to the COR. Obtain COR approval.
IV. Tiling (Tile H1, H3, K2, and K3 rooms. For H2 rooms only install epoxy flooring)
1. All materials and equipment traveling to or from the work area shall be covered with plastic or a sheet of cloth. Wipe down bins or carts, including wheels, before they leave the anteroom.
2. Pre-layout tiles on the shower pan, brickwork vertical pattern. Discuss grout space with the COR.
3. Show pre-layout to the COR. Obtain COR approval.
4. Precut tiles to fit into the shower floor. Use silica dust respirator.
5. Mix thinset.
6. Choose trowel (e.g. ¼” x ¼” square notch trowel) and trowel on one a layer of thinset.
7. Immediately, trowel on more thinset using the square notch edge. Directionally trowel grooves in the same direction.
8. Without tamping, lay tile in approved pattern from step 1.
9. Tamp in a methodical pattern with rubber grout float.
10. Clean off excess thinset.
11. Feel by hand and by a “puck” for lippage. Correct as needed. Use leveling tabs if needed.
12. Clean off, again, excess thinset mortar.
13. Recheck grout joint alignment, use horseshoe shims (e.g. 1/16” or 1/8”) if needed to assist.
14. Clean out the joints of thinset.
15. Grout.
16. Clean off excess grout.
17. Confirm slope with a digital level (or standard level and gauge block). The 1/4” per foot slopes toward the drain.
18. Show new flooring and prove slope to the COR. Obtain COR approval.
