About this file
This is a Feasibility/Program Development Study for fire alarm system replacement at the Internal Revenue Service (IRS) Building located at 1111 Constitution Avenue NW in Washington, DC, submitted to the General Services Administration (GSA) National Capital Region.
The study, prepared by EBL Fire Engineering and submitted on March 11, 2008, addresses the replacement of the existing fire alarm system in the historic 10-level IRS Building (circa 1930) with an estimated total project cost of $18,153,335. The primary objective is to provide GSA decision-makers with documented analysis to define and establish the project's design program, implementation strategy, phasing plan, and budget. Two main recommendations are outlined: Recommendation 1A proposes replacing existing notification appliance devices with ADAAG and NFPA 72® compliant devices (speakers, strobes, and visual notification elements) at an estimated cost of $18,153,355, with modifications to the recently installed analog/addressable fire alarm control panel to incorporate voice evacuation and two-way telephone communications; Recommendation 1B includes the provision of fire fighter telephones throughout the building. The study requires compliance with GSA PBS P100, NFPA codes (including NFPA 72®, NFPA 101®, and NFPA 70®), the International Building Code, and ADA/ADAAG accessibility standards. Implementation is planned in 14 phases occurring after normal working hours (6 PM to 5 AM) to minimize disruption to the occupied building. The design schedule is anticipated to be completed within 8 months, with construction phasing spanning approximately 35 months. The study includes detailed environmental assessments, hazardous material surveys (asbestos and lead-based paint), cost estimates broken down by construction element, and a comprehensive site investigation log documenting existing conditions and system deficiencies.
