About this file

This document is Standard Form 30 (Amendment of Solicitation/Modification of Contract) for the IRS HQ Fire Alarm Modernization Project, accompanied by a Questions and Answers supplement addressing 31 RFIs submitted by potential offerors.

The amendment extends the proposal submission deadline from August 20, 2026 to August 27, 2026 at 4:00 PM Eastern Time. The solicitation number is 47PB5126R0029, issued by the GSA Capital Construction Division (PQA) at 1 World Trade Center, New York, NY 10007, with an effective date of August 11, 2026. The amendment incorporates Government responses to RFIs and makes the following technical documentation available in PDF format: as-built drawings of the existing fire alarm system, test reports, points lists of existing fire alarm devices, and copies of the current fire alarm program. Key clarifications include that GSA has no preferred fire alarm manufacturer or vendor; the contractor must provide three self-performed similar projects to meet technical requirements (subcontractor experience cannot substitute); the project Safety Manager and Superintendent must be two different individuals; the architect-engineer must conduct site surveys after normal government hours; GSA PBS Core Standards apply to all design and construction work; security escorts are required during work; replacement of existing liquid chemical suppression systems in cooking areas is required; the Design-Build contractor's architect/engineer will determine means, methods, and sprinkler modifications; and ground penetrating radar is sufficient prior to drilling new penetrations. Current service contractors for reference include Kinetix Fire and Life Safety Experts (fire alarm and sprinkler testing/services) and Quality Elevator Co. (elevator vendor). Storage space, onsite field office accommodations in the main IRS BMO, and parking for one service vehicle will be arranged post-award.
