Diesel Emissions Incentive: Additional information is provided in the NOTE below this table.

Diesel chemical and particulate emissions from all on-site diesel-powered equipment are reduced during construction through retrofitting of equipment, or alternatively, by using a selected percentage mixture of alternative fuels, such as bio-diesel, and conventional diesel in conjunction with idle-reduction practices. The following performance standard ranges correspond to varying disincentives for differing fuel mixtures.

> 10% alternative fuel

50% of diesel-powered equipment is retrofitted with emission control devices, or alternatively, 100% of diesel-powered equipment will utilize an alternative fuel such as bio-diesel,>10%. Idle-reduction practices will be utilized for all diesel equipment.
On-site surveillance by COR or designee and review of monthly Diesel Emissions Report.
An amount of $10,000 will be awarded if 100% of on-site diesel-powered equipment use at least 10% alternative fuel of the total combined fuel requirements. Or 50% of diesel-powered equipment is retrofitted with emission control devices.

Commitment to Local Community Incentive See NOTE

· Expenditures of 50% or greater than the project price

· Expenditures of 35% or greater than the project price

No deviation is allowed.
EPA review of documentation supporting hiring and purchases made in performance of the contract.
An amount of $50,000 will be awarded if expenditures of 50% or greater are Local.

An amount of $20,000 will be awarded if expenditures of 35% or greater are Local.

Construction & Demolition Waste Management
· Divert waste from landfill by finding one or more acceptable alternatives for end uses of the waste: recycling, reuse on site, resale, donation for use on another site. Contractor to propose alternative waste activities.

· Percentages are based on weight.

50% and 75% are the metrics. No other deviation is allowed.

EPA review of documentation via weight tickets and documentation of waste alternative actions.
An amount of $5,000 will be awarded if 50% of waste is diverted from landfill

An amount of $15,000 will be awarded if 75% of waste is diverted from landfill

Additional Diesel Emissions Incentive Information: The contractor shall identify all equipment and vehicles that will use clean or alternative fuels, such as bio-diesel, and report the amount of fuel usage on a monthly basis in the Diesel Emissions Report. The addition or deletion of diesel equipment shall also be included in the ongoing monthly submittals of the Diesel Emissions Report. The contractor shall also reduce emissions from construction equipment during idling. All diesel combustion engines on construction equipment not in active use and on trucks that are idling while waiting to load or unload material shall be turned off if the idling time period exceeds five minutes.

Local Community Incentive: This incentive can be earned by hiring and buying goods and services within the area identified by EPA as the “local” impacted community. EPA encourages the contractor to hire and buy locally.

The following are eligible expenditures towards earning the Commitment to Local Community incentive:

- Subcontracts awarded to small-business firms headquartered or located in the impacted community (within the following four counties in Nebraska: Platte, Colfax, Polk, Butler and in addition, 50 cents on the dollar credit will be granted for purchases and hiring from the state of Nebraska)

- Hiring laborers who are residents of the impacted local region

- Miscellaneous other goods and services purchased from small business vendors who are located within the impacted region

Construction and Waste Management: EPA encourages reducing waste from landfills. There are several methods to reduce waste to landfill. Contractor shall submit their plan for accomplishing this incentive. Note: soil and water is not included in this incentive. It is only construction and demolition related waste. The percentages are based on weight.
