Performance Work Statement (PWS)
Superfund Site 10th Street Remedial Action – Phase II Columbus, NE
I. SITE BACKGROUND PRIOR TO 2012
The 10th Street site consists of two operable units (OU). The actions associated with OU1 consisted of groundwater monitoring with institutional controls (IC) with a contingency for extraction and discharge to the Loup River if the groundwater monitoring results indicated unacceptable risks. At the time of the OU1 Record of Decision (ROD), dated February 1995, the source of the contamination was thought to be two small dry cleaners in the vicinity of the municipal well field.
Groundwater monitoring conducted after issuance of the OU1 ROD detected elevated concentrations of tetrachloroethylene (PCE) and trichloroethylene (TCE) in a monitoring well that had previously been considered a background well for the site. A subsequent investigation conducted in the fall of 1998 indicated a major source of PCE and TCE groundwater contamination emanating from a One Hour Martinizing (OHM) dry cleaning facility over one-half mile upgradient from the original area of contamination. The newly identified source resulted in the designation of OU2.
An Interim Action ROD for OU2 was signed in September 2001 to address the impending threat of the contaminated groundwater plume to the municipal water supply well field. The remedy consisted of an air sparging/soil vapor extraction (AS/SVE) system to address the OHM source area; a groundwater extraction and treatment (GET) system to control plume migration and protect the city municipal well field; and ICs to prevent exposure to the contaminants.
A final OU2 ROD was signed in September 2005 to finalize the site-wide remedy. It called for continuing source area treatment with AS/SVE, continuing plume control with the GET system, added in-situ chemical oxidation to reduce volatile organic compound mass upgradient of the GET system, and limited action (ICs) for the contaminated soils at the three source area properties.
The assessment in the 2010 Five-year Review (FYR) found the remedy was constructed in accordance with the requirements of the RODs. However, it was determined that the remedy, as it currently operates will not be capable of fully meeting the remedial goals. As a result of the 2010 FYR, an amendment to the September 2005 OU2 ROD was signed in December 2012.
The main focus and purpose of the amended remedy is to address soil and groundwater contamination in the three source areas, address groundwater at the former Jackson Services, and Liberty Cleaners source areas, and long-term response actions for the vapor mitigation systems that were installed in 2012, pursuant to a time-critical removal action (TCRA).
II. Current Site Location and Description of Remedial Action - Phase II
The 10th Street Superfund Site (Site) is assigned Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) identification number NED981713837 and is located in Columbus, Platte County, in east-central Nebraska. The Site is located in the south central portion of the City of Columbus in Platte County, Nebraska and is composed of two operable units (OUs).
OU1 includes an area generally south of the Union Pacific (UP) rail line that crosses the central portion of the city and includes the southern municipal well field where contamination was originally identified and the former Jackson Services and Liberty Cleaners source areas. OU2 includes the area north of the UP rail line to the former One Hour Martinizing (OHM) dry cleaning facility, now Prestige Dry Cleaning, located over ½ mile north of OU1. Although OHM became Prestige Dry Cleaning in 2009, it will be referred to as OHM for consistency with previous documents.
The amended remedy as described in the 2012 Amendment to the Record of Decision (ROD) (EPA 2012) is intended to be the final response action to address all contamination associated with the principal threats posed by the three source areas. The three source areas are the former OHM, located at 2262 25th Avenue; the former Jackson Services, located at 960 24th Avenue; and the former Liberty Cleaners, located at 1061 25th Avenue.
Specifically, the amended remedy addresses the source contamination in the unsaturated soils and residual groundwater contamination located at the source areas. The amended remedy for the source area soils is building demolition, excavation of contaminated soil and off-site disposal at all three source areas including demolition of the former warehouse at 1059 25th Avenue, which is adjacent to the former Liberty Cleaners. The alternatives will include placement of a chemical oxidant in the excavation prior to backfilling.
The amended remedy will permanently and significantly reduce the toxicity, mobility and volume of Site contaminants of concern (COCs) through above mentioned actions as well as in situ chemical oxidant (ISCO) and/or biological remediation of residual groundwater.
BASIS OF DESIGN
As described in the amended remedy, this remedial action includes the following elements:
-Building demolition, excavation and off-site disposal of contaminated soil at all three source areas.
-A chemical oxidant will be placed in the excavation prior to backfilling to address residual contaminants of concerns (COCs) in the vadose zone/capillary fringe.
-ISCO application to address contaminated direct-push technology (DPT) at all three source areas.
I. Contaminants
Tetrachloroethylene (PCE), which was used in the dry cleaning process, is the primary contaminant of concern (COC). The VOC contaminant plume consists of PCE, as well as trichloroethylene (TCE) and cis-1,2-dichloroethylene (cis-1,2-DCE) which are breakdown products of PCE. The plume figures in Attachment A show the shallow plume for PCE, TCE, and cis-1,2-DCE based on concentrations of these contaminants above the Maximum Contaminant Level (MCL). The shallow aquifer is historically where groundwater contamination has been most widespread.
II. General Conditions
The Contractor may work Monday through Friday 0700 to 1700 hours. The exception is for the Arby’s work effort, the Contractor may work every day 0700 to 1700 hours.
