1. Comment: Spec section 02 61 13, 3.2.1 says “Soil will be sampled and characterized by others for hazardous waste characteristics before excavation work begins to allow segregation of hazardous soils from non-hazardous soils and disposal as appropriate.” When will these sample results be available to the contractor along with approval to begin excavation work? These are critical to meet the schedule where the Arby’s is impacted by the remediation and should be available at contract award so as to not impact the schedule.
TCLP analysis for VOCs in soil was conducted by EPA after the specifications were prepared. The data are attached. Delete 02 61 13, 3.2 ‘Pre-Excavation Soil Characterization’
2. Referencing Spec section 01 10 00, 3.1, has EPA provided to the contractor “all existing site data” within the solicitation and amendments?
Many investigations have been conducted at the 10th Street Site. EPA has provided the most recent relevant site data for purposes of this contract. See response to comment #1.
3. Spec section 01 43 16, 1.5.3.2.1 says “Groundwater samples shall be collected as detailed in SECTION 02 52 20 … “, however SECTION 02 52 20 (Amendment 1) no longer has any GW samples being collected or analyzed. Are no GW samples to be collected and analyzed involving this spec section 01 43 16, 1.5.3.2.1 CLIN 0026 may be exercised up to four times at 3 monthly intervals at the sampling locations in Table 01 43 16-1. Contractor shall provide one lump sum price for this CLIN.
4. Regarding CLIN 0026, what specification section(s) direct the contractor since SECTION 02 52 20 (Amendment 1) no longer includes GW sampling or monitoring activities?
Section 01 43 16, Paragraph 1.5.3.2 provides the information for the Contractor to perform groundwater sampling and monitoring activities based on the number of groundwater sampling rounds assumed for CLIN 0026.
5. Is the CLIN 0026 Fixed Unit Price to be for one round of groundwater sampling/monitoring as clarified under question 4 above?
See response to Comment #3.
6. Referencing Spec section 01 43 16, 1.5.3.2.2, is the contractor to collect and conduct onsite instrument measurements only on the GW samples listed in 1.5.3.2.3 and under what CLIN? Is the contractor to perform any fixed lab analyses of those samples since section 3.6 says “The EPA laboratory in Kansas City, Kansas, shall be used for fixed-site analyses specified in Paragraphs 1.5.3.2”? Section 3.6 also says, “The Contractor shall procure a laboratory in accordance with Paragraphs 3.6.1 through 3.6.3 herein for fixed-site analyses specified in Paragraphs 1.5.3.1.” which does not include any GW sample analysis.
The Contractor shall collect and conduct onsite instrument measurements on the groundwater samples listed in 1.5.3.2.3 under CLIN 0026.
As referenced in Paragraph 1.6.1, only groundwater monitoring samples shall be submitted to the EPA laboratory under CLIN 0026. The Contractor shall be responsible for procuring laboratory(ies) for analysis of soil samples referenced in Paragraph 1.5.3.1.
The Contractor shall collect confirmation soil samples at the frequency cited in Section 02 61 13. Sample analysis shall be conducted in accordance with the requirements of Section 01 43 16. It is up to the contractor to determine the soil sample analysis needs to meet the objectives of the Performance Work Statement.
7. We expect there is no cost to the contractor for any of the analyses performed by the EPA Laboratory. Is this correct?
Correct.
8. We request an extension of the due date to Monday, August 3rd or later to permit properly addressing your responses to the above questions. If there is additional “existing site data” forthcoming with your response to our question 2, additional time may be required for us to evaluate the data.
No.
