Section M - Evaluation Factors for Award Addendum to FAR 52.212-2

The Government intends to award a firm-fixed-price contract to the responsible offeror whose offer conforms to the solicitation and represents the best value to the Government, price and other factors considered. The evaluation will consist of three factors: Factor I: Mandatory Ship Check, Factor II: Technical Approach, Factor III: Price. Factor I, Mandatory Ship Check, will be evaluated on a Pass/Fail basis. Factor II, Technical Approach, will be evaluated on an Acceptable/Unacceptable basis. Offers receiving a rating of "Fail" under Factor I or "Unacceptable" under Factor II will be considered unawardable and will not be evaluated further.

Among offerors receiving a rating of "Pass" under Factor I and "Acceptable" under Factor II, award will be made to the offeror submitting the lowest total evaluated price.

Non-Price Evaluation Criteria

Factor I: Mandatory ship check -- Pass/Fail

Factor I will be evaluated on a Pass/Fail basis. Offerors shall complete the mandatory ship check (site visit) of Narragansett as detailed in the solicitation. Offerors that receive a rating of "Fail" for Factor I will be considered unawardable and will not be evaluated further.

Factor II: Technical

Factor II, Technical Approach, will be evaluated on an Acceptable/Unacceptable basis. The Government will evaluate the offeror's demonstrated understanding of the requirement and the credibility of its proposed approach for assessing Narragansett and producing useful, accurate, and actionable planning products. The Government will evaluate the offeror's approach to: assessing the vessel's existing condition; developing drawings that accurately reflect actual shipboard conditions and support subsequent planning; and developing the bills of material (BOMs), and labor, material, cost, and schedule estimates. Offerors receiving an overall rating of "Unacceptable" for Factor II - Technical Approach will be considered unawardable and will not be evaluated further.

Factor III -- Price

The Government will evaluate the total evaluated price of each offer, including all required contract line items, as applicable. The Government may use price-analysis techniques, including comparison of prices received in response to the solicitation, comparison with historical prices, comparison with market information, and comparison with the independent Government estimate. The Government may request clarifications or supporting information reasonably necessary to evaluate the reasonableness of the offered price. Failure to provide requested information may result in the offer being eliminated from consideration for award.
