About this file
This is a Questions and Answers document for federal contract solicitation N0018927QL008, TSV4 Narragansett Messing and Modernization, issued by the Department of the Navy Naval Supply Systems Command. The document addresses procedural inquiries regarding site visit logistics and organizational conflicts of interest related to the engineering phase of work.
The Q&A clarifies that prospective vendors must attend at least one of two scheduled site visits at Colonna's Shipyard in Virginia Beach, Virginia, with notification of attendance required by 4:00 PM EST on October 22, 2026. All attendees must meet at Colonna's Pass Office at 0930 EST on their visit date to obtain access badges upon presentation of valid government-issued identification. Personal protective equipment requirements include hard hats, safety glasses, and steel-toed safety shoes. Regarding future competition, the document confirms that award of the current engineering RFQ for development of drawings and Bill of Materials will not automatically preclude the successful offeror from competing on a subsequent production RFQ. The Government intends to provide Government-approved technical requirements to all prospective offerors on an equal basis in any future production solicitation and reserves the right to evaluate and address organizational conflicts of interest in accordance with applicable procurement regulations.

Questions and Answers 1.) Q: Can you advise on badge pickup procedures and timing for each date? We have also sent the Colonna access list to Colonna's Shipyard as the form instructs A: Please see amendment 2. On the day of the site visit, all attendees shall meet at the Colonna’s Pass Office at 0930 EST for issuance of access badges by Colonna’s personnel. The site visit POC will meet all attendees at the Pass Office and escort them to the site visit location. The Pass Office is located directly across the street from the Colonna’s Main Shipyard entrance. Attendees shall present a valid form of government-issued identification (driver’s license, passport, or state identification card) to obtain access.
2.) Q: Please also confirm the visit date and time and provide any applicable check-in, identification, or personal protective equipment instructions.
A: Please see the solicitation for full site visit details. IAW the solicitation, “perspective vendors shall attend at least one (1) of the two (2) site visits.” “Prospective vendors shall notify the points of contact (POCs) identified of the site-visit date(s) they intend to attend by 4:00 PM EST on 10/22/2026.” In reference to PPE, amendment 1 states “all personnel attending the site visit shall be required to have a hard hat, safety glasses and steel toe safety shoes in order to attend the site visit.” Amendment 2 states “On the day of the site visit, all attendees shall meet at the Colonna’s Pass Office at 0930 EST for issuance of access badges by Colonna’s personnel. The site visit POC will meet all attendees at the Pass Office and escort them to the site visit location. The Pass Office is located directly across the street from the Colonna’s Main Shipyard entrance. Attendees shall present a valid form of government-issued identification (driver’s license, passport, or state identification card) to obtain access.”
3.) Q:The current RFQ is limited to engineering services and development of the drawing package, with a separate RFQ anticipated for the subsequent production effort, including material procurement, removals, and installations. Please confirm whether award of the engineering RFQ would preclude the successful offeror from proposing on or receiving an award under the subsequent production RFQ, including any restrictions related to organizational conflicts of interest (OCI).
A: Award under the current RFQ will not, by itself, automatically preclude the successful offeror from competing for a future production requirement. The Government anticipates reviewing and approving the drawings, specifications, and BOM developed under this effort before their use in any subsequent production solicitation. To the extent a future production solicitation is issued, the Government intends to provide the applicable Government-approved technical requirements to prospective offerors on an equal basis. The Government reserves the right to evaluate and address any OCI identified in connection with a future production solicitation in accordance with applicable procurement regulations.
