About this file

This is a site visit template and attendance requirement document for Solicitation N0018927QL008, TSV4 Narragansett Messing and Modernization. Attendance at a mandatory ship check (site visit) is a prerequisite for all prospective vendors submitting offers. Vendors must attend at least one of two site visits scheduled for 10:00 AM EST on October 27, 2026, or October 29, 2026, at Colonna's Shipyard, 400 E Indian River Road, Norfolk, VA 23523. Failure to attend either date will result in automatic disqualification and rejection of any submitted offer without evaluation. No follow-up visits, additional vessel access, or alternative dates will be provided.

Vendors requiring sponsorship for facility access must submit completed SECNAV 5512 Form (Attachment 1) and Colonna's Access Request List (Attachment 2) by 4:00 PM EST on October 22, 2026, to the identified points of contact: Lorna Mohney, Ivy Cuffee, or Veal Pope. Vendors without sponsorship requirements must still submit the access request list and notify the POCs of their intended visit date(s) by the same deadline. Each vendor is limited to two representatives for the site survey, and only pre-approved personnel listed on the access request may attend due to base security requirements. All attendees must assemble at the facility entrance on the day of the visit and await escort; failure to obtain badge access will prohibit attendance. The site visit is solely for observation and familiarization with existing messing, berthing, stateroom, and sanitary space conditions, dimensions, layout, and access limitations. Questions will not be answered during the visit but will be documented and answered in writing, posted to SAM.GOV, and incorporated into any resulting solicitation amendments.
