About this file
This is a Statement of Work (SOW) for the P-8A Operational Flight Trainer (OFT) Projection System Upgrade, establishing contractor tasks for modifications to OFT systems located at Naval Air Station Jacksonville, Florida; Naval Air Station Whidbey Island, Washington; and Royal Australian Air Force Base Edinburgh, South Australia. The project encompasses upgrading projection systems on 19 total Operational Flight Trainer devices (10 at NAS JAX, 7 at NAS WHI, and 2 at RAAF Edinburgh) to a common hardware and software baseline while maintaining compatibility with existing OFT interfaces and operational requirements.
The contractor shall design, fabricate, install, integrate, test, and deliver the complete projection system upgrade, including removal and replacement of existing Out-the-Window projectors, associated mounting hardware, sensors, mounts, cables, blackout systems, lenses, and blending mechanisms. Key deliverables include Acceptance Test Procedures (CDRL AA01), Software Product Packages (CDRL AA02), Product Engineering Design Data and Associated Lists (CDRL AA03), Requirements Traceability Verification Matrix (CDRL AA04), Technical Manuals, and corresponding RAAF-specific CDRLs. The contractor must comply with cybersecurity requirements per DoDI 8510.01 Risk Management Framework and NIST SP 800-53, with security categorization of Confidentiality=Moderate, Integrity=Moderate, and Availability=Low. The project includes multiple technical interchange meetings, test readiness assessments, developmental testing (DT-C1), integration testing (IT-C1), physical configuration audits, and integrated logistics support verification. Testing phases include government-led and contractor-led execution of comprehensive acceptance test procedures, defect review boards, and regression testing. The contractor must also provide operator training courses (75 percent classroom, 25 percent hands-on), perform pre-modification inspections, manage supply chain risk through Bill of Materials documentation, handle disposal of excess trainer materials in compliance with federal and Australian regulations, and obtain CMMC certification. No specific response dates, award dates, or pricing information is contained within this SOW document.
