About this file

This is a Government Responses to Questions and Answers (Q&A) document for the P-8A Operational Flight Trainer (OFT) Projection System Upgrade contract solicitation (N6134026R1010-1). The Department of the Navy Naval Air Warfare Center Training Systems Division is seeking contractors to design, fabricate, install, integrate, test, and deliver a projection system upgrade for both United States Navy and Royal Australian Air Force operational flight trainers. This is a Small Business Set-Aside Commercial Competition with an anticipated 24-month Period of Performance from contract award. Government Furnished Information will be provided after contract award, including existing Visual Display System data per PRF 260087 and the existing Aechelon pC-Nova Nucleus 10.X Image Generator specification.

Key technical clarifications include: projector performance is 60Hz with no additional thresholds specified; the existing alignment system was provided by Rockwell Collins (Christie Alignment Software), not Scalable; current projectors do not simulate infrared spectrum; power requirements include 110V, 60Hz for USN and 230-240V, 50Hz for RAAF via the OFT's main power distribution panel protected by UPS; and existing ethernet cables run approximately 230 feet from the computer room to the furthest OFT. The contractor is responsible for disposing of excess trainer hardware impacted by the projector upgrade scope. Submission requirements include Volume 1 Technical Narrative limited to 20 pages addressing four specified elements, with all graphics and tables included within the page limit; Volume 2 Past Performance using attachments L-2, L-3, and L-4 as independent files; and Attachment L-1 Cross Reference Matrix excluded from page counts. All proposal files must be submitted in separate folders per volume with no zip files allowed, and live hyperlinks or cross-references between proposal sections are prohibited.
