1.2. PROJECT BACKGROUND

The Robert F. Kennedy Building, also known as Main Justice, is listed as historically significant in the GSA/NCR listing of historic properties and is listed on the National Register of Historic Places. It was designed by the Philadelphia architectural firm of Zantzinger, Borie and Medary. The building was constructed all at once rather than in stages like similar federal buildings constructed in the 1930's.

The foundations were completed in 1932 and steel, limestone enclosure and roofing were completed in 1933. The most unusual aspect of the construction is the concrete mosaic ceilings above entrances and vehicular portals. The most conspicuous feature of the building is the extensive use of aluminum.

The building's doors, elevators, railings and balustrades, the central court fountain, the 1,908 windows and 10,696 light fixtures are all of aluminum. Also noteworthy are the 57 sculptural elements designed by C. Paul Jennewein. GSA completed the final phase to modernize this historic building in 2004.

The Department of Justice serves as legal counsel for the nation. It represents the citizenry in enforcing the law in the public interest. Through its thousands of lawyers, investigators, and agents, the Department plays the key role in protection against criminals and subversion, ensuring healthy business competition, safeguarding the consumer, and enforcing drug, immigration, and naturalization laws.

The building has a Security Level 5 rating. The General Services Administration (GSA) owns the building and is responsible for the operations and maintenance of the building. The DOJ is a long-term tenant and plan to remain at this location for the foreseeable future.

h. Elevator Design Coordination: There are thirty two (32) elevators that consists of twenty-six (26) passenger elevators, four (4) freight elevators, and two (2) private elevators serving the building, DOJ- Robert F. Kennedy Jr. Federal Building

(DC0023ZZ). The HVAC systems in each elevator machine room appear to be from the 1992-1994 modernization period, and several units did not appear to be operational. Current codes require the addition of elevator rope grippers to prevent unintended movement in the up direction and may require overhead mounting due to clearance issues in the machine room during any modernization.

The typical passenger and private elevators have Otis gearless traction machines and are operating as designed. They are original to the building, making some components 83 years old. The service cars have geared traction machines that are

25 years old. Gearless permanent magnet A/C machines and regenerative drives shall be provided for all passenger gearless applications and new geared traction machines with A/C drives on geared applications.

The elevator control equipment for all elevators in the Robert F. Kennedy Federal

Building is obsolete by design. Parts availability of the Armor KONE TMS 900 control systems on typical elevators is an inherent problem, being no longer supported by the manufacturer. The two private elevators have a CENTEK, Inc., control system installed by KONE during the period in which the two companies had partnered. The relationship ended, making these units likely to become obsolete soon. In addition, the CENTEK control system lacks remote monitoring capability. Boards no longer are readily available for the KONE TMS900. In addition, the elevator control system for the 26 passenger and 4 freight elevators has exceeded its expected life. The HVAC systems in each elevator machine room appear to be from the 1992-1994 modernization period, and several units did not appear to be operational.

There are 15 elevator machinery rooms (EMRs) in the RFK Building; 9 serving passenger elevators; 1 serving the 2 private elevators; 4 serving the 4 freight elevators and 1 serving the 2-level hydraulic elevator. There are two A/C system types cooling the rooms. The passenger, private, and hydraulic EMRs are cooled by self-contained A/C units, water cooled by an ethylene glycol distribution system with the heat rejection at rooftop mounted dry coolers. The freight elevator EMRs are cooled by through-the-wall packaged terminal air conditioning (PTAC). The systems were installed in the 1980s and have reached the end of their useful life, typically 25 years. The systems, when installed, were adequately sized. However, time and controller changes have rendered the systems ineffective. It is

June 5, 2023 17 of 69

Washington, DC. 20530 recommended that the existing cooling systems be removed, and new systems installed. The Design-Build contractor shall check with the GSA PM and NCR

Historic Preservation Officer to ensure that any exterior architecturally historical elements such as OA louvers, fenestrations, railings, and exterior trims are identified and preserved as applicable.

This design-build project requires that sump pumps be added to the elevator pits that will be tied into the emergency power systems to ensure reliability and reduce risk of flooding. Emergency power systems will be incorporated into servicing the elevators, the elevator machine room cooling, the sump pumps, and the lighting

(as required) to meet the current codes when modernization or other significant work in these areas is undertaken. The electrical scope of work will require new power to major elevator and mechanical equipment. To meet code, the incorporation of new energy-efficient low-maintenance LED lighting into both the elevator machine rooms and the pits and the upgrading of power outlets to GFCI is recommended during modernization.

Several elements of fire protection will be required as part of the elevator modernization, summarized as follows: elevator recall, fire and smoke alarm/detection, and fire suppression. These systems do not exist, so to meet code requirements, they will need to be added at the time of modernization or other significant renovations that touch these areas. These will be required to meet the

Elevator & Escalator Safety Code ASME/ANSI A17.1, IBC, GSA P-100, and NFPA (13, 70, 72, and 101). This building is taller than two stories, which means that the recall will have to be integrated into the fire alarm system. The current system is lacking an integrated recall system and will need to be incorporated. The new sprinkler work will meet the most recent codes at the time of contract award. This work will include demolition of the existing machine room and shaft sprinkler protection system and replacement with new as required by code.

The elevator shafts are masonry and considered to provide fire rating.

Reconstruction of the shafts would not be feasible given the historical context of this building. The designer of record for the modernization will need to perform a comprehensive survey to make required corrections at the time of the modernization. The D-B contractor shall perform a survey of the existing elevator machine rooms. In summary, there are 15 elevator machine rooms (EMRs) in the

RFK Building; 9 serving passenger elevators; 1 serving the 2 private elevators; 4 serving the 4 freight elevators and 1 serving the 2-level hydraulic elevator.

Throughout the building, there are two A/C system types cooling the rooms. The passenger, private, and hydraulic EMRs are cooled by self-contained A/C units, June 5, 2023 18 of 69

Washington, DC. 20530 water-cooled by an ethylene glycol distribution system with the heat rejection at rooftop mounted dry coolers. The freight elevator EMRs are cooled through the wall packaged terminal air conditioning (PTAC). Currently, the PTACs are not part of the BAS, however, all of the EMR AC systems shall be required to be integrated into the BAS at the time of elevator modernization
