About this file

This file comprises inspection reports documenting tank repair work conducted at Cincinnati/Northern Kentucky International Airport (CVG), operated by the Kenton County Airport Board, on a 2-million gallon partial below-ground open-top concrete sludge holding tank located in Hebron, Kentucky. The inspection reports, prepared by NACE Certified Coating Inspector Gregory Charles Hardig Sr. (Level-3, Cert #3494), cover repair and lining work performed on September 21, 26, and 27, 2022. The scope of work includes tank wall cap repairs, wall gunnite repair inspection, and floor liner repairs involving surface preparation through abrasive blasting, crack repair using CIM-EMT primer for cracks smaller than a fingertip and concrete repair cement for larger areas, and application of CIM (Ceramic Inorganic Metal) coatings. The tank, originally constructed in 2003, required water extraction from the floor before liner repairs could proceed. Environmental safety protocols, including job safety analysis (JSA) and air quality monitoring (20.8% oxygen levels), were documented throughout the inspection process.

The related contract opportunity seeks bids for Tank Inspections & Repairs & On-Call Services from the Kenton County Airport Board, with questions due by 11:59 p.m. on Monday, May 11, 2026, answers to be posted by Thursday, May 14, 2026, and bids required by Thursday, May 21, 2026 at 2:00 p.m. The inspection reports provide historical documentation of previous repair methodologies, material specifications, and inspection protocols that may inform bidders' proposals and technical approaches for this procurement. Kenton County Airport Board 2-Mil-partialBelow-ground open top Concrete Tank repair Inspection Report 9-21-2022

General:

The plan for the day is to Inspect and report on the repairs of the tank wall cap, the wall gunnite repair, and the floor liner repair in the 2m Sludge Holding located near the wast water treatment plant.

Environmentals were recorded. Air quality was good with 20.8/oxygen.

With JSA and a meaningful discussion on safety and the plan for entering the tank, I made entry.

The tank was constructed in 2003.

The area between the two lined from the first platform up to just above the top of the scaffolding is where the Gunnite repair has been chipped out and abrasive blasted.

As the contractor works on abrasive blasting the tank wall cap. Some cracks have been discovered.

The repair method for the cracks is if they are smaller than a fingertip, they will get the CIM-EMT primer followed by the CIM.

It is noted that this is also the location of where one of the tether cables is mounted for the floating aeration pump on the inside of the tank.

In one location, a larger spot was uncovered during the abrasive blasting. This spot will be formed with Masonite, then an acrylic bonding agent will be applied to the old concrete. Then the concrete repair cement will be mixed fortified with the bonding agent and troweled into place. Once dry, it will be primed and topped with the CIM.

Respectfully submitted.
