About this file
This file contains two interior inspection reports prepared by NACE Certified Coating Inspector Gregory Charles Hardig Sr. for the Kenton County Airport Board's 2-million gallon above-ground concrete digester located in Hebron, Kentucky, at Cincinnati/Northern Kentucky International Airport (CVG). The first inspection, dated August 4, 2023, documented the general condition of Digester #1's interior, including surface preparation with grout and sand broadcasting, application of a surface conditioner, and installation of a 60-mil coating using a cement-based material (CIM). The second inspection report, dated September 8-10, 2025, detailed the discovery and repair of a vertical wall crack on the east-north-east side of the tank that was approximately 10-12 inches wide and 10 feet tall. The crack repair process involved removal of corroded steel reinforcement, abrasive blasting, application of crack filler, primer, and two lifts of CIM trowel-grade coating totaling 65-100 mils. Both inspections were commissioned by Scott Thacker, Sr. Manager Environmental Operations at CVG.
The inspection reports serve as supporting documentation for the related Kenton County Airport Board contract opportunity for Tank Inspections & Repairs & On-Call Services, with questions due by May 11, 2026, and bids due by May 21, 2026 at 2:00 pm. The reports demonstrate the scope and complexity of work required for the tank's ongoing maintenance and restoration, including interior access procedures, safety protocols (JSA and gas monitoring), detailed photographic documentation of work progress, material specifications, and batch number recording. The inspector's qualifications included NACE Level-3 certification (expiring April 2025) and affiliation with Corrosion Protection Resources LLC, indicating the specialized expertise required for this infrastructure project.

General:
The plan for the day is to inspect the General condition of the #1 Digester 2-Mil Above-ground tank Interior.
With JSA and a meaningful discussion on safety complete, we are using a 5x gas air monitor to find the tank safe for entry.
The workers mixed the grout poured it out and then troweled it evenly onto the surface. They then broadcast sand into the top to aid in the adhesion of the CIM.
Workers mixed the CIM and first applied the surface conditioner, then poured out and using a notched squeegee applied the 60/mil coating.
It is noted that there was some slight outgassing, but it will not effect the abrasion resistance service.
Please feel free to reach out with any questions.
Respectfully submitted.

Kenton County Airport Board 2-Mil Above-ground Digester # 1 Interior Wall crack Repair Inspection Report 9-8-2025
9-8-2025 General:
The plan for Digester #1 2-Mil Above-ground tank it to repair the open and spalled vertical wall crack noticed by CVG work crew.
With JSA and a meaningful discussion on safety complete, the crew began lowering scaffolding down into the tank. Two towers were setup.

We made safe entry and walked to parameter visually inspecting the walls for cracks.
The crack was swelling and raised from the rest of the surface of the interior wall on the east-north-east side of the tank
Scaffolding was built

We sounded it first with a hammer and then a chain. It appears to be about 10 to 12“ wide and about 10’ tall.
We put a pry bar in the center, and the surface concrete easily gave way. This the right side of the soft steel.

The steel was heavily corroded and not adhered to the exterior concrete.
The center of the crack is over a lap joint in the steel.
We pealed the loose lap steel and behind it was duct tape.

September 10-2025 We consulted the material supplier technical rep. He recommended that we cut out the loose corroded steel.
Abrasive blast the steel and surrounding, then contour and base fill the edges using 615CF crack filler.
Apply the EMT primer to the cement. Finish the repair with two lifts 70 to 80 mils each CIM Trowel grade.
