About this file
This is Amendment 1 to RFQ 482107, which documents questions and answers issued during the solicitation period for a Firm-Fixed-Price traffic study at Brookhaven National Laboratory (BNL).
The traffic study encompasses 29 miles of paved roadways within a BNL-designated study area shown on an attached map. The scope requires evaluation of existing traffic conditions with prioritization of recommendations based on expert judgment, accounting for high-traffic areas and non-compliances. The study excludes traffic evaluations at intersections with public roadways such as William Floyd Parkway and Express Drive North. Offerors may propose multiple labor categories beyond the identified Project Manager/Professional Engineer category, with each labor category calculated as a fully burdened hourly rate multiplied by 200 hours. All proposed labor categories must be clearly identified with corresponding qualifications and rates. The completion schedule for the study is 6 weeks from contract award. BNL anticipates awarding to one firm. The original quotation due date was extended to close of business on August 17, 2026. Existing traffic signal timing information is not available to support proposal development. Enclosure C contains the quotation pricing sheet template, and proposals must follow the Firm-Fixed-Price format outlined in the Statement of Work and draft contract.

Amendment 1 – RFQ 482107
RFQ 482107 - Request for Information (RFI) The following questions were received during the solicitation period. BNL responses will be provided below each question and issued to all prospective bidders.
Question 1 The RFQ indicates that the traffic study will take place within a 'BNL-designated study area.' This designated area is not identified in the RFQ. Please provide a definition of the BNL-designated study area (e.g., specific area, number of intersections, or roadway length).
BNL Response: See attached for the BNL Map associated with the study area. It would be inclusive of the 29 miles of paved roadways.
Question 2 Enclosure C identifies one labor category as Project Manager/Professional Engineer. Is this intended to cover only the Project Manager/Professional Engineer or all personnel? Can additional labor categories be added?
BNL Response: Additional labor categories can be considered based upon the amount of staff needed to complete the study within the designated timeframe.
Enclosure C identifies the PM/PE labor category for purposes of proposal evaluation. The contract, however, is not limited to the PM/PE labor category. Offerors may propose additional labor categories, as appropriate, to support performance of the required traffic engineering services.
Any additional labor categories should be clearly identified in the proposal and include the corresponding qualifications and proposed labor rates. The PM/PE labor category must remain separately identified to facilitate the evaluation of proposals in accordance with the solicitation requirements.
Question 3 Please confirm how to complete the calculation for the labor category. Is this intended to be one fully burdened hourly rate multiplied by 200 hours?
BNL Response: Yes, please see response to question 2.
Question 4 The delivery period for the traffic study is listed as five weeks in Enclosure A while Attachment 1 identifies six weeks. Please confirm the required completion schedule for the Firm-Fixed-Price Traffic Study.
BNL Response: 6 weeks will be allotted for the traffic study to be completed and a report to be generated meeting the expectations of the solicitation.
Question 5 Please confirm whether the quotation submission deadline is Close of Business (COB).
BNL Response: Yes, close of business.
Question 6 Please confirm the number of firms BNL anticipates awarding under this RFQ.
BNL Response: 1 firm.
Question 7 Please confirm what is included in the study area.
BNL Response: Refer to Question 1 and the attachment. It includes 29 miles of paved roadways.
Question 8 Please confirm whether the initial scope is limited to analyzing existing conditions or if there is a proposed project associated with the study.
BNL Response: The study should contain an evaluation of existing conditions, with a prioritization for recommendations based upon expert judgement, accounting for high traffic areas and non-compliances.
Question 9 The Statement of Work, Draft Contract (Enclosure A), and Quotation Pricing Sheet (Enclosure C) require a Firm-Fixed-Price proposal for the Traffic Study. However, the study area is not defined, making it difficult to establish a Firm-Fixed-Price proposal and compare quotations on an equal basis. Is additional information available regarding the scope of the Traffic Study to support proposal development and evaluation?
BNL Response: Refer to Question 1.
Question 10 Is there any additional information available regarding the nature of the Traffic Study that may be used to inform the assumptions, technical approach, and pricing for the Firm-Fixed- Price proposal?
BNL Response: Refer to Question 1.
Question 11 Given the questions regarding the definition of the Traffic Study, will BNL consider extending the quotation due date?
BNL Response: Yes. The quotation due date is extended to COB 8/17/2026
Question 12 Please define the geographic limits of the study area.
BNL Response: Refer to Question 1.
Question 13 Are traffic evaluations of intersections with public roadways (e.g., William Floyd Parkway and Express Drive North) to be included in the traffic study?
BNL Response: No.
Question 14 Are all intersections within the BNL campus to be included in the evaluations?
BNL Response: All paved roadways are to be included in this evaluation. Refer to Question 1 and the map attached.
Question 15 Is existing traffic signal timing information available?
BNL Response: No.
