This is a Statement of Work (SOW) for traffic study and safety consulting services to be provided to Brookhaven National Laboratory (BNL). The contractor shall deliver one comprehensive traffic study on a firm-fixed-price basis within a BNL-designated study area, encompassing all labor, supervision, travel, field observations, data collection, engineering analysis, report preparation, and supporting documentation. The firm-fixed-price study scope includes traffic volume and vehicle classification counts; queue length, delay, crash history, speed, and signal timing evaluations; sight distance and pedestrian/bicycle observations; roadway geometry and traffic control device reviews; and evaluation of engineering alternatives with written findings, conclusions, recommendations, alternative designs, and supporting calculations.
Additional on-call consulting services shall be provided on an hourly basis, including reviews of traffic control devices and roadway modifications, temporary traffic control and detour plans, technical memoranda and engineering recommendations, interpretation of standards (MUTCD, AASHTO, NYSDOT, ADA), and traffic engineering evaluations to support decision-making. All engineering services must comply with MUTCD, AASHTO guidance, NYSDOT standards, ADA Accessibility Guidelines, and applicable Federal, State, and local requirements. Work shall commence within two weeks of award, with the firm-fixed-price study completed within six weeks unless otherwise approved by BNL's Technical Representative. Deliverables include a comprehensive traffic study report requiring BNL acceptance, technical memoranda and engineering recommendations requiring BNL review, concept drawings and cost estimates as requested, and an annual summary. Weekly status updates and immediate notification of any issues affecting cost, schedule, or technical performance are required communication deliverables.
