About this file

This is a Single Source Justification document for a Department of Veterans Affairs (VA) project at the Chillicothe VA Medical Center. The document justifies a single-source procurement for Fire Detection/Mass Notification System components from Simplex-Grinnell for the Renovate Primary Care Project 538-24-100. The justification emphasizes the need to maintain consistency with the existing campus fire detection system, preserve the current warranty, and ensure patient and staff safety. Key reasons include the existing infrastructure being a Simplex-Grinnell system, the potential risks of using alternative systems (such as increased notification times and potential system incompatibility), and the additional costs associated with changing the current system. The document is signed by the Contracting Officer and is effective from 11/15/2024, covering a procurement under the Simplified Acquisition Threshold (SAT) of $250,000.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID# 36C250-25-AP-1244

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C250-25-AP-1244

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chillicothe VA

Medical Center. Project 538-24-100 Renovate Primary Care. This project is to renovate the first floor of Building 31, Primary Care. This J&A addresses the Fire Detection/Mass Notification System required.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

A portion of purchase for the Construction project 538-24-100 “Renovate Primary Care” specifies brand-name items. Per FAR 6.320-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the brand name items are required to maintain consistency with equipment currently installed at the facility - Simplex Grinnell. Chillicothe VAMC requires any component added to the Fire Detection/Mass Notification System be Simplex-Grinnell 4100U as noted in the project drawings and Specification 28 31 00 Fire Detection and Alarm. At the end Estimated Cost: $----.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

A. The existing VAMC Chillicothe campus Fire Detection/Mass Notification is a

Simplex-Grinnell System.

B. Consistency with Simplex Grinnell equipment is imperative for continued communications with the current Fire Detection System/Mass Notification System.

C. Alteration of the current Simplex-Grinnell equipment by an uncertified Simplex- Grinnell installer will void the manufacturer’s comprehensive warranty program.

Installation of components other than Simplex-Grinnell voids the warranty for the Simplex-Grinnell Fire Detection System/Mass Notification System. In order for this warranty program to remain in effect, the contractor installing the Simplex Grinnell equipment must be certified by the manufacturer. This does not limit the ability for multiple vendors to provide the work, Simplex-Grinnell does not limit availability on a territorial basis. There are numerous Simplex-Grinnell certified vendors who provide work described.

D. Simplex-Grinnell is the only system that may be used. Using a system other than Simple-Grinnell negatively impacts patient/staff safety. A multiple mass notification system process produces increased notification times of hazards/emergencies and raises the risk of confusion for staff and patients.

E. Moving away from the current, Simplex-Grinnell fire alarm and mass notification system adds cost to the project. If a different system is procured, the existing Simplex-Grinnell system would need to be replaced with a new system. The new system would need to be installed and the existing head end units to control the system would require replacement. On top of extra installation and replacement costs, there would be additional cost incurred to add another maintenance service contract for maintaining the newly, installed system.

F. Finally, if another system was connected to the existing Simplex-Grinnell system or a non-Simplex-Grinnell certified contractor attempted to connect another system to it, the existing warranty on the system could be voided, potentially costing more money down the road.

4. Description of market research conducted and results or statement why it was not conducted:

The Simplex Grinnell equipment has been approved for the VA system and installed across campus and the network needs to maintain standardization in order to work efficiently and maintain the existing warranty. Also the Simplex-Grinnell equipment can be purchased from numerous certified vendors.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
