About this file
This document is a Single Source Justification (SSJ) for a simplified acquisition procedure at the Chillicothe VA Medical Center for the Renovate Primary Care project (538-24-100). The justification seeks to purchase AMAG Electronic Access Control hardware and software for the first floor of Building 31, with the specific requirement to maintain campus-wide security system standardization. The VA determined that only AMAG brand equipment can be used due to existing infrastructure, warranty considerations, and the need for consistent security across the facility.
The procurement is being conducted under FAR 13.106-1 for purchases over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT) of $250,000. Key justification points include the existing AMAG Homeland Security Edition system installed across campus, the requirement for consistent communication and security, and the potential risks of introducing incompatible access control systems. The document was digitally signed by the Contracting Officer on 2025.04.10, with an effective date of 11/15/2024, and is associated with Acquisition ID# 36C250-25-AP-1244.

Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-25-AP-1244
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Chillicothe VA
Medical Center. Project 538-24-100 Renovate Primary Care. This project is to renovate the first floor of Building 31, Primary Care. This J&A addresses the AMAG Electronic Access Control required.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
A portion of purchase for the Construction project 538-24-100 “Renovate Primary Care” specifies brand-name items. Per FAR 6.320-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the brand name items are required to maintain security at the facility – AMAG Electronic Access Control System. Chillicothe VAMC requires all electronic access control hardware and software to be AMAG as noted in the project drawings and Specification 28 13 00 Physical Access Control System. Estimated Cost: $-----.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Chillicothe, Ohio VAMC’s existing electronic access control equipment is comprised of an AMAG Homeland Security Edition system which has been installed across campus. It is imperative that the continued communication of the System be consistent for the continued security and safety of patients and staff. If the system is not compatible, improper access could be gained to controlled areas jeapordizing patients and staff. Additionally, this equipment is covered by a comprehensive warranty program and connection of other system hardware voids the warranty.
Finally, this equipment must be installed by a contractor certified by the manufacturer and connection of other systems would not guarantee that an AMAG certified installer completed the work. Additionally, the two systems may not be compatible resulting in additional costs to Chillicothe VAMC as we’d have to construct, operate, and maintain two separate physical access systems.
4. Description of market research conducted and results or statement why it was not conducted:
The AMAG equipment has been approved for the VA system and installed across campus and the network needs to maintain standardization in order to work efficiently. Also the AMAG equipment can be purchased from numerous certified vendors.
