About this file
This is a Subcontractor Summary Worksheet instruction and template document issued by the City of St. Petersburg for use in competitive bidding processes. The worksheet requires prime contractors to identify and disclose all intended subcontractors before bid submission, with restrictions allowing up to 80 percent of contract work to be subcontracted for shelter-related projects. The document specifies that subcontractors cannot be changed or substituted after contract award and the pre-construction meeting, except under defined circumstances including failure to execute contracts, lack of appropriate licensing, bankruptcy, ineligibility, unsatisfactory work performance, or substantial project delays. All submissions must include the subcontractor's complete legal name, primary business address, project supervision contact information, trade classifications, and subcontract amounts. The worksheet emphasizes that Small Business Enterprise (SBE) subcontractors used to meet SBE participation requirements must be replaced with other SBE subcontractors if changes occur, unless the prime contractor demonstrates compliance through alternative means. Only first and second tier subcontractors are permitted unless contract documents specify otherwise.
The document provides a standardized format for tracking subcontractor additions and deletions with associated reason codes and city approver documentation. Requests to modify the subcontractor list after award must be submitted in writing to the City's Procurement & Supply Management office, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org. The template includes fields for calculating total subcontract amounts against the allowable subcontracting percentage and contract total, enabling the City to verify compliance with subcontracting limitations. This worksheet is mandatory for all bid submissions and applies to City of St. Petersburg projects where subcontracting is contemplated.
