About this file

This is a Subcontractor Summary Worksheet instruction document issued by the City of St. Petersburg, Florida, applicable to a shelter bid project. The document establishes the framework for prime contractors to identify and list all intended subcontractors prior to bid submission. The worksheet requires prime contractors to provide detailed information for each subcontractor, including legal name, business address, contact information for the project supervisor, tier classification, trade classifications, and subcontract amounts. The City of St. Petersburg permits up to 80 percent of the contract work to be subcontracted for this shelter project, with only first and second-tier subcontractors permitted unless otherwise specified in the contract documents.

Subcontractor substitutions are prohibited after the prime contractor is awarded the project and the pre-construction meeting is held, with exceptions limited to specific circumstances including subcontractor failure to execute a contract, lack of appropriate licensing, bankruptcy, ineligibility, failure to perform, substantial unsatisfactory performance, or substantial delays to project progress. Small Business Enterprise (SBE) or Minority and Women-owned Business Enterprise (MWBE) subcontractors used to meet SBE percentage requirements must be replaced with another SBE subcontractor if substituted. All subcontractor changes must be submitted in writing to the City's Procurement & Supply Management department at Stephanie.Swinson@stpete.org. The worksheet must be completed and submitted with the bid, or if no subcontractors will be used, a written statement to that effect must be provided.
