About this file
This is a Subcontractor Summary Worksheet template issued by the City of St. Petersburg, Florida, designed to document and manage subcontractor participation in city construction projects. The worksheet requires prime contractors to identify all intended subcontractors, including their legal names, business addresses, contact information, and the specific trade classifications for which they will be subcontracted. Bidders must complete and submit this worksheet with their bids, and it serves as the official record of subcontractor utilization throughout the project duration. The document specifies that subcontractors cannot be changed or substituted after the prime contractor is awarded and the pre-construction meeting is held, except under seven specific circumstances: subcontractor failure to execute a written contract at the specified price, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform the subcontract, substantially unsatisfactory work not in accordance with plans and specifications, or substantial delays or disruptions to project progress.
The worksheet requires identification of subcontractor tier level (first or second tier only unless otherwise noted in contract documents) and SBE or MWBE status if applicable. If SBE subcontractors are used to meet percentage requirements and subsequently replaced, they must be replaced with another SBE subcontractor unless the prime contractor demonstrates that SBE requirements are being met through alternative means. The document includes a total subcontract amount field and calculates the amount allowed to be subcontracted based on the contract value and maximum subcontracting percentage established for the specific project. All requests for subcontractor changes after award must be submitted in writing to the City's Procurement & Supply Management department, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org.
