1 SCOPE
The Contract Data Requirements List (CDRL) establishes the data to be delivered by the Contractor to include the submittal, approval, and distribution requirements of all the data items contained within. The data requirements are listed on the enclosed Department of Defense (DD) Forms 1423, Contract Data Requirements List. The Contractor is legally obligated to meet these requirements because the CDRL is a contractual document and, as such, is binding in and of itself.
2 APPLICABLE DOCUMENTS
The associated Data Item Description (DID) is identified in Block 4 of the enclosed DD Forms 1423. All DIDs are available to the Contractor at the following website http://quicksearch.dla.mil/.

4 DATA ITEM DELIVERIES
4.1 English Language
The Contractor shall prepare all data items using the English Language per FAR 52.214-34, Submission of Offers in the English Language.
4.2 Delivery Dates and Times
The Contractor shall submit data items in accordance with Blocks 10, 11, 12, 13, 14, and 16 of each DD Form 1423, at a minimum. In addition, the Contractor shall submit out-of-cycle updates whenever an update is required due to program activities.
Unless otherwise specified in Block 16 of the DD Form 1423, all references to “days” shall refer to calendar days. The data item must be delivered by 2359 (11:59 pm) Eastern Time (Eastern Standard or Eastern Daylight Time) on the due date in order to be counted as on-time. In the event a data item’s delivery date falls on a Saturday or Sunday, the delivery must be made by the http://quicksearch.dla.mil/
Friday before the weekend to be counted as an on-time delivery. In the event a data item’s delivery date falls on a holiday, the delivery must be made by the last workday before the holiday to be counted as an on-time delivery.
4.3 Tailored Data Items
Tailoring instructions are as described in Block 16 of each DD Form 1423. A letter “T” (e.g., DI-MGMT-80004A/T) added to the end of the DID number in Block 4 of the DD Form 1423 denotes that the DID has been tailored to comply with specific system/program requirements.
The unique tailoring instructions are identified in Block 16 of each affected DD Form 1423.
4.4 Approval of Data Items
An "A" designator in Block 8 of the DD Form 1423 indicates the Government will formally reply to each data item submittal with either (1) an approval, (2) approval with comments, (3) rejection, or (4) disapproval. The Government will respond to all data item deliveries requiring an approval by issuing a Procuring Contracting Officer Letter (PCOL) to, or emailing the Contractor. The Government will respond within sixty (60) calendar days, unless otherwise specified in Block 16. If the Government cannot respond within the sixty (60) calendar days, the Contractor will be notified, and a new suspense date will be established by the Government. If the Government fails to provide a written response to a data item delivery within sixty (60) calendar days of receipt, the data item will be considered approved.
The sixty (60) calendar day response time does not apply to Contract Change Proposals (CCPs).
Any CCP will be reviewed and briefed to the Government Configuration Control Board (CCB) for disposition. After the CCB, a PCOL will be sent apprising the Contractor of the disposition, followed by a contract modification to implement the change, if approved.
The Government will approve a data item with comments if there is a reasonable expectation the data item can be corrected to meet the requirements. The Government will reject a data item if it is determined to be incomplete or inadequate to the point where a comprehensive review cannot occur. The Government will disapprove a data item if, after a comprehensive review, it is determined the data item is not acceptable as prepared.
The Contractor shall submit all data items with conforming marking in accordance with DFARS 252.227-7013, Rights in Technical Data - Noncommercial Items, and DFARS 252.227- 7014, Rights in Noncommercial Computer Software and Noncommercial Computer Software Documentation. Section (f) of these clauses contain an inclusive list of authorized marking legends; any marking other than those specified in these clauses is non-conforming. The Contractor shall correct any nonconforming markings within sixty (60) calendar days. If the Contractor fails to remove or correct such markings within sixty (60) calendar days, the
Government will ignore the markings and may remove or correct, at the Contractor’s expense, all non-conforming markings. The Government will track the expenses to remove or correct the non-conforming markings, and, at the Government Contracting Officer’s discretion, apply a withhold and/or request consideration.
For DD Forms 1423 with an “N/A” in Block 8, Government approval of the content is not required; however, the Government retains the right to reject or disapprove any data item submittal not in compliance with requirements of the contract, DD Form 1423, or DID.
For DD Forms 1423 with the word “BLK16” in Block 8, approval requirements shall be as specified in Block 16.
4.5 Resubmittal of Data Items
If resubmittal of a data item is required, the Contractor shall resubmit within thirty (30) calendar days after the date the Government PCOL is sent, unless otherwise specified in the PCOL. If the Contractor disagrees with the proposed resubmittal requirements, it shall submit its comments in writing to the Government PCO within fifteen (15) calendar days of notification.
When resubmission of a data item is required, the Contractor shall submit complete data items unless otherwise specified in the PCOL. The Contractor shall identify all changes made using a standard tool, such as track changes or a vertical change bar along the side of the change. The Contractor shall update the data item revision number and indicate both on the title page of the data item and in the header of each page of the data item.
The Contractor shall insert a “revision history” page in each resubmitted data item, providing a history of changes made to the data item. The page shall include the following, at a minimum:
• contract reference for the revision (e.g., PCOL, CCP, or modification number)
• a brief description of the changes made
• revision identification letter or number
• revision date.
4.6 Final Submittal of Data Items
For the final delivery against each data item required by the contract or delivery order, the Contractor shall clearly state in its Letter of Transmittal (LT) that the last submittal is being made and that all contractual requirements concerning that data item have been fulfilled. The proper format and required information for the Contractor’s LT is covered in Section 6 below.
4.7 DD Form 250, Material Inspection and Receiving Report Requirements
Block 7 of the DD Form 1423 indicates the required submittal method. The Contractor shall submit data items via a DD Form 250 only if indicated in Block 7. The Contractor shall submit all other data items using Procuring Contracting Office Letter Plus (PCOL+).

4.8 Classified Data Items
In the event a classified data item is required, the Contractor shall contact the Government PCO for the appropriate electronic delivery instructions or mailing address. The Contractor shall submit the data item in accordance with the requirements established by the applicable
DD Form 254, Contract Security Classification Specification. In addition, the Contractor shall submit an unclassified Letter Transmittal (LT) using PCOL+.
5 ELECTRONIC DATA TRANSMISSION
5.1 Procuring Contracting Office Letter (PCOL+)
The Contractor shall submit all data items using PCOL+ unless otherwise directed in Block 14 and Block 16 of the individual DD Form 1423. In the event an alternate delivery method is required, the Contractor shall submit an LT using PCOL+.
5.2 Alternative Delivery Formats
The Contractor shall inform the Government PCO, in writing, if any of its data items cannot comply with the electronic formats specified in the DD Forms 1423. In such cases, the Contractor shall recommend an alternative format for Government PCO approval. The Contractor shall submit any request for an alternative format sixty (60) calendar days prior to alternative format need date.
5.3 Editable Format Requirements
When the Contractor is required to deliver data items in editable Microsoft Excel or Microsoft Project format, the Contractor shall also submit a second, identical copy in PDF format at the same time. The PDF file will be considered the formal data item.
6 METHOD OF TRANSMITTAL
6.1 Required Format (General)
At a minimum, the Contractor shall include the following information on each LT:
• letter date and control number
• Contractor’s address and Point of Contact (POC)
• contract number, delivery order number, Contract Line Item Number (CLIN), and program name
• data item date, control number, and revision number
• data item sequence number (e.g., A028)
• DID number
• data item title and subtitle, as applicable
• reason and frequency of submittal (e.g., draft, final, monthly, update, etc.)
• list of all previous and pertinent correspondence relating to the data item being submitted
• list of distribution addressees identified in Block 14 of the DD Form 1423
6.2 Required Format (Paper)
If a paper copy of the data item must be prepared, the Contractor shall place a complete list of addressees at the end of the letter, annotating the recipients (as identified in Block 14 of the
DD Form 1423), including the LT-only recipients. The Contractor shall submit paper copies on standard 8.5 x 11-inch bond paper. Foldouts are permissible for large tables/flow charts.
7 MODIFICATION OF DATA REQUIREMENTS
7.1 Administrative Changes to DD Forms 1423
During the performance of this contract, the Government PCO may unilaterally accomplish changes to Exhibits A and B and the associated CLINs. Subject changes may include, but are not limited to:
• increase or decrease the number of addressees
• increase or decrease the number of paper copies provided
• change the place of delivery
• change the requiring office for the data item
• other administrative and/or clarification changes
7.2 Changes to Contract Price (Limits & Conditions)
a) The US Government (USG) Procuring Contracting Officer (PCO) may unilaterally may change the place of delivery and the technical office for any line item of contract Exhibits (DD Form 1423), at no change in contract price, notwithstanding the provision of the “Changes” clause of the contract. If there is a change to the place of delivery, the Contractor and the PCO may mutually agree to an extension of the data submittal requirement date.
b) The USG PCO unilaterally may increase or decrease the number of addresses and/or number of copies specified for any data item of the CDRL, at no change in price. Provided that either the increase in the total number of copies for an individual line item of data shall not be greater than one hundred-fifty percent (150%) of the total number of copies initially specified in the CDRL or that (in the case of a decrease in delivery requirements) the decrease in the total number of copies for an individual item of data be greater than fifty percent (50%) of the total number of copies initially specified in the CDRL. In the event of an increase greater than such 150% or of a decrease greater than fifty percent (50%), the parties will negotiate any equitable adjustments in accordance with the provision of the “Changes” clause of the contract.
c) Unilateral actions pursuant to paragraphs (a) and (b) above shall be by the issuance of a USG PCOL followed by a Supplemental Agreement to this contract which will reference the appropriate paragraph 7(a) or 7(b) above of these CDRL General Notes as its authority. Any action directed by this clause shall be put into effect by the Contractor beginning with the first submission of the particular data item or items immediately following receipt of the USG PCO’s direction by the Contractor.
d) Any other/subsequent changes to this CDRL package and not specifically pertaining to changes identified in paragraphs (a) and (b) above shall be proposed and submitted to the USG. Upon approval of the request by the USG, incorporate into the contract as part of the corresponding contract modification.
8 MARKING TECHNICAL DOCUMENTATION
8.1 Distribution Marking System
Required distribution statements are annotated in Block 9 of each DD Form 1423. The distribution statements are defined in Section 9.3 below. If the Contractor believes a different distribution statement is appropriate, the Contractor shall notify the Government PCO with its recommendation and justification. The Government will review the request, determine which statement is the most appropriate, and provide the Contractor with either an acceptance of its proposed change or the Government’s reason for not accepting the Contractor’s request for change.
8.2 Marking Technical Data Items
The Contractor shall mark each technical data item, regardless of its medium, with a distribution statement. This marking requirement for each technical data item includes, but is not limited to, technical reports, blueprints, drawings, technical orders, technical manuals, plans, instructions, computer software, film, technical papers, photographs, and CDs/DVDs. If the technical data item contains export-controlled data as described in Section 8.4 below, the Contractor shall also mark it with an export control warning statement.
Certain technical data item types may preclude placing the entire notice on item. To accommodate this issue, each distribution statement contains an authorized abbreviation form.
Abbreviated distribution statements are to be used only when the available space precludes placing the entire notice on the data item. The use and wording of these distribution statements are described in Sections 8.3 through 8.6 below.
8.3 Distribution Statements
In accordance with Block 9 of the DD Form 1423, the Contractor shall place the required distribution statement on the cover and title page of each data item submitted, including the first sheet of each drawing. The distribution statements are as follows:
Distribution Statement A:
DISTRIBUTION A. Approved for public release; distribution unlimited.
Distribution Statement B:
DISTRIBUTION B. Distribution authorized to U.S. Government agencies [reason determined by DoDI 5230.24]; [date pulled from Block 3 of SF 26]. Other requests for this document shall be referred to AFLCMC/LPA, Bldg 28, 2145 Monahan Way, Wright- Patterson AFB, OH 45433-7017.
Distribution Statement C:
DISTRIBUTION C. Distribution authorized to U.S. Government agencies and their contractors (reason) (date of determination). Other requests for this document shall be referred to AFLCMC/LPA, Bldg 28, 2145 Monahan Way, Wright-Patterson AFB, OH 45433-7017.
Distribution Statement D:

8.4 Export Controlled Warning Statement
Besides a distribution statement, the Contractor shall use a warning notice on all data items that contain export-controlled technical data. The warning notice may be used in conjunction with Distribution Statements B, C, D, E, and F.
8.5 Data Item Destruction
The Contractor shall handle and destroy all unclassified technical data items marked with Distribution Statements B, C, D, E, or F as “For Official Use Only” or “Controlled Unclassified Information” data items, in accordance with DoDD 5400.07, DoD Freedom of Information Act Program. The Contractor shall handle and destroy all classified data items in accordance with the procedures in DoDM 5200.01, Volume 3, DoD Information Security Program: Protection Of Classified Information, and DoDM 5220.22, National Industrial Security Program Operating Manual.
8.6 Restrictions for Distribution Statement A
Distribution Statement A, which denotes public release, cannot be used in conjunction with the
WARNING - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act Of 1979 (Title 50, U.S.C., App. 2401, et seq.), as amended.
Violations of these export laws are subject to severe criminal penalties.
Disseminate in accordance with provisions of DOD Directive 5230.25.
