1 OVERVIEW
1.1 SCOPE
This Statement of Work (SOW) includes integration, test, certification, verification, manufacturing, and delivery of an F-15EX Propulsion System, as documented in Section C, as well as spare engines, training materials, technical data, and technical support. The scope also includes necessary efforts to integrate the F-15EX Propulsion System into the F-15EX System as detailed in paragraph 3.3. The only modifications anticipated are those required to integrate the
F-15EX Propulsion System into the F-15EX System.
Systems engineering, program management, configuration management, data management, and other support tasks are identified where applicable.
2 APPLICABLE DOCUMENTS & DEFINITIONS
The documents listed in Appendix A form a part of this SOW to the extent specified herein. The revision letters, notices, and document dates identified in the Appendix A are the applicable versions of these documents referenced in subsequent SOW paragraphs. Any documents referenced within these applicable documents are equally applicable to this SOW. The
Contractor shall bring any such discovered conflicts to the attention of the Government
Contracting Officer.
2.1 DEFINITIONS
F-15EX Aircraft. The F-15EX physical air vehicle, which meets the requirements of the F-15EX
System Requirement Document (SRD).
F-15EX Baseline. The F-15EX Lot 1 System, which meets the requirements of the F-15EX SRD.
F-15EX Propulsion System. Two 29,000 pound thrust class engines, engine Computer
Software, and any required on aircraft components, including Computer Software, previously integrated on the F-15E, F-15SA, F-15QA, or F-15EX aircraft, which meets the requirements of the Contract Section C engine specification.
F-15EX System. The F-15EX System consists of the F-15EX Aircraft, support equipment, alternate mission equipment, and technical data.
Integrate. All activities that encompass the work necessary to incorporate the F-15EX
Propulsion System into the F-15EX System, including design, development, modification, documentation, testing, and airworthiness certification that complies with paragraph 3.3.
Lot 1A Aircraft. F-15EX Production Lot consisting of contract-compliant F-15EX Baseline
Aircraft under Indefinite Delivery/Indefinite Quantity (ID/IQ) contract FA8634-20-D-2704, Delivery Order FA8634-20-F-0022.
Modified for the F-15EX. Item was present on prior F-15 variants (United States Air Force
(USAF) or Foreign Military Sales (FMS)) but has been modified for the F-15EX System.
Newly Developed. Item developed for use on the F-15EX only.
Unique to the F-15EX. Item is only incorporated in the F-15EX System and is not present in the legacy USAF F-15 Fleet or the FMS fleet.
3 REQUIREMENTS
3.1 PROPULSION SYSTEM
The Contractor shall fabricate and/or procure parts, assemble, test, and deliver complete engines that meet the requirements of the Contract Section C Engine Specification. The Contractor shall deliver all production engines to the configuration approved by the Government at time of contract award.

3.1.1 Engineering
3.1.1.1 Engine Cycle Model
The Contractor shall deliver an engine cycle model and user’s guide for the engine, including updated installation effects for the F-15EX application. The engine cycle model shall be delivered with both steady state and transient models.

3.1.1.2 Propulsion System Integrity Program (PSIP) Master Plan
The Contractor shall develop, implement, and deliver a tailored PSIP Master Plan, applying the guidance of Military-Standard (MIL-STD) 3024, Propulsion System Integrity Program
(PSIP), and tailoring appropriate to include relevant updates due to integration of the
F-15EX Propulsion System into the F-15EX Baseline. The Contractor shall provide support for Government to execute PSIP reviews in accordance with MIL-STD-3024 guidance.

3.1.1.3 Verification
The Contractor shall develop and deliver a Verification Matrix Report, documenting the verification of the requirements specified in the Contract Section C F-15EX Propulsion
System Specification and the Contract Section C Engine Specification. This report shall include substantiating data and reports on the analysis, test, or other activities that verify achievement of these requirements.

3.1.1.4 Airworthiness Certification
The Contractor shall provide support for the USG to obtain a Propulsion-Military Type
Certificate (P-MTC) of the F-15EX Propulsion System using the guidance in USAF
Airworthiness Bulletin (AWB) 330A, Propulsion System Type Certification.
3.1.1.4.1 Airworthiness Certification Plan
The Contractor shall develop, implement, deliver and maintain an Airworthiness
Certification Plan that documents its airworthiness program, processes and procedures, organization, interfaces, and Government certification tasks, products, and schedule. Within the Airworthiness Certification Plan, the Contractor shall include certification test planning and scheduling and test facility identification as required in pursuit of P-MTC. The
Contractor shall address airworthiness requirements in the Airworthiness Certification Plan as detailed in AWB-002A, Airworthiness Planning.

3.1.1.4.2 Airworthiness Certification Criteria Report
The Contractor shall deliver an Airworthiness Certification Criteria Report that documents and demonstrates compliance of all certification criteria using the guidance in AWB-003A, Tailored Airworthiness Certification Criteria/Modification Airworthiness Certification
Criteria (TACC/MACC) Document Approval Process and AWB-005, Tailored Airworthiness
Certification Criteria/Modification Airworthiness Certification Criteria (TACC/MACC)
Document Construction and Format, and consistent with the approved Type Model Series
Certification Basis. The Contractor shall provide all compliance data to the Government for review. The Government is the final authority of the applicability and appropriateness of all

3.1.1.5 Product Acceptance
3.1.1.5.1 Acceptance Test Plans (ATP)
The Contractor shall update, deliver, and maintain the F-15EX Propulsion System ATP. The test plan defines the acceptance test, performance objectives, criteria and detailed procedures for the acceptance of the engines supporting the F-15EX Aircraft and associated components and articles that will be accepted and delivered to the Government.

3.1.1.5.2 Acceptance Test Records
The Contractor shall provide all acceptance test records to Defense Contract Management
Agency prior to Department of Defense (DD) Form 250, Material Inspection and Receiving
Report, signature and engine acceptance.
3.1.1.6 Critical Safety Items (CSI)
The Contractor shall update, deliver, and maintain an F-15EX Propulsion System CSI list using the Joint Aeronautical Commanders’ Group (JACG) Aviation Critical Safety Item
Management Handbook as a guide. The Contractor shall comply with the Government’s heightened risk-based surveillance requirements and flow these requirements to subcontractors.

3.1.2 Engine Configuration Management
The Contractor shall support configuration management at Propulsion Sustainment Division
(AFLCMC/LPS) using existing Government processes.
3.1.2.1 Contract Change Proposal (CCP)
The Contractor shall propose non-technical contract changes using existing Government
CCP processes.

3.1.2.2 Specification Change Notice (SCN)
All specification changes generated under this contract shall be subject to Government approval and submitted as SCN.

3.1.2.3 Deviations and Waivers
The Contractor shall prepare requests for deviation and waivers using existing Government processes.

3.1.3 Logistics
3.1.3.1 Comprehensive Engine Management System (CEMS)
The Contractor reporting responsibilities are described in Technical Order (TO) 00-25-254-1, Comprehensive Engine Management System (CEMS) Engine Configuration. The Contractor shall:
Accomplish CEMS reporting on engine status changes no later than close of business of the next business day following the date/time of the occurrence.
Obtain AF Portal and CEMS access. AF Portal access instructions can be found at https://www.my.af.mil/gcss-af/USAF/ep/home.do. The Contractor can obtain the necessary forms and instructions for obtaining CEMS access by sending an email request to the CEMS Program Management Office (PMO) Security Office at cems.pmo.security@us.af.mil.
Update all serially tracked assets whether repaired or new production into CEMS, once access is granted.
The prime Contractor is responsible for processing security investigation packages for subcontractor personnel.
3.1.3.2 Engine Item Unique Identification (IUID) Markings
The Contractor shall mark the engine data plate with IUID in accordance with
MIL-STD-130N, Identification Marking of U.S. Military Property, or equivalent standard. Any currently IUID marked engine components shall be maintained for this program. The Contractor shall upload the IUID assigned numbers and information into the https://www.my.af.mil/gcss-af/USAF/ep/home.do mailto:cems.pmo.security@us.af.mil
Government IUID Registry following the Using Service‘s guidance and procedures. The
IUID shall contain, at a minimum: applicable Enterprise Identifier (EID), Serial Number, and
Part or Identifying Number (PIN).
IUID markings shall be visible during normal handling, be readable, withstand the specified environment and cleaning processes, and be as permanent as the service life of the unit or at least to the unit’s point of rebuild.
3.1.3.3 Diminishing Manufacturing Sources & Material Shortages (DMSMS) Production
Planning
The Contractor shall develop and deliver a plan to address and manage all DMSMS for the life of the contract using existing Propulsion Directorate (AFLCMC/LP) DMSMS, Component Improvement Program and Engineering Change Proposal processes. The
Contractor shall include the impact of recurring and nonrecurring DMSMS costs and schedule in all production pricing options and schedule awarded via this contract.

3.1.3.4 Packaging, Handling, Storage, and Transportation (PHS&T)
The Contractor shall be responsible for the preservation and packaging of all necessary components and engines for shipment IAW the Packaging Instructions specified on Air
Force Materiel Command (AFMC) Form 158, Packaging Requirements. The Contractor shall follow packaging, handling, storage, transportation practices in accordance with applicable TOs. The Contractor shall place a special tag, DD Form 1574, inside the package along with the assembly as well as outside the package. In addition, all marking and labeling of unit and shipping containers shall be in accordance with MIL-STD-129R, Military Marking for Shipment and Storage.
3.1.3.4.1 Shipping Install Engines
The Contractor shall prepare engines for shipment to the Aircraft manufacturer using the engine transportation unit or 3000 series trailer with suitable adapters as necessary.
3.1.3.4.2 Shipping Spare Engines
The Contractor shall prepare spare engines within reusable protection bags for shipping.
Spare engines will be shipped using the contractor provided 3000 series trailers with suitable transportation mounts.
3.1.3.5 Special Tooling/Special Test Equipment
The Contractor shall provide a list of all special tooling, special test equipment, and new support equipment unique to the F-15EX Propulsion System and required in the F-15EX
System.

3.1.4 Systems Engineering Management
The Contractor shall perform the systems engineering management efforts applicable to the production phase.

The Contractor shall participate in the GIDEP. The Contractor shall generate “alerts” when applicable, acquire “alerts” from GIDEP Operating Center (Naval Surface Warfare Center, Corona, CA 92878), and take corrective action when “alerts” impact the production program.

3.1.4.3 Cybersecurity
The Contractor shall support the Government in identifying and assessing cybersecurity vulnerabilities, threats, and associated risks, by providing technical support including, but not limited to, technical information and source code, to aid the Government’s efforts to obtain an Interim Authority to Test (IATT) and Authority to Operate (ATO).
3.1.5 Manufacturing Management Program
The Contractor shall maintain manufacturing management in accordance with Society of
Automotive Engineers (SAE) Aerospace Standard (AS) 6500, Manufacturing Management
Program, or equivalent internal procedures. Notification and explanation of any changes to these procedures shall be provided to the Administrative Contracting Officer and Procuring
Contracting Officer.
3.1.5.1 Bill of Material (BOM)
The Contractor shall maintain the BOM for the F-15EX Propulsion System.
3.1.6 Quality
3.1.6.1 Quality Management System (QMS)
The Contractor shall provide and maintain a quality system compliant with either the
International Organization for Standardization (ISO) 9001:2015(E), Quality Management
Systems - Requirements – Fifth Edition or the SAE AS9100D, Quality Management System
– Requirements for Aviation, Space and Defense Organizations.
3.1.6.2 QMS Reporting
The Contractor shall report and address quality issues to include narrative of issue, date and location of occurrence, root cause, corrective action, safety risk assessment, and estimated completion date of corrective action. The Contractor shall provide a Quality Assessment
Report consisting of a description and summary of actions taken by the Contractor’s (and suppliers', when applicable) quality system(s) to identify, categorize, report, and correct issues relating to production and repair quality.

3.1.6.3 Foreign Object Damage (FOD) Prevention Program
The Contractor shall maintain a FOD Prevention Program. The Contractor shall assure FOD
Prevention is accomplished and the work area maintained in a manner to prevent foreign objects from entering and remaining in the structure.
3.1.7 Data
3.1.7.1 Data Management
The Contractor shall submit all Contract Data Requirement List (CDRL) documentation through electronic media. The Contractor shall ensure adequate numbers of personnel possess and utilize the Government’s propulsion security data delivery tool (i.e., PCOL+) as authorized by the Government Contracting Officer to ensure task traceability and facilitate team awareness of activity. The Contractor shall ensure the requirements and restrictions of the SOW are flowed down to vendors and subcontractors.
3.1.7.1.1 Data Accession List
The Contractor shall maintain and deliver a list of all data to be generated during the performance of the contract.

3.1.7.3 (Option) Digital Enterprise
The Contractor shall deliver data and information that will enable and enhance the
Government’s continued organic sustainment activities for the F-15EX Propulsion System throughout the engine lifecycle, to include digital thread and digital twin technology areas.
The Contractor shall deliver previously-developed, existing models, drawings, and data, excluding Contractor proprietary data (e.g. special manufacturing processes, process controls) that will be utilized by the Government and the Contractor in fulfillment of the
Department of Defense (DoD) Digital Engineering Strategy goals.
3.1.7.3.1 Existing Engineering Drawings/Models
For items developed under previous Government-funded activities and not delivered to the
Government, the Contractor shall deliver any and all existing 3-D digital drawings (i.e. no conversion to digital format) and geometric, functional, and analytical models for the
F-15EX Propulsion System.

For engines procured under this contract, the Contractor shall deliver any and all digital inspection records (i.e. no conversion to digital format) for time tracked and/or fracture-critical and/or rotating components (e.g. eddy current, vibration survey, Material Review

3.1.7.4 Software Requirements
The following sub-paragraphs apply to any newly developed or modified Computer
Software required for the F-15EX Propulsion System.
3.1.7.4.1 Software Development Requirements
The Contractor shall update and implement, as necessary, Computer Software in accordance with the Software Development Plan (SDP) to verify requirements set forth in the Contract
Section C Engine Specification and the Interface Control Document (ICD) are achieved. The
Government will assist in setting the content priority prior to each Computer Software release, as well as version control.

3.1.7.4.2 Software Development Plan (SDP)
The Contractor shall update and maintain an SDP that satisfies the Contract Section C
Engine Specification and is coordinated, as necessary with the Weapon System Contractor.

3.1.7.4.3 Software Requirement Specification (SRS)
The Contractor shall update a SRS for each Computer Software product. Each SRS shall include an Interface Requirement Specification or data required to facilitate interfaces with other systems and applications and identify the appropriate document(s) further defining those interfaces.

3.1.7.4.4 Software Design Description (SDD)
The Contractor shall update a SDD for each Computer Software application.

The Contractor shall deliver all Computer Software products to the Government on digital media. The Computer Software products shall be delivered to the Government Software

3.1.7.4.6 Data Definitions and Decoder
The Contractor shall deliver a specification that describes the recorded daily flight data (e.g.
data dictionary, file structure, and element names). The Contractor shall deliver a data decoder that parses raw recorded data into data engineering units that is suitable for applying analytics. The Contractor shall deliver a document that provides information to build a data decoder in lieu of a standalone application that is integrated into a larger Information
Technology (IT) system.

3.1.7.4.7 Engine Trending & Diagnostics (ET&D) and Condition-Based Maintenance+ (CBM+)
The Contractor shall update and deliver data to support USAF ET&D and CBM+ activities for the F-15EX Propulsion System.
For any changes to the existing capability of the legacy USAF fleet for the F-15EX application, the Contractor shall deliver a description of on-aircraft faults and alerts, the algorithms describing how on-aircraft faults and alerts are set, a description of on-ground faults and alerts, and the algorithms for how on-ground faults and alerts are set.

3.1.7.4.8 Commercial Computer Software
Under this contract, the Government may become the Licensee in certain Commercial
Computer Software licenses, which software is specifically defined at DFARS 252.227-
7014(a)(1).
In Section J, Attachment 7, the Contractor shall provide a listing and copies of all commercial Computer Software licenses to be obtained on behalf of or provided to the US
Government under this contract.
In order to permit the Government to become a Licensee in the commercial Computer
Software licenses, the Contractor shall first review the Commercial Computer Software licenses intended for transfer to the Government and ensure compliance with the procurement law and the government’s requirements.
Licenses shall be approved by the Contracting Officer before Government acceptance and issuance of DD250. Computer Software incorporated into another deliverable must be approved before incorporation.
The terms and conditions required to permit any commercial Computer Software licenses to be transferred to the Government (e.g., Government to become a Licensee) include the following:
Any license shall be perpetual in nature and may not be unilaterally terminated by the Licensor. All remedies available shall be consistent with the Disputes Clause in the underlying contract
The Licensor shall not use the fact that the Licensee is using the Licensor's products in any notification to the public (e.g., no publicity rights permitted).
The Licensee is a Federal entity governed by Federal Statutes, Caselaw. and
Federal Regulations. Therefore, the Licensor shall remove any references to binding the Licensee through any laws of any municipality, state, or foreign country.
The Licensor shall not include any clauses indicating a right to enter the premises of Licensee for the purpose of auditing the use of any license, as the Licensee cannot allow an auditor access to the Licensee's facility or systems due to security concerns. The Licensor may submit to the Licensee written notice indicating a substantiated belief that the Licensee is not using the software within the terms described in the license and the Licensee may consider conducting its own internal audit and providing a statement of its findings to the Licensor.
The Licensor shall not use any integration clauses.
The Licensor shall not use any injunctive relief clauses.
The Contractor shall clearly correlate or map commercial software license(s)to:
o Contract Line Item Numbers;
o CDRLs;
o Paragraphs in the SOW; and/or o Portions of any functional block diagrams and/or system architecture diagrams, so that it can be readily determined where certain commercial
Computer Software corresponding to certain software license agreement(s) are physically located on the system to be delivered under the contract.
The Licensor shall not include any clause in the license agreement that in any way restricts assignment to the Government and/or restricts the Contractor from continuing as a licensee in said license agreement for the beneficial use of said license agreement for the Government
The license shall not subject the Government to payment of attorney fees in the event of a dispute.
The license shall not disclaim all warranties through use of an "as is" provision.
The license shall not restrict the Government from using the product at various sites
(i.e. applicable to a product-type license for a movable product, as opposed to a site-specific license for a non-movable product) nor restrict use of the product by various Government agencies or third parties performing work on behalf of the
Government personnel as well as Government contractors may use the software.
Additionally, the software may be used at Government sites and Government contractor sites and the sites may change over time.
The license shall not include non-substitution language that would preclude or limit the Government from switching to another vendor/reseller and/or another product to fulfill Government requirements.
The Licensor shall include the following clause (and no other) for disputes: "Since the Licensee is a Government entity, any dispute arising from or in connection with this agreement shall be subject to resolution in accordance with the Disputes Clause included ln the contract and/or the Government may decide to resolve any disputes using an appropriate Alternate Dispute Resolution remedy.”
3.1.7.5 Engineering Drawings/Models
The Contractor shall deliver any and all drawings and geometric, functional, and analytical models for the F-15EX Propulsion System developed under this contract.

3.1.8 Contractor Furnished Fuel
The Contractor shall furnish petroleum and fuel necessary for use in the performance of this contract for engine assembly and acceptance testing. The Contractor shall comply with American
Society for Testing and Materials (ASTM) D1655-20d, Standard Specification for Aviation
Turbine Fuels, with the following additives: Inhibitor, Corrosion/Lubricity Improver
(MIL-PRF-25017), Inhibitor, Icing, Fuel System, High Flash NATO Code Number S-1745 (MIL-DTL-85470B), an approved antioxidant material listed in MIL-DTL-5624 or
MIL-DTL-83133, an approved static dissipater additive listed in MIL-DTL-5624 or
MIL-DTL-83133, a thermal stability improver additive as described in MIL-DTL-83133.
3.2 PROGRAM MANAGEMENT
3.2.1 Work Scope
The Contractor shall plan, schedule, execute, and manage the authorized contract work scope to ensure timely, on-cost delivery of required products to the quality and performance standards/specifications cited herein. The Contractor shall avoid duplication of tasks resulting from related contract overlaps. The Contractor shall provide the Government with insight into subcontractor management and performance.
3.2.2 Program Meetings, Reviews, and Events
The Contractor shall host and conduct a Post Contract Award Conference as specified in
Appendix B. The Contractor shall host and conduct quarterly Program Management Reviews
(PMR) as specified in Appendix B.

3.2.3 Contract Work Breakdown Structure (CWBS)

The Contractor shall notify the Government Contracting Activity (GCA), including Government
Contracting Officer and Security Manager, within 48 hours after the discovery of a Security
Incident involving the loss, compromise, or suspected compromise of classified information.
The Contractor shall incorporate this reporting requirement into all subcontracts; the subcontractor shall report the security incident to the Contractor within 24 hours; the Contractor shall notify the GCA within 24 hours after notification from the subcontractor.
3.2.12.1 Protections of Controlled Unclassified Information (CUI)
The Contractor shall comply with DoDM 5200.01, Volume 4, DoD Information Security
Program: Controlled Unclassified Information (CUI), Enclosures 3 and 4, for identification, protection, and training requirements of CUI. The Contractor shall protect unclassified DoD information not approved for public release on non-DoD Information Systems in accordance with Department of Defense Instruction (DoDI) 8582.01, Security of Non-DoD Information

3.2.12.2 Identification of Covered Defense Information (CDI)
The Contractor shall identify and affirm marking requirements with the Government for
CDI, as prescribed by DoDI 5230.24, Distribution Statements on Technical Documents. The
Contractor shall implement and flow these CDI marking requirements to its subcontractors.
3.2.12.3 CDI/CUI System Security Plan
The Contractor shall develop, and make available to the Government for review at the
Contractor’s facility, a DFARS 252.204-7012-compliant CDI/CUI System Security Plan
(SSP) and enterprise-level plans of action in accordance with National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 Rev. 2, Protecting Controlled
Unclassified Information in Nonfederal Systems and Organizations. In the CUI/CDI SSP, the Contractor shall describe the Contractor’s unclassified information system(s)/network(s) where CDI associated with the execution and performance of this contract is processed, stored, and/or transmitted.
3.2.13 Environmental, Safety, and Occupational Health (ESOH) Program
The Contractor shall maintain an ESOH program to integrate ESOH efforts into the systems engineering and program management processes. This process will help support the ESOH program at a system level. The ESOH program references MIL-STD-882E, System Safety, as a guide. The Contractor shall conduct a System Safety Program in accordance with applicable paragraphs of MIL-STD-882E, System Safety, (excluding paragraph 4.4 and sub-paragraphs).
3.3 (OPTION) F-15EX PROPULSION SYSTEM INTEGRATION INTO THE F-15EX
SYSTEM
In order to meet fielding date of the F-15EX Lot 2, the Contractor shall complete aircraft integration efforts no later than 31 March 2023 to allow the Government time required to finalize airworthiness certifications.
The Contractor shall fabricate and/or procure parts, assemble, test, and deliver complete F-15EX
Propulsion Systems and modify one F-15EX Baseline Aircraft.
3.3.1 F-15EX Aircraft Flight Control Computer
The Contractor shall integrate, verify, and test the F-15EX Propulsion System with the F-15EX
Baseline, to include, but not limited to fly-by-wire flight control laws, to support the Government certifications.
The Contractor shall recommend Problem Report (PR)/Deficiency Report (DR) dispositions for
Government approval. As a minimum, the Contractor shall resolve Priority 1 and 2 PRs/DRs associated with systems and capabilities unique to the F-15EX Propulsion System integration.
The Contractor shall evaluate and recommend a set of hardware and software metrics.

3.3.2.1 Strength
The Contractor shall conduct analyses to ensure any structural changes to the F-15EX
Baseline do not adversely affect the structural integrity of the F-15EX Aircraft. The
Contractor shall design any new equipment installations to meet F-15EX Aircraft structural integrity and proper operation for the required service life. The Contractor shall develop and deliver Structural Analysis Summary Reports for any structures that are unique to or modified due to the F-15EX Propulsion System. The Contractor shall update and deliver a
Strength Summary and Operating Restrictions Report.

3.3.2.3 Mass Properties
The Contractor shall weigh the test F-15EX Aircraft modified to support the F-15EX

Handbook, including Automated Weight and Balance System files, for the modified F-15EX
Aircraft.

3.3.2.4 Fatigue and Fracture
The Contractor shall perform a Durability and Damage Tolerance Analysis (DADTA) and if necessary, update the F-15EX DADTA Report and F-15EX Force Structural Maintenance
Plan. In the DADTA, the Contractor shall include damage tolerance analysis of safety of flight parts that are unique to or modified from the F-15EX Baseline. 3.3.3 Systems Engineering
3.3.3.1 Technical Reviews
3.3.3.1.1 Integrated Design Review (IDR)
The Contractor shall host and conduct an IDR, as specified in Appendix B, which covers the content normally included in the System Requirement Review, Preliminary Design Review, and Critical Design Review to establish the functional, allocated, and product baselines for
F-15EX Propulsion System Integration to document changes since the F-15EX Baseline
Delta-IDR. The Contractor shall meet the entry and exit criteria defined in the IMP.
3.3.3.1.2 System Verification Review (SVR)
The Contractor shall conduct an SVR for the F-15EX Propulsion System Integration as specified in Appendix B to verify the performance and maturity against the F-15EX Baseline configuration.
The Contractor shall meet the entry and exit criteria for each SVR event as defined in the IMP.
3.3.3.1.3 Technical Interchange Meetings (TIMs)
The Contractor shall support, host, and/or conduct TIMs to resolve engineering issues as specified in Appendix B.
3.3.4 F-15EX Aircraft Configuration Management
3.3.4.1 Configuration Baseline Management
The Contractor shall update the F-15EX Baseline functional, allocated, and product baselines in accordance with the F-15EX Addendum to the Eagle TALON Configuration
Management Plan (CMP). The product baseline will be verified during SVR.
The Contractor shall host and participate in Functional Configuration Audits and Physical
Configuration Audits, as specified in Appendix B, for Configuration Items (CI) and
Computer Software Configuration Items (CSCI) that are unique to or modified from the
F-15EX Baseline, as documented in the F-15EX Audit Plan. The Contractor shall make data, including subcontractor data, available for review during audits to verify compliance with the functional and physical configuration baselines.
3.3.4.2 Configuration Status Accounting (CSA)
The Contractor shall update and deliver CSA information capturing the F-15EX System change history for the as-designed, as-built, and as-delivered hardware CI. The Contractor shall also update and deliver CSA information capturing the F-15EX System change history for the as-delivered, as-modified, and as-tested CSCIs.

3.3.4.3 Nomenclature and Computer Program Identification Numbers (CPIN)
The Contractor shall develop, document, and process requests for nomenclature in accordance with MIL-STD-196G, Joint Electronics Type Designation Automated System, for all CIs developed specifically for the integration of the F-15EX Propulsion System.
The Contractor shall develop and deliver a recommended listing of system hardware CI, CSCIs, and interfaces for Government review and approval. For production software intended to be fielded, the Contractor shall submit CPIN requests within the Enhanced Technical
Information Management System (ETIMS), for Government review and approval. The
Contractor shall independently label and thoroughly describe CPIN requests in ETIMS in accordance with TO 00-5-16, Computer Program Identification Number (CPIN) Management, guidelines. The Contractor shall ensure a USAF CPIN is assigned for each CSCI.

3.3.4.4 F-15EX Aircraft Item Unique Identification (IUID)
In accordance with MIL-STD-130N, Identification Marking of U.S. Military Property, the
Contractor shall follow standard IUID processes for all new items developed for the integration of the F-15EX Propulsion System. For items developed under legacy F-15 USAF or FMS Programs, the Contractor shall maintain the same IUID marking requirements as specified in the applicable DoD contracts.
The Contractor shall enter the data for IUID-marked items into the Procurement Integrated
Enterprise Environment and submit the IUID information before completion of the associated electronic DD Form 250, Material Inspection and Receiving Report. The

3.3.5 System Requirements

F-15EX Program.

3.3.5.2 Requirements Management
The Contractor shall manage F-15EX Propulsion System requirements supporting the
F-15EX System requirements using the Requirements Management Process in the F-15

3.3.5.3 Specification
In accordance with the F-15EX Addendum to the Eagle TALON CMP, the Contractor shall update and deliver the F-15EX System Specification to define the functional baseline (Tier 1 and 2), which is approved by the Government, that captures the full content of the F-15EX
SRD requirements and verifications. In accordance with the F-15EX Addendum to the Eagle
TALON CMP, the Contractor shall update and deliver the F-15EX subsystem specifications to define the allocated (Tier 3 and 4) and product baselines. In accordance with the F-15EX
Addendum to the Eagle TALON CMP, the Contractor shall update and deliver a
Specification Requirement Verification Matrix.

3.3.5.6 Specification Verification

3.3.6.1 Airworthiness Program
The Contractor shall update, and deliver the F-15EX Airworthiness Plan, which successfully achieves airworthiness certification for the F-15EX with no serious or high airworthiness risks. The Contractor shall use Air Force Life Cycle Management Center (AFLCMC)
OI 62-601, Airworthiness Circulars, and Military-Handbook (MIL-HDBK)-516C, Airworthiness Certification Criteria, as guides.
The Contractor shall update and deliver a TACC document and an Airworthiness
Specification. The TACC document defines the F-15EX Program Airworthiness
Certification Basis and, when populated with compliance artifacts (Compliance Report), documents compliance to the defined certification basis using MIL-HDBK-516C, Airworthiness Certification Criteria, and the Airworthiness Certification Tool. The
Contractor shall update and deliver a comprehensive list of all airworthiness verification artifacts per each compliance report criteria that apply to the F-15EX Aircraft configuration, as modified from the F-15EX Military Flight Release baseline. The Contractor shall develop and deliver airworthiness verification artifacts new to or modified for the F-15EX Aircraft, and provide legacy verification artifacts upon request.
