About this file
This document contains a running thread of questions and answers related to solicitation FA8626-21-R-0002. The solicitation seeks proposals for a complete propulsion system, including engines and associated components, to meet delivery schedules for the F-15EX weapon system between October 2023 and June 2031. Offerors may submit attachments as standalone documents if unable to combine locked files. While the GFP Attachment template removed the serial number column, serial numbers will still be tracked for physical property. Offerors should provide fiscal year funding allocations in Tab C based on expected use of incrementally funded Air Force funds. An error was identified in the formula in Tab B of the pricing workbook that will be corrected in an amendment.

Running Thread of General Q&A to Solicitation FA8626-21-R-0002

Please confirm whether or not the Offeror is permitted to submit the model contract and DD254 (locked PDF documents) as stand-alone documents instead of in their associated Volume if the Offeror is unable to combine. If this is not permitted, the Offeror requests an unlocked version of the model contract and DD254.
If the Offeror is unable to combine the locked versions within their Volume, the Offeror may submit them as stand-alone documents. Unlocked versions of the Model Contract and DD254 will not be provided to Offerors.

Offeror noticed that Section J, Attachment 11, Proposed GFP Table List, is missing a column in the serialized managed tab.
Specifically, there isn’t a column for the serial number. Offeror generally utilizes the USG’s template, which historically includes a serial number column, which allows the USG and Offeror to easily track by serial number. Is there a template that the USG wants Offerors to use that includes the serial number column or does the USG want Offerors to insert the serial number in a note for each entry instead of utilizing a serial number column?
In accordance with DFARS PGI 245.103-72, the Department of Defense began using the GFP Attachment template in PIEE’s GFP Module application. This template is created at the DoD-level and cannot be unlocked. As the Offeror noticed, the Serial Number column has been removed. The GFP Attachment is the planned property; prior to delivery, the exact items that will be provided to the Offeror may not be known. However, the S/N will be tracked when the physical items are moved (i.e. during shipments and receipt by the contractor).

Offeror requests clarification on what format, i.e. Fiscal Year (Oct
– Sep or other) or Calendar Year (Jan – Dec) dollar values should be input in Tab C – Integration & Data.
Tab A – Instructions, Line 7 states, “Tab C – Input all blue shaded cells, Ceiling Price for FPIF CLINs and Total Price for FFP CLINS.”
Cell G6 of Tab C states, “Target Price (FPIF) or Total Price (FFP) allocation by FY21-24.” FY is the abbreviated form for the term “Fiscal Year”. Please use fiscal year dollar values in Tab C based upon needed funding by fiscal year and based on the expectation that incrementally-funded, 3600 funds will be utilized for integration.

Offeror believes there is a formula error in “Tab B - TEP Calculation” tab. Please reference cell H55. Offeror believes the formula omits cells H9 through H19 and cells H24 through H25.
The USG will provide a corrected Section L, Attachment 1, Pricing Workbook in a forthcoming solicitation amendment.
