2 12-Feb-21 Section L 5.2.3.3 MoM 3 Small Business Participation
Background: Section L, Paragraph 5.2.3.3 (MoM 3 Small Business Participation) requires that the Small Business Participation Narrative include the extent of utilization quantitatively (dollars) by each Small Business subcontractor. Typically dollar amounts are excluded from technical volumes.
Please clarify that USG requires dollar amounts in the technical volume as stated in MoM 3 above.
Alternatively, may offerors submit percentages in lieu of dollar amounts as stated in MoM 3 above?
The Offeror may use percentages in lieu of dollar amounts for the Small Business Participation Narrative. It must be clear what the percentages are in terms of total contract dollars or total subcontract dollars.
3 12-Feb-21 CEO Certification Letter N/A Please verify that the CEO Certification letter must be included in both the Technical volume and the Model Contract.
The Offeror shall submit the CEO Certification letter in the Technical Volume.
The copy submitted in the Technical Volume will be incorporated in the Model Contract.
4 12-Feb-21 SOW 3.1.7.3 (Option) Digital Engineering Products
What type of drawings is the USAF requesting? As stated in SOW paragraphs 3.1.7.3 and 3.1.7.3.1, these sections refer to previously-developed, existing, 3-D digital drawings.

Please advise whether there is any difference between the “drawings” requested in paragraph 3.1.7.3 and the “3-D digital drawings” requested in paragraph 3.1.7.3.1.
There is no difference.

Is the USAF requesting specific digital engineering products to fulfil the DoD Digital Engineering Strategy goals? Or is the USAF simply looking for Offeror to propose potential digital engineering products that could be applicable to F-15EX?
The USAF is requesting Digital Engineering Products to support the DoD Digital Engineering Strategy, as applicable to this program, by having Offerors propose and deliver existing Digital Engineering Products, as defined in SOW paragraph 3.1.7.3.1.

Please confirm that drawings being requested by the USAF are limited to the proposed engine's Engineering Bill of Material consistent with the requirements of Section J, Attachment 2 F-15EX Propulsion Specification and appropriate propulsion supplement.
Digital Engineering Products, defined in SOW paragraph 3.1.7.3.1 and applicable to the proposed Propulsion System, are to be included in Section J, Attachment 8, List of Digital Engineering Products.

Is the USAF able to provide an unlocked PDF version of the Model Contract?
The Model Contract attached to the betaSAM post has been replaced with a fill-in version. No other changes were made to the Model Contract. The Offeror shall fill in the boxes as required in accordance with Section L of the
RFP.
