About this file
This file is a comprehensive technical specification document for the Pinellas County Utilities Industrial Water Treatment Plant Intake System Improvements project. The specification details the procurement and installation of two new self-priming centrifugal intake pumps, a floating water intake system with a wedge wire screen, associated piping, electrical modifications, and instrumentation upgrades for the existing industrial water treatment facility. The project involves replacing aging intake pumping infrastructure to restore full design capacity and improve operational reliability, with a focus on upgrading the water intake system in Pond A to supply cooling water for the Waste-to-Energy Plant.
The project includes specific technical requirements for equipment such as horizontal self-priming centrifugal pumps rated at 2,200 gpm with 90 feet total dynamic head, a 16-inch floating intake system with a half-pipe wedge wire screen, cable tethering system, and comprehensive control system modifications. The specification details precise installation, testing, and performance requirements, including manufacturer's field services, startup procedures, and warranty provisions. Funding appears to be from Pinellas County Utilities, with the project aimed at maintaining critical water treatment infrastructure and ensuring continuous operation of the industrial water treatment process.

SECTION 01 54 00 1
MAINTENANCE OF UTILITY OPERATIONS DURING CONSTRUCTION 3
PART 1 -- GENERAL 6
1.01 THE REQUIREMENT 8
A. The existing plant must be maintained in continuous operation during the entire 10 construction period of the Contract as hereinafter specified. The intent of this Section is to 11 outline the minimum requirements necessary to provide continuous treatment and meeting 12 of all facility permit requirements throughout the construction period. 13
B. Work under the Contract shall be scheduled and conducted by the Contractor so as not 15 to impede any treatment process, reduce the quality of the plant effluent, interfere with 16 the plant’s ability to meet permit requirements, or cause odor or other nuisances to the 17 plant operations and maintenance staff. In performing the work shown and specified, 18 the Contractor shall plan and schedule the work to meet the plant operating 19 requirements in accordance with the constraints and construction requirements as 20 outlined in this Section. No discharge of raw or treated wastewater shall be allowed. 21
The Contractor shall pay all civil penalties, costs, assessments, etc., associated with any 22 discharge of raw or treated wastewater resulting from the Contractor's work. 23
C. The Contractor shall be responsible for coordinating the general construction and the 25 schedules of all subcontractors and for ensuring that permanent or temporary power and 26 controls are available for all existing, proposed, and temporary facilities that are required 27 at any given time. 28
D. The Contractor has the option of providing additional temporary facilities that can eliminate 30 a constraint, provided it is done without additional cost to the ENGINEER and provided that 31 all requirements of these Specifications are fulfilled. Work not specifically covered in the 32 following paragraphs may, in general, be done at any time during the contract period, 33 subject to the operating requirements and constraints and construction requirements 34 outlined hereinafter. All references to days in this Section are in consecutive calendar 35 days. 36
1.02 GENERAL CONSTRAINTS 38
A. The Contractor shall schedule the Work so that the plant is maintained in continuous 40 operation. All treatment processes shall be maintained in continuous operation during 41 the construction period except during approved process interruptions. All short-term 42 system or partial system shutdowns and/or diversions shall be approved by the 43
CONSULTANT with concurrence from ENGINEER’s operations staff. Long-term 44 process shutdowns and diversions shall conform to the requirements hereinafter 45
01 54 00-2 specified and shall be minimized by the Contractor as much as possible. If in the 1 judgment of the ENGINEER a requested shutdown is not required for the Contractor to 2 perform the Work, the Contractor shall utilize approved alternative methods to 3 accomplish the Work. All shutdowns shall be coordinated with the ENGINEER and 4 scheduled at times suitable to the ENGINEER. Shutdowns shall not begin until all 5 required materials are on hand and ready for installation. Each shutdown period, with no 6 temporary services in place, shall commence at a time approved by the ENGINEER, and 7 the Contractor shall proceed with the Work continuously, (24 hours/day, 7 days/week) 8 start to finish, until the Work is completed and normal plant operation is restored. If the 9
Contractor completes all required Work before the specified shutdown period has ended, 10 the ENGINEER may immediately place the existing system back into service once 11 accepted. 12
B. Short-term shutdowns in ability to operate equipment will be allowed for tie-ins to 14 existing piping or for disconnection and/or reconnection of equipment power feeds. All 15 such shutdowns shall be scheduled at times approved by the ENGINEER and shall be 16 for durations as agreed to with the ENGINEER but no more than four (4) hours.
