About this file

This is a Small Business Participation Commitment Document (SBPCD) template required for submission in response to RFP #N0042126R1024 issued by the Naval Air Systems Command (NAWCAD) Naval Air Warfare Center under the Department of the Navy. The document serves as Volume 3, Small Business Attachment, and must be completed by all contractors bidding on this opportunity.

The SBPCD requires contractors to identify their business size and socioeconomic status, including designations such as Small Business (SB), Small Disadvantaged Business (SDB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), HUBZone Small Business, and Woman-Owned Small Business (WOSB). Contractors must establish small business subcontracting goals and present them in dollar values and percentages across multiple categories, with a mandatory minimum small business participation goal of 30 percent of total contract value. If the proposed SB goal falls below 30 percent, contractors must provide sufficient rationale for the deviation. The document requires contractors to identify specific small business participants, with total subcontracted value percentages not to be less than 100 percent. For firms qualifying in multiple socioeconomic categories, dollar values should be included in each applicable category while avoiding duplicate counting toward the overall small business goal.

1 Small Business includes ALL small business dollars, inclusive of all socioeconomic categories. SB dollars planned for firms that qualify in multiple socioeconomic categories shall be included in each category for which they qualify however, the dollar value for that firm should not be counted multiple times for the overall small business goal. For example, if you plan to subcontract $100,000 to a firm that is both WOSB and SDVOSB, then $100,000 should be included in the dollar values WOSB and SDVOSB categories in the table above, but only $100,000 for that firm would be included in the SB subcontracted value).
