About this file

This is a Cost Reimbursable Narrative template for a federal contract opportunity (N00421-26-R-1024) issued by the Naval Air Systems Command, Naval Air Warfare Center under the Department of the Navy. The document serves as Attachment C2 (Volume 3 - Cost/Price) and provides detailed instructions for contractors and subcontractors to complete administrative information, labor rates, escalation rates, indirect costs, and other pricing components required for proposal submission.

The template requires contractors to submit signed SF33 and SF30 forms, completed Section K clauses, current DCAA/DCMA rate approval letters, and accounting system documentation. Key submission requirements include: proposed team composition with business size status and work percentages; subcontractor information for up to four subcontractors including UEI, CAGE codes, and cognizant DCAA/DCMA office contacts; hourly direct labor rates for current employees with three-year historical escalation rate actuals; historical indirect rate actuals (preferred over provisional billing rates) for full-time and part-time fringe, site overhead, general and administrative costs, and subcontractor/material handling; fully burdened labor rates; and price reasonableness determinations. The response validity period must extend at least 180 calendar days from submission. Additional requirements address Service Contract Labor Standards certifications, cost of money calculations where applicable, maximum pass-through rates, and conflict of interest representations. An authorized company representative must sign the completed attachment.
