A. Explosive Ranges: An all season multiple use explosive range shall accommodate separate but simultaneous use: one surface detonation of three pounds and four surface detonations of up to one-half pound of high explosives with a TNT equivalent charge of 1.36 to 1.69. Shots for EIC and PBI are less than one-half pound. During the special charges course module, some fragmentation will be produced from the vehicles and all personnel in the area must be protected. Minimum area is 1,024’ diameter, as remote as possible. Training areas will have an explosive range and viewing bunkers, or front and overhead protection at a safe distance, approved by state and or local authorities for the type and amount of explosives to be used during training.

B. Bunkers: A series of bunkers and pits for the detonation of various types of explosives, and the investigation of blast effects, shall be provided:

1. Ten sand-filled firing pits 8’X 10’, each separated and backed by earth and railroad tie revetments, at safe distances from the blast areas in paragraphs;

These are in addition to those provided for the destruction of vehicles.

C. Scenario Buildings: Training structures shall be available for scenario operations. These structures will be used by the instructors to deploy participant teams demonstrating their learned abilities. They will be duplicating real life situations in areas that may be encountered by the foreign participants. The buildings will be protected prior to the use of an explosive tool and will not be destroyed. There will be no high explosives used in these training structures unless the structures are specifically designed for that purpose. If that is the case, prior permission from the range officer will be obtained. A shoot house can be used if necessary.

D. Booby-trap Trail: A trail approximately 150’ long shall be provided in an area that is safe and suitable for instruction during other activities on the range. A house to serve as a facility in which to investigate and clear booby traps shall be provided adjacent to the trail. The room(s) will be used by the instructors only to assemble explosive devices, plan scenarios, and organize daily coursework. The rooms shall be secure and large enough to assemble and store up to 250 devices per course.

G. Vehicles and Range Maintenance: The contractor shall provide all vehicles for demolition, detonation, scenarios and explosives training. The contractor shall provide vehicle servicing, towing, set up and removal.

H. Emergency Medical Technician: The contractor will provide a certified EMT or equivalent with emergency transportation during range operations and live fire practical exercises.
