EXBS SERVICES SUPPORT CONTRACT
Task Order Title: Course Delivery: Women in Border Control: Middle East and North Africa
Task Order Number: Sample Task Order 2
Statement of Work Date: May 2, 2016
I. Background
A. ISN/ECC oversees the U.S. Government’s Export Control and Related Border Security (EXBS) Program. The EXBS Program is designed to stem proliferation of weapons of mass destruction and their delivery systems, and irresponsible transfers of conventional weapons, by assisting countries in establishing effective strategic trade and border management systems meeting international standards.
B. A core EXBS initiative is training foreign government officials in internationally-accepted export and border control policies, processes, and practices. Women that work as Customs and Border Police/Guard officers in partner Middle East countries face unique challenges when performing their occupation. Contractor assistance is sought in delivering an existing course to address this need.
II. Requirements
A. Objectives: The contractor shall provide multiple deliveries of a course that is meant to provide Female Border Police/Guard officers with the training that will help them perform their jobs while overcoming certain obstacles in the field. This training is specifically intended to provide professional development.
B. Parameters:
1. The Contractor shall furnish experts in Stratetgic Trade Control Enforcement to serve as instructors should present a diverse array of viewpoints, incorporating input from U.S. Government sources, foreign government sources, international organizations, educational institutions.
2. The Government shall provide all developed curriculum training materials to the Contractor as Government Furnished Information (GFI) within fifteen (15) calendar days of award, including: PowerPoint slides, presenter notes, texts, illustrations & diagrams, student reference materials, and student proficiency assessment plans.
3. The duration of the course shall be five (5) days. Class size shall be up to thirty (30) participants.

C. All course activities shall be conducted in the native langugage. All coursework and reference materials shall be translated into the native langugage and provided to all participants in electronic and hard copy. Electronic files of native langugage versions of all materials shall be furnished to ISN/ECC.
D. The Contractor shall make all necessary travel arrangements for its instructors, including airline travel, in-country transport, lodging, meals and in-country logistical arrangements for course deliveries, such as providing a training venue, arranging simultaneous interpretation services and equipment, morning and afternoon refreshment breaks, and lunches. The Contractor shall not expect to receive substantial assistance from ISN/ECC in identifying and securing these logistical arrangements.
E. The Contractor must be prepared to be flexible in implementation of this task order. For proposal purposes, each training delivery should be treated as a separate trip. However, The Contractor must be prepared to consolidate multiple training iterations into single trips as planning and scheduling progresses.
F. These events are EXBS events, and all course materials must include the EXBS logo. The Contractor may not recommend follow-on activities to event participants without express authorization from the COR, nor advertise its services to participants. Examples of prohibited activities include, but are not limited to: placing the Contractor’s logo on event materials; advertising Contractor services or touting Contractor past performance in presentations to, or conversations with, foreign participants; and initiating conversations with event participants to promote Contractor services. However, individual instructors are encouraged to discuss relevant personal experiences as they relate to course content.
G. As a condition of award of this task order, all materials produced pursuant to the task order, including training materials, materials for recipients or materials to communicate or promote with foreign audiences a program, event, project, or some other activity under this agreement, including but not limited to invitations to events, press materials, event backdrops, podium signs, etc., must be marked appropriately with the standard U.S. flag in a size and prominence equal to (or greater than) any other logo or identity. Subcontractors are subject to the marking requirements and the Contractor shall include a provision in the subcontract indicating that the standard, rectangular U.S. flag is a requirement.
III. Deliverables
A. The Contractor shall provide this training in the following countries, cities and languages.

B. Within fifteen (15) calendar days of award, the Contractor shall furnish ISN/ECC with a proposed delivery schedule including dates and milestones.
C. The Contractor shall furnish ISN/ECC with a draft reporting cable within two weeks of each course’s conclusion. At a minimum, the draft cable shall provide:
1. List of course participants (including names, agencies, and titles);
2. Day-by-day summary of course activities;
3. Discussion of any topics of particular interest to course participants;
4. Discussion of any noteworthy occurrences;
5. Assessment of course participants’ comprehension and acceptance of workshop teachings (i.e., did the target audience both understand and buy-in to the Contractor’s message? If not, why not?); and
6. Number of course participants meeting minimum proficiency standards and number of students failing to meet minimum proficiency standards. Reasons for each failure (e.g., failure to satisfy attendance requirements, failure to successfully complete practical exercise, etc.) shall be provided with accompanying commentary and assessment as appropriate.
7. ISN/ECC will provide the Contractor with editorial comments on the draft cable within five business days of receipt.
D. The Contractor shall revise the reporting cable to address ISN/ECC’s editorial comments, and shall provide a final cable to ISN/ECC within five business days of receiving ISN/ECC’s comments.
E. Upon course conclusion, each student meeting minimum proficiency standards shall be provided with a course completion certificate including the course title, course dates, course location, and the participant’s name. Certificates shall be issued under the auspices of the Department of State and the EXBS Program.
IV. Place of Performance
A. Please see section III.A for a list of countries.
B. Periodic planning and follow-up sessions will be required from time to time at ISN/ECC’s Washington, DC office, as deemed necessary by the GTM and/or COR.
V. Reporting
Starting one month from the date of task order award, the Contractor shall furnish the COR and GTM with monthly progress reports in accordance with the Base Contract.
At a minimum, reports shall address:
1. Securing training venues;
2. Obtaining necessary audio/visual equipment to facilitate training;
3. Securing interpretation services and equipment to facilitate training delivery in the host country language;
4. Obtaining translated training materials;
5. Securing required catering services;
6. Making necessary trainer travel arrangements, to include airline tickets, hotel reservations, visas, and local ground transportation.
7. Issues – description of any issues/problems encountered in task order execution and a discussion of the steps taken (or that will be taken) to overcome the issue/problem in order to comply with all task order terms and conditions specified in this Statement of Work and the Contractor’s proposal.
VI. Period of Performance
A. All base requirements under this task order shall be completed within twelve (12) months of award.
B. Actual event timing will be dependent upon conclusion of necessary diplomatic arrangements between the Department of State, host countries. Consequently, the Contractor shall not undertake training delivery (and/or related activities) without express authorization from ISN/ECC.
VII. Security Requirements. There are no special security requirements beyond those specified in the base contract.

IX. General Provision. All terms and conditions contained in the base contract (as last modified) flow down to this solicitation and any resultant task order. If any term or condition of this solicitation/task order conflicts with the terms and conditions of the base contract, those specified in the base contract shall control.
