Answer 5. All key personnel shall possess, at a minimum, an active SECRET security clearance.
Section H.11.b was updated to state the following:
(a) Since it may be necessary for Contractor personnel to have access to classified material and/or to enter into areas requiring a security clearance, all key personnel shall possess, at a minimum, an active SECRET security clearance prior to performance under this contract. Individual clearances shall be maintained for the duration of employment under this contract, or until access requirements change. The Government reserves the right to require additional Contractor personnel to possess SECRET security clearances, as specified on a task order by task order basis. In such cases, individual clearance shall be maintained for the duration of employment under the particular task order.
Additionally, Section H.6 was updated to state the following:

1. The Contractor shall provide a detailed resume and the experience of these individuals. If these individuals are not current employees provide a letter of intent. All of the above are considered to be key personnel and are required to be able to read, write, speak and understand English. The Contractor shall provide proof with their submittal, to be submitted with original offer.
2. All key personnel shall have, at a minimum, an active SECRET security clearance at the time of proposal submission.
3. During the entire performance period of this contract, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by this SOW to the Contracting Officer at least fifteen (15) calendar days prior to making any permanent substitutions. The Contractor shall provide a detailed explanation of the circumstances necessitating the pro- posed substitution, complete resume for the proposed substitute, and any additional information requested by the Contracting Officer. The proposed substitute shall possess qualifications comparable to the original key person, as well as satisfying any minimum standards set forth elsewhere in the solicitation/contract. The Contracting Officer will notify the Contractor within fifteen (15) calendar days after receipt of all required information of the decision on the substitution. This clause will be modified to reflect any changes in key personnel.
4. The Government encourages and will evaluate additional key personnel as proposed by the contractor.

Do not include Performance Questionnaires from subcontractors or from teaming partners. All information contained in the Past Performance references must pertain solely to the Prime Offeror and the Offeror’s ability to show the relevance of the Offeror’s prior work. It is the Offeror’s responsibility to provide rationale supporting assertions of relevancy. | Please confirm that the RFP is correct as issued regarding the timelines for Past Performance. That is, in order to score well in “Recency” it must be under 3 years old. However, regarding “Relevancy” the past performance citation should be under 7 years to be deemed “very relevant” and under 9 years to be “relevant.” How will an otherwise “very relevant” past performance citation (older than 3 years) be scored in terms of “Recency” if it is 5 years old? |

Answer 11. Section M.5.2 of the RFP has been updated to reflect the following changes:
For the Past Performance Factor 2 a separate Performance Confidence Assessment Rating will be assigned for the base contract as well as the three (3) sample task orders. This assessment will address the Government’s level of confidence in the Offeror’s ability to successfully perform the required effort based on relevant past performance and systemic improvement.
Under the Past Performance Factor 2, the Government will evaluate recent and relevant performance records to predict how well an Offeror will perform on this contract. The term “performance record” refers to the records that indicate how well the Offeror has performed on recent and relevant work (e.g., CPARs, COR interviews, and questionnaires). Relevant contracts include managing professional consulting support services similar in scope to this contract and may have taken place at any time in an Offeror’s prior history. Recent contracts involve performing Services for the Federal Government within the last three (3) years. Performance that took place greater than 3 years from the proposal due date will not be considered “recent,” and therefore not evaluated under this factor.
Further, the RFP Relevancy definitions have been updated to reflect the following changes:

· Recruiting qualified, capable replacements to ensure adequate coverage of operations at all remote sites.
· Maintaining a pool of qualified applicants.
· Monitor and report performance against all performance standards in the PWS in this IDIQ and task orders in a timely and accurate manner.
· Handle unanticipated changes in workload volume or delays associated with actions required by host nations or other third parties.
· Address problem areas quickly and effectively.
· Monitor subcontract performance and resolve any performance issues related to subcontractor performance.
· Identify project risks and identify cost-effective strategies for eliminating/mitigating them.
· Implement quality assurance plans that meet or surpass industry standards.
· Promote prompt, consistent and reliable communication between the contractor and DOS staff.

For consideration, the very critical Attachment A was not issued with the RFP and key components of the Past Performance section require full contractor understanding in order to build a compliant proposal with the most favorable pricing terms for the Government. We will likely have additional questions once the initial round of Q&A is received. Answers issued in round 1 may determine the entire teaming structure. |
