| Question # | Reference | Questions | Answers |
| 1 | SAQMMA16R0029, Statement of Work (SOW), Amendment 4, page 10, bottom of page. | Last bullet on the page refers to a “CSR presentation”. Please clarify if the contractor is required to provide a presentation detailing the contents of the CSR. If a presentation is required, what is the frequency? | A presentation is required to review the contents of the CSR template. The frequency is not yet known, but it can be as often as a monthly occurrence. |
| 2 | SAQMMA16R0029, Statement of Work (SOW), Amendment 4, page 16, Table 3-3, Deliverables 13 and 14. | Question # 75 requests clarification regarding document content and page count for Deliverable 13, Facility TP (Draft), delivered with the proposal. Sections L and M do not mention requirements and evaluation criteria for a Deliverable # 13, Facility TP (Draft). Answer # 75 states a TiP (Transition-In Plan) is required with the proposal which is Deliverable 7 and the final version of the TiP after contract award is Deliverable 8. It is unclear and confusing if Deliverable 13 is required with the proposal because the answer to Question # 75 refers to the TiP which is Deliverable #7. Please state whether Deliverable #13 is required with the proposal. If Deliverable 13, Facility TP is required with the proposal, please supply additional information in Section L to include a Volume with page count and another Factor in Section M much like the Factor 3, Management Approach and Factor 5, Transition-In Plan. | See revised Attachment D, SOW, table 3-3. |
| 3 | SAQMMA16R0029, Statement of Work (SOW), Amendment 4, page 19, Paragraph 3.4 | Please restate the first sentence. | See revised Attachment D, SOW, section 3.4. |
| 4 | SAQMMA16R0029, Amendment 4, Section B. | Contract Line Item Number (CLIN) 002, Task 2, Transition Activities is deleted by Amendment 4. Please explain why CLIN 002 is deleted and where to provide the cost for the 120 day Transition-In period. | the CLIN is not shown in Amendment 4 because no changes on the missing CLIN was made. |
All amendments including A004 only state what has/have been revised and updated.
As the justification stated in Page 28 of the SAQMMA16R0029 A004, those other CLINs that are shown in the amendment are updated because, there are revisions made in each CLIN (either because of contract type and POP revisions).
In addition, the last page of the amendment confirm states “All other terms and conditions remain unchanged.”
| 5 | SAQMMA16R0029, Amendment 4, Section B. | For each of the option out years, Task 1, Program Management and Reporting, CLINs 1001, 2001, 3001 and 4001 are deleted by Amendment 4. Please explain why these CLINs are deleted and where to provide the cost for Task 1 for each of the out years. | Refer to Question Answer #4 |
| 6 | SAQMMA16R0029, Section F-006, Period of Performance. | Item 1 refers to CLINs 13 and 14. CLINs 13 and 14 do not exist in Section B. Please clarify if CLINs 13 and 14 are added to Section B or deleted from Section F-006. | Refer to Question Answer #4 |
| 7 | SAQMMA16R0029, Section H-011, Key Personnel. | Senior Database Administrator qualifications are unclear. Appears items 1 and 2 should be joined to read: “At least ten (10) years of experience with one or more databases listed in Table Knowledge of CA/CCD database desired but not necessary.” Please clarify | RFP H-011 Key Personnel is updated to revise qualification language of Senior Database Administrator to "1. At least ten (10) years of experience with Oracle and MS SQL Server, 2 Knowledge of CA/CCD database desired but not necessary". |
| 8 | SAQMMA16R0029, Section L-015, Page Limitation. | Volume V is stated as “Transition-In Plan (Task 2)” What is the significance for adding “Task 2” which is Transition Activities. Does the Transition-In Plan provide adequate detail and Task 2 is not required? | Pursuant to Section M-001 Evaluation Factors, "The Offeror shall demonstrate its technical understanding of each task outlined in the Statement of Work (SOW) without simply repeating the requirements. The Offeror shall layout its technical proposal to logically follow the SOW." |
| 9 | SAQMMA16R0029, Section L-016, Exclusion from the Page Limitation. | Section L-016 lists Cover Letters for Volumes I, III, IV and V. SAQMMA16R0029, Section L-014 states the Cover Letter shall be included in Volume VI. Please state which Volumes require a Cover Letter. | L-016 states any documents that are excluded from each volume's page limitation. Volume VI is Price Proposal Volume and the entire Volume do not have any page limit therefore, the Volume VI was not included in L-016. however, offerors shall include a signed and dated cover letter in the Volume VI and other Volumes stated in L-016. |

| 19 | SOW 3 of 26 to |
| The list of CLINs is missing a CLIN for Task 2 Base Year, and CLINs for Task 1 in the option years. We assume this is an oversight and those CLINs should be included. Please confirm and/or correct. | Refer to Question Answer #4 |
| 20 | SOW 3 of 26 to |
| F-006 refers to CLINS 013 and 014, but there are no CLINS 013 and 014 in Section B. We assume this F-006 reference should have been to CLINs 003 through 012. Is this correct? | Refer to Question Answer #4 | ||
| 21 | Attachment B GFE Inventory A004 | The GFE file identifies lists for 11 datacenters. Do these lists contain GFE that is NOT to be moved to the STS facility (i.e. does all the GFE in the datacenter lists stay in their respective datacenters?) | Yes, there is no plan ever to move these GFE hardware to any other facilities. |

| 25 | Q&A A004 #259 | The answer to # 259 states Task 10 is ITSM and that Task 10 is Portal Services. We assume this should have said that Task 8 is ITSM and Task 10 is Portal Services. Is this correct? | Yes |
| 26 | SOW 10 and 11 |
of 58
| 3.1.2.1 changed “Monthly Project Metrics Reports” to “Monthly Progress Reports”, but the list of Deliverables in Table 3-1 still identifies “Monthly Project Metrics Report”. We assume this was an oversight and Deliverable 3 should be “Monthly Progress Report.” Is this correct? | Change "Monthly Project Metrics Reports" to "Monthly Progress Reports" deliverable 3, page 11. | ||
| 27 | SOW 17 of 58 | The amended section contains a reference to “FAH-10 H-270”. The FAM/FAH site does not have this FAH section. Please clarify if this reference is a mistake or needs to be removed. | Removed reference. |
| 28 | Q&A (A004) #58 | The answer did not respond to the actual question. To restate the question – To assist bidders in estimating the numbers of FTE, please identify an annual historical workload associated with each of the major architectural entities (i.e., # of Passport applications, # of Visa applications, # of Citizen Services applications, etc.)? | CA has large number of applications cycles thru the IV&V to be tested. On the average, CA tested 1400 test a year for all major and minor applications incluse formal test, patch test, UAT, compliance, etc. Additionally Configuration Control manages approximately 1000 change requests across the enterprise per year. |
| 29 | Q&A (A004) #74 | The answer referring to Attachment D Section 3.2 does not answer the question, which was “Please provide details regarding what is stored in the warehouse.” We would like to know the plan for warehouse content to ensure we design the facility’s warehouse space, power, and HVAC appropriately. | Warehouse was not mentioned in the section 3.2 but 3.3. | 33 | SECTION: 3.8 Task 8, 3.8.2.1 ITSM System Operations and SOW Maintenance Support |
PARA NO.: 3rd paragraph
PAGE NO.: 39
“The Contractor shall provide 24 / 7 / 365 on-call support for existing ITSM production environments (both Helpdesk support and technical Tier I remediation support).”
Will the government please clarify what type/level of helpdesk support is required for ITSM Systems Operations and Maintenance Support?
| As stated, Tier I support is needed. | |||
| 34 | General | Even though this opportunity is a Total Small Business Set Aside, would the Government please confirm that SBA Certified 8(a) Joint Venture or SBA approved Mentor Protégé Joint Venture where Mentor is a large business can bid as a Prime? | 8(a) Joint Venture - 13 CFR 124.513 (a) established under what conditions a joint venture can be awarded an 8(a) contract. 13 CFR 124.513(b) indicates that each concern in the joint venture must be small. 13 CFR 124.513(e) indicates the SBA must approve a JV agreement before award and advises that a participant may submit a JV agreement to SBA for approval at any time. If an offeror wants to know in advance of proposal submission if a JV will be acceptable to the Government, the DoS recommends that perspective offerors submit JV agreements to SBA for review in advance of any offer submission. |
Mentor Protégé Joint Venture – Limited information was provided in the question so the DoS will not differentiate between an 8(a) BD Mentor Protégé and 8(a) Mentor Protégé. DOSAR 619.202-70(j) indicates that firms interested in becoming a mentor must apply in writing to OSDBU and this internal review can take up to 30 days. DOSAR 619.202-70(g) indicates the mentor may be either a large or small business. If an OSDBU approved Mentor Protégé submits an offer it will be considered regardless of the size of the Mentor. This consideration of the offeror doesn’t necessarily mean any technical factor will automatically be rated in any certain way.
Offers from concerns which are not small businesses - FAR 52.219-6(c)(1) – Offers will be considered nonresponsive and will be rejected.
FAR 52.204-7(b) indicates that by submission of an offer, the offeror acknowledges the requirement of potential awardee to be registered in the SAM database prior to award and through final payment of any contract. If an 8(a) Joint Venture or Mentor Protégé Joint Venture submits an offeror and does not have an active SAM registration, they will need to be registered in order to be considered for award.
35 General To ensure that corporate experience and past performance reflect the experience of the JV (either 8(a) JV or Mentor Protégé JV) members, would the Government please confirm the JV members can submit past performances on behalf of JV company name and DUNs/Cage? Past Performance – 13 CFR 124.513(f) Work done individually by each partner to the joint venture as well as any work done by the joint venture previously will be considered.
| 36 | General | Regarding the facility clearance, would the Government please confirm that as long as JV members have a Top Secret facility clearance, the JV company does not need to have a Top Secret facility clearance to match the JV company name and DUNs/Cage and can bid as a prime? | The facility security clearance needs to be in the name of the offeror/awardee with a unique Cage Code. If a joint venture is proposed, the JV will need to have the facility security clearance. A JV will need to become a legal entity (Corporation, LLC, etc…) to obtain facility security clearance according to NISPOM 1-201, 2-102b and 2-104. | |
| 37 | Solicitation | |||
| (SAQMMA16R0029_A004) | Many of the CLINs (such as 002, 013, 014, 1001, 2001, 3001 and 4001, among others) are no longer listed in the | |||
| table. Please issue a fully revised solicitation to reflect all changes and non-changes to the document. | Refer to Question Answer #4 | |||
| 38 | Attachment D.1, SOW, | |||
| A004 | Section 3.9 – Task 9 Process Monitoring and Improvement, along with other sections (3.5.2, 3.5.2.6, Deliverables |
36-38), still lists the task as being Optional. However, the answer to Question 215 in the Q&A indicates that the SOW would be revised to remove all optional references. Is this still the case, or are these Optional tasks still
| optional? | "Optional" removed. | |||
| 39 | H-007 | The government’s answer to question #220 seems to indicate that facility costs can’t be bid as an ODC (and presumably should be bid as part of the labor hour costs). Doing this could go against a company’s standard bidding practice and cause DCAA audit issues. If it is a company’s standard bidding practice, is it acceptable to bid the facilities costs as an ODC, in addition to the estimated Travel and ODC numbers that have been provided? | An additional line item was added to the price schedule titled "Facility". All facility costs should be proposed under this line item and shall include all associated overhead rates and G&A. | |
| 40 | H-004 | Appreciate the Government's answer to question #178, however the information provided in section H-004 is unclear. Per RFP guidance, "Contractors and subcontractors are prohibited from competing on future application system development efforts supporting CA/CST". Can the Government please confirm that this is only in affect during the STS contract Period of Performance? | As the statement said, contractors and subcontractors are prohibited from competing on future application system development efforts support CA/CST. This includes during and 12 months after POP. In addition, H-004 ORGANIZATIONAL CONFLICT OF INTEREST is revised to add "This restriction ends twelve (12) months after this contract is completed." | |
| 41 | H-004 | Appreciate the Government's answer to question #179, however the information provided in section H-004 is unclear. Per RFP guidance "Contractors and subcontractors that develop applications and/or systems supporting CA/CST within the last twelve (12) months will not be considered for award". Can the Government please confirm if "applications and/or systems supporting CA/CST" include systems provide reporting capabilities and/or systems developed for user's support? | In order to prevent Organizational Conflicts of Interest, the Government considers any application or systems development for CA/CST within the past twelve months a conditions which prevents a prespective contractor/subcontractor participation in this requirement. | |
| 42 | SOW 3.8.2.2 | SOW guidance requires the ITSM Service Plan to be in accordance with the CA/CST SDLC. The Government's response to question #273 indicates the CA/CST SDLC was attached. Can the Government please share where this attachment has been attached, or include with documentation included in FBO or GovWin? | Attachment I - CST System Development Life Cycle (SDLC) is hereby attached in A006 | |
| 43 | RFP | Item iv states that Section B-003 was added. Section B-003 does not appear in the amended RFP | B-003 is hereby added in A006 | |
| 44 | RFP | L-016 contains a page exclusion list for Volumes I, II, III, IV, and V. Volumes I, II, IV and V, reference a Cover Letter for each volume. Should the cover letters contain the same information as described in RFP Section L-014 on page 20 for Volume IV? (Volume II does not cite a cover letter; is that an omission?) | L-014 is for Volume VI: Price, not Volume IV Transition-In Plan. As L-014 states, offerors shall include a signed and dated cover letter in Volume VI as well. Volume II is Past Performance and it does not require a cover letter. | |
| 45 | SOW | The amended RFP (A004) indicates that the delivery of the test results has been changed from 5 days after testing to one day after testing. Is one day realistic? Need to gather and analyze results and write technical go/no go document. | One have to prepare all support document in parallel with the testing task and provide a result report a day after declare the test results. | |
| 46 | SOW | In Task 6, the statement has been added that "the contractor is to provide a cloud transition plan". This implies that STS is not working in a cloud environment now and one of the tasks under Task 6 will be to migrate the IV&V facility to a cloud environment. Is that correct? | Yes, we have no plan now and expect the vendor to proposed a plan to migrate our system to the IT cloud based on the guidance from DOS. | |
| 47 | Attachment C - Pricing Schedule - A004 | The Instructions indicate that we should anticipate a 25% annual escalation. Can you confirm then, that for Columns G, I, K and M we apply our standard annual escalation to provide the baseline option year and then for Columns H, J, L, and M include the estimated scope increase of 25% which incompasses both escalation and increase of level of effort? | confirm |
