Contractor Pre-Award Site Survey for Baghdad Life Support Services (BLISS) Requirement for the U.S. Mission in Iraq -- SAQMMA-12-R-0130

Notice Type: Special Notice Response Date: September 27, 2012 Classification Code: M -- Operation of Government Owned Facility NAICS Code: 541 -- 561210 Base Facilities Operation Support Services

1. The Department of State (DOS) Bureau of Information Resources Management will be conducting a Pre-Award Site Survey at the United States Embassy Compound in Baghdad, Iraq.

Contractors who are considering the submission of a proposal as the Prime Contractor for the BLiSS contract are strongly encouraged to make plans to attend this six day event. As space is limited and the time required to apply for and receive a visa from the Government of Iraq may be extensive, DOS is issuing this notice prior to release of the Request for Proposals (RFP), which is tentatively scheduled for December 3, 2012. Proposals in response to this solicitation are tentatively due by February 18, 2013.

2. The Pre-Award Site Survey of select sites in Iraq will be conducted from Sunday, December 9 to

Saturday, December 15, 2012. Due to space limitations, this event is limited to three (3) attendees from companies who are planning to submit proposals as the Prime Contractor for this bid. Attendees are required to have an active security clearance of CONFIDENTIAL or above.

Proof of clearance will be requested once individuals are identified.

Important note: The Pre-Award Site Survey may be delayed or cancelled due to events beyond the control of the DOS. While considered highly desirable by DOS, the conduct of the Site Survey is not a requirement for the awarding of this contract. If a delay or cancellation occurs, this office will make every attempt to notify participants immediately and to post information in FedBizOpps in a timely fashion.

3. The purpose of this visit is to provide specific information to interested companies on the work and living environment, the program scope and schedule, and provide examples of the facilities, equipment, services and support required by this contract.

4. Participation in the Site Survey is not a mandatory requirement for submission of a proposal or to be considered a qualified company in the evaluation of a proposal. However, this level of information sharing by DOS cannot be replicated in any other form. Companies considering making an offer on this solicitation are strongly encouraged to participate in this event.

5. Contactors participating in the Pre-Award Site Survey must meet the Facility Clearance requirements as outline in the National Industrial Security Program Operating Manual (DOD 5220.22M). See “Authorized Attendance” below.

6. The DOS and U.S. Government are not responsible for any costs incurred by any entity in preparation, planning or attendance in this event. Nor can the DOS assist in the obtaining of appropriate visas or any other requirements of the Government of Iraq.
