Technical SectionJ, Exhibit A1, Attachment 4 Iraq Fire
Protection
Please advise whether the 56 hour work week is a minumum. Please also advise whether the
Government has a restriction that does not allow
Management to work in excess of 56 hours per week.
References to the hours in a work week are being removed from the RFP. As this is a firm-fixed price contract, Offerors will need to determine what staffing models work best with regards to meeting requirements and being in compliance with US and Iraqi labor laws, taking into consideration DOS site limitations and regulations. It will be incumbent upon each
Offeror to explain the approach and model used for staffing at each site in the proposal.
Technical SectionJ, Exhibit A1, Attachment 4 Iraq Fire
Protection
The RFP states that the Communications
Operators (Dispatchers) work 8 hour shifts.
Typically in a contingency deployment they would work 12 hour shifts. Is this a minimum or a fixed requirement?
Mission Iraq does not represent a contingency deployment environment as USG personnel work 40-hour work weeks. DoD policies and methodologies do not apply. See response above.
Technical SectionJ, Exhibit A1, Attachment 4 Iraq Fire
Protection
Paragraph 1J of EXHIBIT A.1- ATTACHMENT 4
(reprinted below) covers Fire Prevention. It notes, “THE SENIOR FIRE OFFICER WILL ENSURE
QUALIFIED PERSONNEL ARE AVAILABLE TO
CONDUCT CUSTOMER TRAINING SUCH AS FIRE
WARDEN TRAINING, FIRE EXTINGUISHER
TRAINING, GENERAL FIRE SAFETY AND ASSIST
WITH FIRE EVACUATION DRILLS.” It does not mention fire inspectors or periodic inspections of facilities. It is implied that we, “WILL PAY
PARTICULAR ATTENTION TO PLACES OF PUBLIC
ASSEMBLY AND HIGH HAZARD AREAS SUCH AS
AMMUNITION OR FUEL STORAGE.” However, there is no identified staff to perform this additional function. The SOP also implies in paragraph 2.A. that it is the unit occupant’s responsibility to perform monthly checks of fire extinguishers but nothing about facilities;
however, it also notes in paragraph 2.B. , “FACILITIES SHALL BE INSPECTED ANNUALLY AND
FIRE SAFETY DEFICIENCIES SHALL BE
DOCUMENTED AS DIRECTED BY THE CO.” This wording implies a potential change to the TO if and when directed by the CO. Does Fire Protection
Services cover monthly or periodic facility fire inspections?
BLiSS fire protection services does not include facility fire inspections as this will be done by
USG Facility Management personnel.
Technical SectionJ, Exhibit A1, Attachment 4 Iraq Fire
Protection
Paragraph 1K of EXHIBIT A.1- ATTACHMENT 4 notes that, SMOKE ALARMS AND FIRE
EXTINGUISHERS ARE THE RESPONSIBILITY OF
FACILITIES MANAGEMENT OFFICE FOR EACH
POST.” Please clarify if the requirement for filling and servicing of fire extinguishers typically referred to as Dry Chemical and Compressed Air service is an additional responsibility in the Fire Protection
Services element of the Requirement Matrix or is it clearly a responsibility of the OMSS Contractor?
Paragraph 2.A. appears to contradict this guidance as it states, “IF AN EXTINGUISHER IS FOUND TO BE
UNSERVICEABLE, IT IS THE OCCUPANTS
RESPONSIBILITY TO DELIVER THE EXTINGUISHER
TO THE NEAREST FIRE STATION FOR REFILL OR
EXCHANGE.”
BLiSS fire protection services does not include the filling and servicing of fire extinguishers nor servicing of smoke detectors as those functions will be the responsibility of USG Facility
Management personnel.
Technical SectionJ, Exhibit A1, Attachment 4 Iraq Fire
Protection
There is no mention of EMT certified staff required. Typically at a minimum, Firefighters are
First Aid and Buddy Care Certified. Will staffing require as a minimum, that the Firefighter staff is to be First Responder trained or Basic Level EMT certified?
Firefighters will serve as First Responders for all emergencies. As such, Firefighters should be trained to be First Responders.
Technical SectionJ, Exhibit A1, Attachment 4 Iraq Fire
Protection

Plan"
Please clarify the instructions for phased
Deployment Plan and evaluation factors for the
Phased Mobilization Plan. Do these refer to the same plan?
M.10.1.1.4 will be changed to read "... The
Offeror’s complete description of the deployment plan phased activities that occur between the task order award ..."
General L.16.1 Volume1: Technical
Proposal (120 Pages);
L.16.1.1 Executive Summary
(5 Pages); L.16.1.5 Program
Management Office (PMO)
(20 Pages)
Are the Executive Summary and Program
Management Office page limits of 5 and 20 pages included as part of the 120 pages maximum for the
Technical Proposal?
Yes.
Technical H.16 GOVERNMENT-
FURNISHED EQUIPMENT
AND SPACE (ON-SITE)
(11/08)
Will the Government please clarify if such property as Personal Protective Equipment (PPE); uniforms for food service personnel; and uniforms for firefighters will be provided as Government
Furnished Equipment and/or Supplies?
The Government will not be providing PPE or uniforms. The Offeror must include cost for PPE and uniforms in the "supplies" line item for each of the Task Order. The successful Contractor shall provide appropriate uniforms and safety clothing per service sector. E.g. uniforms for food service personnel or firefighters, must meet industry standards, be easily identifiable, and be clean and neat in appearance. Uniforms for Firefighting personnel shall be flame resistant, and appropriate for extreme seasonal temperatures in Iraq. The successful Contractor shall provide Firefighters with firefighting PPE such as turn out gear, boots and helmets.Uniforms for food service workers must have employee names. Sufficient quantity of uniforms must be available to provide for uniforms being laundered or in case of a mishap and a change is required.
Admin H.15 Please clarify the liquidated damages provisions. The reference to liquidated damages will be removed in H.15.
Admin H.39 The Contractor liability for GFP as written in H.39 appears to be inconsistent with FAR 52.245-1.
Please clarify whether FAR 52.245-1 is applicable to this contract.
The second paragraph in H.39 will be deleted.
Admin Section I The RFP is missing FAR clause equivalent language that protects the contractor and its personnel in a potentially hostile environment. Will the
Government add the following clauses: 252.228-
7000 Reimbursement for War-Hazard Losses;
252.228-7003 Capture and Detention; 252.225-
7043 Antiterrorism/Force Protection Policy for
Defense Contractors Outside the United States.
No. This contract is solicited and administered by the Department of State. DFARS clauses will not be used. Further, Iraq is no longer considered a contingency area or hostile area.
