What is the equipment/vehicle fleet density by location? OMSS maintains the vehicle fleet, not BLISS. The
BLISS Contractor will utilize the existing fleet to perform on the contract. The formal RFP will contain a list of types of vehicles that may be used by the Contractor, so offerors may propose the correct labor categories.

BLISS does not provide normal maintenance
(O&M) on facilities. The only maintenance that
BLISS will provide will be for security equipment and the food management system. The food management system has not been purchased so the
BLISS bidder will have to purchase and provide any initial outfitting and spare parts needed to maintain this system on a Cost Reimbursable basis. The security equipment support information will be provided in the formal RFP. However, inventory already exists onsite.

Background
(page 5)
RFP states, "Offerors are to propose a Performance Work Statement (PWS) to include all performance metrics, as part of their technical proposal for evaluation for each site (BEC, BDSC, EDSC, and Basrah)." Will the Government clarify how they will evaluate proposals if Offerors are proposing to different performance metrics? Will the Government provide minimum performance metrics?
Yes, "all performance metrics" should be corrected to read "key performance metrics". The
Government intends to review proposed metrics as part of offeror's approach reflected in their technical proposal and PWS in how they intend to accomplish the work.
C.1.B, Objectives
(page 6) and F.2, Period of
Performance
(page 12)
C.1 states intent is to award contract prior to May 1, 2013 and transition to new
DOS contract no later than September 30, 2013. F.2 states the contract is comprised of an approximately 90-days transition period as part of the first year.

The full Transition period starts on or about May 1, 2013 (following award) and should be completed by

H.3(a), Government
Provided
Quarters (page

RFP states, "At sites where it is not feasible or safe as determined by the DoS for the contractors to live off of the DoS site, the contractor will lease LSAs (Life
Support Areas) from the US DoS at a negotiated fee or an agreed upon services in kind." Is it the Government's intent to negotiate fees with individual Offerors during the solicitation or with the successful Offeror following award?
This information is outdated. Limited lodging at
DOS sites will be provided to the awardee for identified Critical Operations contractor personnel.
This information will be made available in the formal RFP. All other personnel will be required to live offsite. The exception is at the Baghdad
Diplomatic Support Center (Baghdad Airport) where the USG will provide housing for all proposed AN and TCN BLISS contractors.
C.1.B, Objectives
(page 21)
RFP states, "The Contractor, except for local nationals will be required to utilize
Government provided lodging in a man-camp or east end housing area adjacent to the NEC site." Can the Government confirm or clarify our understanding of this that:
1) This pertains to Contractor personnel performing duties at BEC only?
2) Contractor EXPATs and TCNs at EDCS, BDSC, and Basrah Consulate will reside on diplomatic compounds or at LSAs leased from the Government?
The USG support to Contractor slide shown as part of the Industry Day presentation indicates the support to be provided to the Contractor. The presentation is available on www.fbo.gov. Further definitization of this will be made available in the formal RFP.
C.1.B, Objectives
(page 21)
RFP states, "Following full deployment, the Contractor will be limited to 350 lodging quarters." Can the Government clarify if this pertains only to the BEC site and how many personnel can reside in 350 lodging quarters?
The awardee will have limited and specified housing at each of the sites. It is not 350. Numbers will be made available in formal RFP release.

The Contractor may install their own network but must understand that they will not be provided any
GFE on the infrastructure side. All materials will be purchased under the contract as Cost Reimbursable items. Plans must be submitted and approved by
IRM and other parties (e.g. Facilities Management or Diplomatic Security) prior to the ordering or installation of system.
