Question/Comment Response
Section M.5 -
Eligibility for Award
Does a newly formed joint venture (JV) need its own facility clearance at the time of proposal submission?
The partner companies of any entities forming a JV for this effort must have their own
Secret facility clearance (and CAGE Code). Any JV which contains any uncleared firms will not be considered for this effort. If selected, the facility clearance for a newly formed JV (consisting of two or more cleared firms) will be processed after selection.
JVs must submit written evidence that the JV partners are cleared and must submit a copy of the JV agreement with their proposal.
The first paragraph in Provision M.5 will be changed to: "TO BE CONSIDERED FOR
AWARD OF THIS CONTRACT, interested Prime Offerors must possess, at the time of proposal submission, a Defense Security Service (DSS) Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual
(NISPOM), DOD 5220.22-M. All entities proposing a joint venture for this effort must already possess an individual FCL at the Secret Level. "

L.15 General
Proposal
Instructions
Would the Government reconsider the prescription for double-sided pages and allow single sided? We recommend that the
Government allow single-sided. Double-sided pages create much more time and planning and potential reprints for correction to get pagination and section
"breaks" correct, especially when changes occur late in the proposal process due to corrections or amendments. This reduces or exceeds any benefit of saving paper on this style document and requirement. Change
Pages created by evaluation notices and discussions sometimes create an unruly document when double-sided is used.
The requirement to print on double-sided copy is rescinded.

BLiSS contractor responsible for managing proper disposal once water is outside?
Several companies operate within Iraq that provides this service. Under the BLiSS contract, the prime contractor is responsible for managing proper disposal once water is outside, and will be required to comply with all GOI laws, regulations, policies and procedures.
BLISS Site Survey Can we have a very early shift for our cafeterias? Do the operating hours of the site affect our ability to do so? Do our vetted and badged workers have restrictions on the times they can enter the BEC, other sites?
REVISED: The Contractor may propose a solution that works to the advantage of all parties. Site access will impact proposed bidder work schedules and staffing. At this time and to the best of the Mission's knowledge, Basrah cannot be accessed from 1900 to 0700. The IZ cannot be accessed from midnight to 0600. BDSC cannot be accessed between 2000 and 0600 (T) depending on checkpoints manned at a given time.
BLISS Site Survey Will SSI assets be considered GP and is there a location to dispose?
Please clarify what SSI is intended to mean.
BLISS Site Survey Who gets medical waste from plane to incinerator at BDSC? Why is it transported by plane and how longer until ground transport is possible?
US direct hire staff transports medical waste staff via Embassy Air to BDSC. The MSSI contractor prepares the waste for shipment . Once medical waste arrives at BDSC, it is the BLiSS contractor's responsibility to offload, transport and dispose of this waste accordingly. This method is the easiest method available given the admin requirements needed to transport bio hazard materials in accordance with GOI requirements.
Relatively small quantities of waste are generated and transported.

Response is the same as the contract information for black and gray water removal.
BLISS Site Survey How do we house LNs who must remain overnight, and how do we feed LNs who must remain overnight?
The contractor should ensure as much as possible that LNs do not stay overnight or use unauthorized services. When circumstances occur outside the control of the contractor, housing will be made available by the USG given that the LN is properly badged to remain unescorted. It is the responsibility of the contractor to be sure that their staff is properly badged at all times. Coordination will be made with the local GSO and COR to arrange LN housing on an exception basis. For feeding, if a meal card system exists, contractor can issue a subsidized meal card to feed contractor personnel having to stay overnight.
BLISS Site Survey Who will perform audit functions for the contract, DCAA, DCMA or GAO?
REVISED: The Government will use USDH CORs, GTMs, DCAA (for audit functions as appropriate) and Independent Validation & Verification ( IV&V) contractors in support of COR and Program Management functions. DCMA will not be used. The BLISS contract is always subject to GAO and or DOS IG audits.

BLISS Site Survey Are there any special security requirements to support the Force Protection Equipment
Program?
A security clearance is required for the operators and the field service representative
(FSRs). Almost all the systems have ITAR/EAR requirements however once obtained, there are no special handling/transport security requirements. The equipment is wiped/zeroed out when in storage and all components are capable of being shipped commercially back to the OEM without escort. The only special storage requirements to consider are weather impacting; i.e., keeping some components like optics and sensors in cooler areas rather than out in the heat.
