About this file
This is a Justification and Approval (J&A) document for Other Than Full and Open Competition (>SAT) submitted by the Department of Veterans Affairs, VISN 10, Network Contracting Office (NCO) 10 at Louis Stokes Cleveland Medical Center.
The document justifies a sole source procurement for Notifier brand fire alarm notification system equipment and associated materials, valued at $13,448, required for the "Renovate Operating Rooms" project (Purchase Request 541-26-1-5986-0004, Acquisition Plan Action ID 36C250-26-AP-0948). The project renovates 22,000 square feet of existing operating room suite, providing new HVAC and addressing identified condition gaps. The fire alarm system and all associated equipment are mandated by NFPA 72 (National Fire Alarm Code). The justification asserts that only Notifier brand parts, software, and firmware are compatible with the existing Notifier fire alarm system already installed in the hospital, as signal devices from other manufacturers, while potentially compatible with Notifier panels, lack tested and approved UL listings. The procurement authority cited is 41 USC §3304(a)(1)—Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. To ensure competition, the procurement will be competed and synopsized on SAM.gov as an Invitation for Bid (IFB) with a brand name specification for the Notifier Fire Alarm System. The contracting officer anticipates two or more bids through sealed bidding, which will establish fair and reasonable pricing. The document was signed by Design COR Richard E. Clark (03-16-2026) and Contracting Officer Stanley Burdine (03-16-2026).

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Provide notification of fire alarm, supervisory, and trouble conditions; to alert the occupants; to summon appropriate aid; and to control fire safety functions.
Required by NFPA 72 Fire Alarm Code. The “Notifier 3030” panels and associated equipment perform all required functions of the NFPA 72 Fire Alarm Code.
