About this file
This document is a justification for other than full and open competition for a federal construction contract. The Department of Veterans Affairs VISN 10 will renovate the Radiation Therapy department at the Louis Stokes Cleveland VA Medical Center to create additional exam rooms and dressing areas and update infrastructure. Renovations require removable core locking cylinders that are removable only with a special key or tool for a CorbinRusswin HO keyway great grand master key system to meet VA engineering policy for security and patient safety. Only CorbinRusswin locks can meet this requirement for a single master key to access all areas. Market research found no other manufacturer can meet this functionality. The estimated value of the locking cylinders is $5,000. A notice will be posted on FedBizOpps to competitively bid the construction contract while specifying the brand of locking cylinders required.
