About this file

This is a federal contract provision template (FAR 52.225-2) that establishes Buy American certification requirements for offerors in government solicitations.

The provision requires offerors to certify that all end products are domestic end products, except those specifically listed as foreign end products in the offer. Offerors must separately identify any domestic end products containing critical components. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. The provision includes two tables for offeror completion: one for listing foreign end products by line item number, country of origin, and domestic content threshold status, and another for listing line item numbers of domestic end products containing critical components. The Government will evaluate offers according to Federal Acquisition Regulation Part 25 policies and procedures. Key terms including "COTS item," "critical component," "domestic end product," "end product," and "foreign end product" are defined in the related "Buy American—Supplies" clause referenced in the solicitation.
