STATEMENT OF WORK

Project #544-20-107

EHRM Infrastructure Upgrades-Columbia, SC

The purpose of the project is to provide infrastructure improvements to support Cerner’s Electronic

Health Records Modernization (EHRM) Program at Columbia VA Health Care System, Columbia, South

Carolina. These improvements include the following:

• Complete replacement of the entire primary voice/data network structured cabling system (inside and outside plant) for all in-scope buildings to meet EHRM requirements, including fiber backbone cabling, and IT racks.

• Creation of new Telecom Rooms to support the new structured cabling system.

• Complete renovation of the existing (to remain fully functional) Data Center including new IT cabinets, structured cabling and pathways, UPS/electrical, clean agent system, lighting, and

CRAC units.

• Replacement of the existing (to remain fully functional) UPS and associated equipment.

• New Outside Plant duct banks, manholes, and handholes to support the new Data Center to building voice/data network structured cabling system and provide diversified paths from remote

Telecom Rooms (TRs) in scoped buildings to the data center for WAN.

• Electrical; panel upgrades, normal and emergency power, bonding, and UPS.

• Electronic Security assets for new TRs and Data Center, including connections to existing

Building Management Systems (BMS) interfaces.

• New design and upgrades for existing HVAC.

• Reconfiguration, expansion, and renovation of existing space.

• Hazardous material abatement as required.

The scoped Buildings are: 5, 6, 7, 8, 9/9A, 20, 21, 22, 100, 100A, 103, 103A, 105, 106, 114, 120, 122, VARO, T25, T36, 133, and the site outside plant distribution system campus-wide on the Columbia VA

Health Care System Campus on Garners Ferry Rd, Columbia, SC. This project examined the best and appropriate locations for the new TRs and Telecom Enclosures (TEs) for each of the scoped buildings.

The project also examined the best location for pathways of duct banks with the diversified fiber between the scoped buildings and the main data center. Existing utility locations have been identified as best as possible, excavation in support of the duct banks will require use of ground penetrating radar to pinpoint locations that require deconflicting. Routing refinement of the duct bank trenches to avoid existing utilities and coordinating with the COR prior to excavation is an important part of the site work. Other items include:

• Bidders required to include execution of survey testing and removal of LBP in all areas of work prior to commencement of demolition and/or new construction activities. Contractor must notify

Contracting Officer Representative immediately of any positive samples and removal plans.

• Bidders required to include execution of survey testing and abatement for ACM in any areas the contractor suspects may have ACM prior to commencement of demolition and/or new construction activities. Contractor must notify Contracting Officer Representative immediately of any positive samples and the detailed abatement plans. (Recent LBP and ACM testing results are included in this bid package)

• Bidders are responsible for the entirety of the project scope described in the contract documents

(drawings and specifications) and shall submit RFI’s on any conflicts between drawings and specifications immediately that may impact bids.

• Any content in the contract documents that bidders miss or do not provide pricing for, are still the responsibility of the contractor and will be installed as directed in the contract documents at no additional cost to the government.

BID DEDUCTS:

• None identified

The contractor shall comply with all requirements as listed in the project solicitation including the construction drawings, the project specifications, and all solicitation amendments as may be issued. These documents will be followed during construction and shall be considered project requirements.

Normal operating hours of the Columbia VA Health Care System are 7am-5pm, Monday-Friday, excluding Federal Holidays. Work outside of these hours shall be coordinated with the COR.

The C&A requirements do not apply, and a Security Accreditation Package is not required.

The period of performance for this project is 365 calendar days.
