About this file

The document is a Request for Applications (RFA #S-73000-00009423) issued by the Oregon Department of Transportation (ODOT) Driver and Motor Vehicles Services Division, seeking Electronic Vehicle Registration (EVR) Service Providers to expand their existing third-party electronic vehicle registration program. The procurement aims to contract with multiple providers to process vehicle title and registration transactions for Oregon-certified dealers, out-of-state dealers, financial institutions, and high-volume customers. The contract opportunity was posted on March 11, 2025, with proposals due by April 10, 2025, and an anticipated contract duration of approximately 5 years, potentially extending to May 31, 2039. The project will be implemented in three phases: Planning, Design, Coding, and Testing (Phase 1), EVR Program Implementation (Phase 2), and a 180-day Post-Operational Review warranty period (Phase 3).

The contract does not specify direct compensation from ODOT but allows EVR Service Providers to charge fees to EVR Account Holders for using the system after completing Phase 1 of the work. Providers will be required to establish a separate bank account for DMV fees and conduct daily electronic funds transfers. The procurement anticipates awarding contracts to the 5 highest-ranked applicants, using a 1,000-point scoring system across ten criteria, including services provided, applicant experience, staff qualifications, IT standards compliance, project planning, and quality assurance. Minimum qualifications require applicants to have experience providing third-party electronic vehicle registration services in at least one other state and demonstrate technical capabilities in secure network management and system interface compatibility. No specific set-aside designations or Disadvantaged Business Enterprise (DBE) goals are mentioned in the documentation.
