About this file
This document is a Notice of Intent to Award from the Oregon Department of Transportation (ODOT) Procurement Office, specifically related to Request for Application (RFA) #35613 (S-73000-00009423) for Personal Services. The notice indicates that Vitu, Inc. has been selected as the top-ranked firm for contract negotiations, with the intent to award a contract for unspecified personal services. The document outlines a detailed negotiation schedule, including establishing a work session to discuss the Statement of Work (SOW) within 5-10 days, with subsequent steps for SOW refinement, Breakdown of Costs (BOC) submission, and contract execution. The protest period for competing proposers is set to close on May 22, 2025, at 4:00 p.m., with specific requirements for filing a protest.
The notice includes provisions for contract negotiation, with Linda Beuckens designated as the ODOT Project Manager who will initiate contact and lead negotiations. The document specifies that no work is authorized until the contract is executed and a written Notice to Proceed (NTP) is issued. Attachment 1 lists required submittal items, including Billing Rate Information, Cost Disclosure Questionnaire, Breakdown of Costs, Certificates of Insurance, and an option for Direct Deposit via Automated Clearing House (ACH). The procurement process emphasizes collaborative negotiation, with provisions for mutual agreement on timeline extensions if negotiations are conducted in good faith, and the potential to move to the next highest-ranked firm if an agreement cannot be reached.

SUBJECT: Intent to Award Vitu, Inc. is the top ranked firm currently selected for negotiations of a contract to provide Personal Services as specified in the above referenced RFA. For those firms currently not selected for an award, please be on the lookout in the event the ODOT Project Manager re-opens the RFA opportunity to award to additional firms (see RFA Section 4.4 subsection j. for more information). The ODOT Project Manager will have more information at that time if they intend to re-open the RFA opportunity or not.

Because this notice is being posted on OregonBuys, the date of this notice will start the protest period for competing proposers to submit a written selection protest (REF Section 1.4 of the RFA). Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
