About this file

This is a Request for Applications (RFA) issued by the Oregon Department of Transportation (ODOT), specifically the Driver and Motor Vehicles Services Division (DMV), for an Expanded Electronic Vehicle Registration (EVR) Program. The RFA seeks to contract with multiple Electronic Vehicle Registration (EVR) Service Providers to process vehicle title and registration transactions, with an anticipated award of one or more contracts. The solicitation is for a multiple award opportunity with an expected contract duration of approximately 5 years, effective by January 2025 and potentially extending to May 31, 2039. The project will be implemented in three phases: Phase 1 (Planning, Design, Coding, and Testing), Phase 2 (EVR Program Implementation), and Phase 3 (Post-Operational Review with a 180-day warranty period).

The RFA is structured as a competitive procurement with a comprehensive scoring process, evaluating applicants across ten scored criteria including services provided, applicant experience, staff qualifications, IT standards compliance, project planning, training services, program management controls, and quality and security assurance. Applicants must meet specific minimum qualifications, including having experience providing third-party electronic vehicle registration services in at least one other state, managing a secure inventory facility, and demonstrating technical capabilities such as secure network management and system interface compatibility. The total possible score is 1,000 points, with ODOT DMV estimating they will issue a Notice of Intent to Award to the 5 highest-ranked applicants, though they reserve the right to adjust this based on service category coverage and business needs.

b. Be financially responsible for the design, operation, enhancements, changes, testing, and accuracy of the EVR System and the ongoing operations.

c. Coordinate with DMV on an agreed list of vehicle services the EVR Service Provider will support.

d. If EVR Service Provider elects to issue inventory, it must be from an Oregon Central Issuance Facility, in accordance with established inventory control requirements and procedures.

e. Enroll and manage EVR Account Holders and ensure compliance with EVR Program rules.

4.0 EVALUATION PROCESS

4.1 Application Pass/Fail Review

Applications will be reviewed for timeliness and completeness of the RFA requirements. The following are Pass/Fail criteria:

A. Application submitted by due date and time B. Application meets Minimum Qualifications C. Application does not include conditional language about terms and conditions D. Application Cover Sheet submitted E. Tax Compliance Affidavit submitted F. Application submitted in OregonBuys G. Response to Minimum Qualifications submitted H. Inventory Plan submitted (if applicable) I. Training Plan submitted J. Example of class materials used in previous EVR Training Programs K. Marketing Plan submitted L. Applicant EVR Account Holder Agreement submitted M. Subcontractor List If an Application fails any of the above criteria, the Application will be deemed nonresponsive and will not be reviewed further.

4.2 Evaluation Process

ODOT DMV will conduct a pass/fail review. Prospective EVR Service Providers who pass all of the pass/fail criteria of Section 4.1 will move to a scored evaluation process.

Applications received on time will be reviewed against the Application Pass/Fail Review items identified in section 4.1. Applications meeting those criteria will be forwarded to an evaluation committee that will independently review Applications according to the Scoring Criteria set forth in RFA section 3.0. Evaluation Scores will be totaled and prospective EVR Service Providers will be ranked accordingly from highest to lowest. Agency reserves the right to award to one or more applicants and determine the sequence for onboarding and executing contracts in Agency’s sole discretion.

4.3Reserved
4.4Notice of Intent to Award; Contract Process

a. Prior to issuing a Notice of Intent to Award, ODOT DMV may require Applicants to participate in interviews, presentations, or demonstrations. If ODOT DMV conducts interviews, presentations, or demonstrations, ODOT DMV may rescore any of the criteria above based on additional information learned in the interviews, presentations or demonstrations.

b. ODOT DMV will issue a Notice of Intent to Award establishing a list of all awardees in the ranking order of highest to lowest based on scores received from evaluation of criteria in RFA section 3.0. ODOT DMV estimates issuing a Notice of Intent to Award to the 5 highest ranked Applicants, or a lower number of Applicants as a natural break in scoring may occur.

c. ODOT DMV intends to execute a Contract with each EVR Service Provider that successfully completes negotiations beginning with the highest ranked applicant (EVR Service Provider 1) and proceeding with the next highest ranked applicant through the ranked order. DMV reserves the right, in its discretion, to change the priority of negotiations based on the need for DMV to have all of the service categories covered as quickly as possible, in the event that a lower priority awardee provides a service category not provided by all higher ranked awardees.

d. ODOT DMV will issue a Notice to Proceed for Phase 1 – “Planning, Design, Coding, and Testing” (the “Work”) with highest ranked EVR Service Provider (EVR Service Provider 1) under Contract.

e. Upon receipt of the Notice to Proceed, EVR Service Provider 1 will begin Phase 1 Work pursuant to the project schedule as negotiated with ODOT DMV. If EVR Service Provider 1 does not substantially meet the project schedule, ODOT DMV may, at its sole discretion, suspend Phase 1 Work with EVR Service Provider 1 until a later date.

f. If Phase 1 Work is successfully completed, ODOT DMV will issue a Notice to Proceed to EVR Service Provider 1 for Phase 2 – “EVR Program Implementation.”

g. As ODOT DMV has capacity to begin Phase 1 Work with the next highest ranked EVR Service Provider under contract, (EVR Service Provider 2) ODOT DMV will issue a Notice to Proceed to EVR Service Provider 2. Upon receipt of the Notice to Proceed, EVR Service Provider 2 will begin Phase 1 Work pursuant to the project schedule as negotiated with ODOT DMV. If EVR Service Provider 2 does not substantially meet the project schedule, ODOT DMV may, at its sole discretion, suspend Phase 1 Work with EVR Service Provider 2 until a later date.

h. If Phase 1 Work is successfully completed, ODOT DMV will issue a Notice to Proceed to EVR Service Provider 2 for Phase 2 – “EVR Program Implementation.”

i. This process will continue through the list of applicants in the ranking order from highest to lowest with EVR Service Providers who are under Contract.

j. ODOT DMV reserves the right to re-open RFA opportunities any number of times as the business needs deem necessary and to award additional contracts to additional EVR Service Providers in ODOT DMV’s sole discretion.

k. If ODOT DMV receives only one Application, ODOT DMV may dispense with the evaluation process and Intent to Award protest period and proceed with Contract Negotiations and award.

l. The Incumbent is eligible to propose under the RFA and, if selected for award, will negotiate a new contract with ODOT DMV in accordance with the process set forth above. For business continuity purposes, ODOT DMV may continue using the Incumbent services under its existing contract until alternative services are available under this procurement and termination of the Incumbent services under the existing contract will not, in ODOT DMV’s discretion, be disruptive to ODOT DMV’s business processes.

4.5 Award Protest

Every Applicant who submits an Application shall be notified of their selection status. Any Applicant who claims to have been adversely affected or aggrieved by the selection of (the highest ranked/the higher ranked) Applicant(s) may submit a written protest of the selection to the Single Point of Contact identified on page 1 of this RFA within 7 calendar days after the date of the Notice of Intent to Award. Agency will not consider any protest submitted after this submittal deadline. Agency will not consider award protests based on anything contained in the RFA – protests regarding content of the RFA must be submitted during the solicitation protest period described in RFA section 2.5.

The award protest must clearly be based on at least one of the protest criteria provided in ORS 279B.410, including that the protesting Applicant claims it is the highest ranked Applicant, or is within the class of higher ranked Applicants with whom Agency will negotiate Contracts, because the Applications of all higher ranked Applicants failed to meet the requirements of the RFA or because the higher ranked Applicants otherwise are not qualified to perform the Services.
